DRAFT MINUTES OF A MEETING OF SPROTBROUGH & CUSWORTH
PARISH COUNCIL HELD 20 APRIL, 2017 AT THE GOLDSMITH CENTRE, SPROTBROUGH
Present: Cllrs: P. Haith (Chair), K. Rodgers, S. Gallagher, S. Platt, T. Rawlings, C. Ransome, D. Holland, S. Holland, L. Chipp, J. Rodgers,
R.A. Jones, D. Longley.
In attendance: 9 members of the public.
Apologies: Resolved: That apologies received from Cllrs. M. Greenhalgh, J. Sambrook
and F. Cahill, with reasons for absence approved, be accepted.
3926. DECLARATION OF PERSONAL OR DISCLOSABLE PECUNIARY
INTEREST
Cllrs. K. Rodgers, L. Chipp, S. Platt and P. Haith declared an interest in item
13(d) of the agenda.
3927. CONFIDENTIAL BUSINESS
Resolved: That a section of item 4 of the agenda be discussed with press
and public excluded under the provision of the Public Bodies
(Admission to Meetings) Act 1960.
3928. SCHEDULE OF ACCOUNTS AND PAYMENTS DUE
Resolved: That items to be paid, as set out, be approved for immediate
payment in the sum of £38,405.88.
3929. MATTERS RAISED BY THE PUBLIC
Concern was expressed by a resident at anti-social behaviour around the
entrance to Newlands Park from Fernlea Close. He was of the view that the
major contributary factor to this was a street light at the end of the road and
wooden sleepers that provided seating for those involved.
It was agreed that DMBC be asked to switch off the light and other means of
preventing seating on the sleepers would be investigated.
Concern was also expressed by residents at the planning application for a 4
bedroom house at 10 Spring Lane. This was an overdevelopment of the area
and the proposed property encroached close to other dwellings. Also some of
the residents had not received formal notice of this application. It was hoped
that Ward Councillors would pursue the rejection of this application.
A request for easier identification of members was noted.

3930. PUBLIC SECTOR INVESTMENTS
The Chair welcomed to the meeting Mark Davies, Churches Charities & Local
Authorities who had been invited to give a presentation on public sector
investments.
Members were informed that CCLA handled £7bn of cash covering a local
authorities property fund and public sector deposit fund. He went on to outline
both funds which would meet a current need and help generate additional
revenue for local authorities.
A question and answer session followed and it was agreed that the options
open to the Parish Council would be discussed at the finance section of a future
Parish Council meeting.
3931. PARISH COUNCIL MEETING HELD 16.3.17
Resolved: That the Minutes of the above meeting be confirmed as a true
record.
Arising: Minute 3919 – Financial matters
The Clerk had been in touch with Zurich who did confirm that
some community grants were available via principal authorities
but this source was not available to Parish Councils.
Minute 3919 – Future contribution rates for S.Y.P.A.
It was noted that a £200 reduction had been given pre. payment
of the 3 year contribution rate.

17/0792/FUL : Rivers Lea, 63 Park Drive, Sprotbrough
17/0832/FUL : 12 Chestnut Grove, Sprotbrough. (Cllr. Gallagher declared an
interest and took no part in discussion).
Resolved: That no observations be made in respect of the above
applications.

Support the objections raised by parishioners.
17/0781/FUL : Erection of 2 detached dormer bungalows to the rear of existing
dwelling house.
182 Sprotbrough Road, Sprotbrough
Would object on the grounds that this is an over development of the area and
too close to other properties.

3933. RECREATION & GENERAL AMENITY ITEM
Newsletter/website
Progress was still being delayed awaiting an article from Sprotbrough
Neighbourhood Champions. It was agreed that distribution be postponed until
this was received and have a September edition.
New Lane
Minor repairs to play area.
The Clerk had spoken with P.R.O.W. regarding the access to New Lane from
Melton Road but now needed to speak with the Council’s solicitor.
The date of the Scout Gala had now been changed to 15 June.
Newlands Park
Nothing to report.
Anchorage Lane
Minor repairs to play area.
Goldsmith Centre
Repairs to safety surface and swings.

3934. FINANCIAL MATTERS
Section 137 donations
The Clerk had ascertained that legally under LGA 1972 Section 111 a donation
of £4000 could be earmarked for Sprotbrough Neighbourhood Champions. Cllr.
K. Rodgers proposed, seconded by Cllr. R.A. Jones that this sum be allocated
and this was unanimously agreed.
3935. HIGHWAY MATTERS
The DMBC Highways Officer had proposed 3 options for the siting of the
crossing and it was agreed that a site visit with Ward Councillors, DMBC
Highways Officer and Mrs. Vaughn be undertaken. DMBC had indicated that
completion could be towards the end of the financial year 17/18. A letter would
be sent to the Mayor, Ed Milliband and Cllr. Glyn Jones asking for their support
in shortening this timescale.
3936. NOMINATION FOR YLCA SY BRANCH & JOINT EXECUTIVE BOARD
It was agreed that Cllr. R.A. Jones be nominated for the 3 positions.
3937. COMMUNITY ASSETS
DMBC had indicated that a decision would be made regarding the grassed land
opposite Otto’s on or before 29 May.
3938. MEETINGS/CONFERENCES ATTENDED
Sprotbrough/Scawthorpe libraries
Both continued to run well and the coffee morning at Sprotbrough had raised
£413.
3939. CORRESPONDENCE
All items of correspondence were duly noted.
It was agreed that a public meeting followed by a special Parish Council
meeting be arranged for the presentation on updates to the Local Plan.
