TITLE:ASSOCIATE SUPERINTENDENT FOR STUDENT SERVICES
REPORTS TO:Assistant Superintendent for Curriculum & Instruction
PRIMARY FUNCTION:The Associate Superintendent for Student Services will develop, coordinate, manage, and provide leadership for special education and general education programs and services. This individual will be responsible for the overall management of the Pre-K-12 special education program, as well as the special education curriculum alignment with the Grade Level Content Standards and High School Content Expectations. In addition, this person will assist in providing leadership for the district’s 6-12 general education instructional programming, assessments, and professional development in concert with special education programming.
QUALIFICATIONS - EDUCATION & EXPERIENCE
- Michigan Department of Education approval as a Special Education Director, or eligible for full or temporary approval;
- Masters Degree or above in the area of administration, instructional leadership, special education, or a related area;
- Must hold a valid elementary or secondary Michigan teaching certificate with at least five years of successful teaching experience, preferably in related field;
- Demonstrated abilities in the organization and supervision of special education programs;
- Demonstrated experience with curriculum development, implementation and evaluation;
- Demonstrated skills in administration, policy, program development, and fiscal management;
- Knowledge of the techniques of modification and accommodation as they relate to the general education curriculum;
- Demonstrated skills as a curricular and instructional leader in the Special Education Department;
- Excellent communication and organizational skills required;
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Responsibilities for the overall management of the Pre-K-12 Special Education Program, as well as Section 504 programs.
- Recommends and assists in the adoption of school policies and programs essential to the needs of children with special needs.
- Interprets the objectives and programs of the Special Education services to the Board, administration, staff, and public at large.
- Provides leadership in establishing new programs and developing improved understanding of existing programs.
- Develops, coordinates, and supervises the mandatory programs and projects under the laws of the State of Michigan and Federal legislation.
- Evaluates existing programs as an ongoing responsibility and recommends changes and additions as needed, including annual professional and support staff requirements.
- Assists the building principals in the evaluation and recommendation for tenure and promotion of Special Education personnel serving in the buildings under the direct supervision of the principal.
- Assists in general and special education curriculum development, including the modification and accommodation techniques as related to special education.
- Supervises the compiling, maintaining and filing of all reports, records, and other documents legally required or administratively useful, including those of a fiscal nature.
- Assists the Transportation Department in providing transportation for all children with disabilities.
- Develops budget recommendations and provides expenditure control on established budgets for special education.
- Initiates/assists in professional development planning and implementation for all special education staff and for secondary general education staff and teacher leaders.
- Meet with parent groups (P.A.C.) and/or community agencies.
- Orients new special education staff members and assists in their development, as appropriate.
- Attends and/or assists with IEPC’s and problems regarding special education when needed.
- Collaborates with advocacy groups, parents, agencies, and members of the community on issues related to special education.
- Assists in the recruitment, selection, and placement of special education personnel.
- Conducts meetings to keep staff informed of policy changes, new programs, etc.
- Coordinates data collection, budget compliance activities, and monitors the Medicaid, IDEA, and PA 18 funds.
- Directs federal and state grant applications, and directs preparation of reports for federal, state, and local agencies.
- Develop and maintain liaison with agencies at the local, state, and federal level which will support and supplement District programs.
- Keep current on matters pertaining to Special Education rules and regulations and “best practices”.
- Maintain knowledge of “best practice” approaches in administering special education programs including working knowledge of the State, Federal, and County Special Education Rules and Regulations.
- Serves as a resource person in program development and evaluation in general education programming as it relates to Special Education students.
- Assists in leading instruction, guidance, and training relative to the general and special education curriculum renewal process at the secondary level.
- Assists in the facilitation of and provides oversight of secondary general and secondary instructional initiatives and curriculum management.
- Provides a conduit from teacher leaders to Counseling Offices to Central Office.
- Assistance in high school and middle school scheduling as well as monitoring EDP’ (Educational Development Plans), Personal Curriculums, Staffing, and Graduation Requirements.
- Assists the Assistant Superintendent for Curriculum in the Curriculum Frameworks Process and helps facilitate the district’s OCC committee (Oxford Curriculum Council) and all its functions relative to curriculum renewal, changes, course requirements and sequences, and graduation requirements.
- Assists in directing and overseeing the addition of secondary courses and subject-matter and the modification and/or elimination of outdated courses and subject-matter.
- Coordinates and oversees all standardized testing for the secondary schools, including MEAP, MME, ACT, PLAN, and EXPLORE as well as facilitating the creation, implementation, and analysis of departmental common assessments.
- Reviews, evaluates, and reports on state and district tests. Utilizes data for the purposes of program improvements.
- Assists in the coordination and oversight of the implementation of all state and federal mandates relative to No Child Left Behind legislation, and Michigan Department of Education mandates as they relate to curriculum and instruction.
- Perform other duties as required.

While performing the duties of this job, the employee is regularly required to walk, stand, sit, speak and hear. Specific vision abilities required by this job include close vision, color vision, and depth perception. The position will require computer work, involving repetitive hand movement and close vision. The work environment(s) for this position will consist of several different settings, including an office and school buildings. Work is performed primarily indoors.
