PROJECT SUMMARY

During the implementation of the Global Fund Round 5, a need for better coordination and collaboration between these two sectors appeared. Creating a national system that will support the prompt use and transfer of technical knowledge and skills, and enable continuous activities in the field of HIV / AIDS was identified as a prerequisite for ensuring access to integral services of prevention, care, treatment and social support.

The aim of this project is to strengthen capacity of the ZZJZ F BiH and partner organizations (agencies for coordination and implementation) to provide an adequate response to HIV / AIDS. Within the project, a resource/informational/educational center will be established in the ZZJZ F BiH with aim of promoting the development of ethical and effective responses to HIV/AIDS through the knowledge management, capacity development, advocacy, data analysis and research. Center will be connected to the Municipal Committees for M & E (OOME) whose resumption is planned at the level of the wider community (municipality, and with the aim to improve support in the community with people affected and exposed to risk, partnership focuses on building institutional capacity and organizations which provide services of promotion, prevention, care, treatment and support related to HIV). Affiliation with OOME assumes proportional increase in activity for prevention, care and treatment of diverse populations. This project will contribute trough achieving sustainable development of human capacity and creating instruments for the continuous strengthening of institutions that are in any way involved in activities connected to preventing HIV and treating AIDS.

The project wasdevelopedinaccordancewiththe Draft ofNationalStrategyforHIV/AIDS, whoseadoption isforeseenby the end of the firstquarterof 2011.Currentdevelopmentsinthe field ofprevention, care, treatmentandsupportin thearea ofHIV / AIDS were taken into account.

This project will create conditions for strengthening the capacity of individuals and institutions to perform their duties in an effective way with the maximum attainment of financial effect and creating a mechanism for continuation and sustainability of the initiated activities. Strengthening the capacity of the FBiH ZZJZ and partner organizations implies the maximum use of existing capacity and improving the ways in which the existing capacities are used. capacity developmentwas notonly planned throughtrainingof additionalstafforcreatinga newparallelsystem, it implies creatingan environment which will provide use of existinghumancapacity, createconditions for retaining the existing capacities within theinstitutionandmotivate so as to performthetasks promptly and efficiently.
OOME will have the task a) provide an environment that will support HIV prevention and care; b) reduce the vulnerability for different populations; c) provide HIV treatment, care and support; d) monitor and evaluate.

The project was developed in accordance with the needs identified in the implementation of R5 Global Fund for HIV / AIDSwith current developments in the field of prevention, care, treatment and support in the area of HIV / AIDS being taken into account.

Part IV: Project management and delivery of project activities

Goals, objectives and planned activities:

Goal 1: To establish a resource centre for skills development, programs capacity building of the NGO

Specific Objective:

1.Strengthening human and technical resources of the Public Health Institute of the Federation BiH

Objectives and activities under this goal:

1.1.To organize visit to a resource center with well-developed capacities for acquiring knowledge on capacity development

To manage, coordinate the development of educational programs, research

1.2.To participate in workshops, trainings, round-tables and study tours on HIV/AIDS prevention, treatment, care and social support for people with HIV

To ensure information about HIV/AIDS/STI available to the local community

1.3.To establish a library with adequate books, DVD, guidances, etc.

1.4.To develop and launch a web site to serve as a valuable source of information and educational basis for different user types

1.5.To develop a change management curriculum

1.6.To organize, coordinate and deliver training in change management (five-three day for 20 people)

Specific Objectives:

2. Increasing level of knowledge and the number of educated people involved in any way in the field of HIV/AIDS (the governmental sector and the civil society organization)

Activities under this goal:

2.1To engage technical support for education of trainers in the field of stigma and discrimination

2.2To develop a discrimination and stigma reduction curriculum

2.3To organize and deliver a training for reduction of discrimination and stigma. A total of 4 trainings will be held, with minimum 20 participants each. Training will target health professionals and other profiles of workforce in public and private health sector. Particular attention will be paid to ensure attendance of different profiles of workforce.

2.4To develop curriculum for communication enhancement, HIV and workplace/education system/health care system

2.5To organize and deliver a communication enhancement training

Expected Results:

Developed curriculum to deliver a training in the field of stigma and discrimination

Held a one five-day training of trainers in the field of stigma

Educated 20 educators in the field of stigma

Educated at least 120 people from different ( health and non-health) sectors

Goal 2: To strengthen collaboration between the Public Health Institute of the Federation BiH and local government organizations and to increase participation of local government organizations in prevention activities, care and social support for people living with HIV

Specific Objective:

1. To establish Municipal (CBO) at the level of local authority, in municipal Sarajevo and Mostar, with aim to strengthen support of local community for people living with HIV

Activities under this goal:

1.1To engage technical support for the establishment CBO (community based organization) of capacity-building centers (e.g.TOR definition, modes of networking, etc.)

1.2 To equip capacity-building centers (one office in the first year and another one in the second year of project implementation)

1.3 U=CBO will compress an epidemiologist, clinician, NGO representative and a person hired by the municipality (e.g. health center, education sector, social work sector, etc)

2.Networking and capacity-building (human resources strengthening) of established centers for the action in the field of HIV prevention

Goal 3: To strengthen the capacity of the civil society organizations and to establish continuous collaboration between the IZZZ/ZZJZ and the civil society organizations

Specific Objective:

  1. To ensure active involvement of the civil society organizations in education programs and project activities

Activities under this goal:

1.1.To organize a study tour to a country with a well-developed system of collaboration between government organizations and the civil society organizations

1.2.To invite representatives of the civil society organizations to participate in trainings organized by the IZZZ/FZJZ

1.3.To involve representatives of the civil society organizations in the work of boards at the municipal level

1.4.To enable access to the representatives of the civil society organizations to the resources in the IZZZ/FZJZ

1.5.To involve civil society organizations into the research performance

1.6.To develop curriculum for the enhancement of collaboration between the governmental sector and the civil society organizations

1.7.To organize a collaboration enhancement training for representatives of the governmental sector and representatives of the civil society organizations

2.1.To organize conference for the promotion of the civil society organizations and activities in the field of HIV/AIDS

Goal 4: Safe blood provision

Specific Objective:

  1. To strengthen human resource capacities for the delivery of education on safe blood provision

Activities under this goal:

1.1.To engage technical support for curriculum development and delivery of TOT for safe blood provision

1.2.To deliver a total of 2 TOTs, with 20 participants each (10 trainers from RS, 10 from FBIH). Envisaged training duration is 5 days. Trainings will be provided in collaboration between the Public Health Institute of Republika Srpska and the Public Health Institute of the Federation BiH.

Expected Results:

Educated at least 20 trainers in the field of performing training about safe blood

(increased level of knowledge and skills for performing training in the field on safe blood)

Specific Objective:

2.To increase level of knowledge on safe blood provision for employees in the laboratories throughout BIH

Activities under this goal:

2.1. To engage technical support for curriculum development and provision of training for the strengthening of human resource capacities for safe blood

2.2. To organize a total of 6 trainings for safe blood in collaboration between the Public Health Institute of Republika Srpska and the Public Health Institute of the Federation BiH, targeting staff from the laboratories throughout BiH. Envisaged number of participants for each training is 25; envisaged duration of training is three days.

Expected Results:

Educated at least 75 people in the field on safe blood provision

(increased level of skills and knowledge in the field of safe blood)

Note: All the above mentioned curricula will be developed in cooperation between the Public Health Institute of Republika Srpska and the Public Health Institute of the Federation BiH with the Public Health Institute of Republika Srpska serving as a principal holder for the development of two curricula and the Public Health Institute of the Federation BiH serving as a principal holder for the development of another two curricula.

PART VI:PROJECT SUCESS INDICATORS

The aim of the project is to strengthen capacities of the Public Health Institute of the Federation BiH for the provision of prevention measures, and to strengthen basis for continuous treatment, provision of care and social support in the field of HIV/AIDS. The delivery of this aim will enable better coordination of activities between governmental institutions and foster partnership with non-governmental sector to fight HIV.

Within the framework of this aim, the Public Health Institute of the Federation BiH will invest efforts to further develop skills and capacities in the fields of organization of management, delivery of education, implementation of research programs and networking with other governmental and non-governmental institutions.

Key success indicators:

Goal 1: To establish a resource center for skills development, programs, capacity building of the NGO

Indicator for goal 1: A resource center established within the Public Health Institute of the Federation BiH, fully operational in terms of its organization, management and networking with governmental and non-governmental sector.

This is both quantitative and qualitative indicator. Capacity of the resource center, number and quality of human resources with improved knowledge and skills (?). Protocols and rule-books on work, reports, estimate of the capacity by the recipient and LFA and revisor's report will serve as the source of verification for this indicator. Further, quantitative component includes the number of implemented research programs, quantity of materials generated in research, the number of reports on research and the number of people familiar with research findings. Qualitative component is represented by an assessment of the quality of a research and an assessment of a quality of collaboration between partner organizations. Minutes of meetings, training reports, comparison of before- and after-training tests, materials developed for research purposes, as well as research findings and reports will serve as the verification source.

Goal 2: To strengthen cooperation between the Public Health Institute of the Federation BiH and local government organizations and to increase participation of local communities in prevention activities, care and social support for people living with HIV
