49.FORMER COUNCILLOR MRS. MARY BATES AND FORMER COUNCILLOR FRANK HOLLAND

The Mayor referred to the recent deaths of two former Members of the Council Mrs.Mary Bateson 29th October and Mr. Frank Holland on 7th November. Former Councillor Mrs. Bates represented the Davyhulme West Ward from 1990 to 1998 whilst former Councillor Holland was a representative for the Bucklow Ward from Trafford’s inception in 1973 until 1994. The Mayor advised that he had written to the families to express the Council’s condolences and the Council stood for a few moments silence in memory of its former associates.

50.FORMER MAYOR AND COUNCILLOR HARRY FAULKNER

The Council joined with the Mayor to convey very best wishes to Harry Faulkner, former First Citizen of the Borough and Partington Councillor who was very ill in hospital.

51.GREATER MANCHESTERTRANSPORT INNOVATION PROPOSALS

(Note 1: PROCEDURAL ARRANGEMENTS – In accordance with Procedure Rule 23.1 and with at least one half of the whole number of Members of the Council present, the Mayor, with the consent of the meeting, agreed to suspend Procedure Rule 6 “Notice of and Summons to Meetings” and Procedure Rule 11 “Motions on Notice”.)

(Note 2: The Leader of the Council, Councillor Mrs. Williams declared a personal interest in this item being the Council’srepresentative on the Association of Greater Manchester Authorities (AGMA) Executive.)

TheLeader of the Council requested the Council to consider Trafford’s position on its support or otherwise of the Greater Manchester Transport Innovation Proposals, including the congestion charge, following on from the proposals put before the Association of Greater Manchester Authorities on 31st October 2008.

It was moved and seconded that “this Council is opposed to the current Transport Innovation proposals, including the congestion charge.”

The Motion was put to the vote and declared carried.

RESOLVED: That this Council is opposed to the current Transport Innovation proposals, including the congestion charge.

The meeting commenced at 5.34 p.m. and finished at 6.20 p.m.
