RECOMMENDATION: / The Licensure Committee recommends adoption of the following resolution:
RESOLVED that, the pending discussion to move the Speech Language Pathology, Speech Impaired, Communications Disorders teaching licenses to the Personnel Service category of licenses, is closed based on upcoming proposed legislation.
INFORMATION: / The Commission has had several conversations regarding the status and future of Speech Language Pathology (SLP) licenses and how they relate to teaching licenses.

Last summer, following a presentation from the Board of Examiners for Speech Language Pathology regarding their proposed legislation to finally make licensure of SLP’s less confusing for educators and the field, the Commission agreed to support the Board of Examiner’s statutory amendments.

SB 287 has been introduced and assigned to the Senate Education Committee. This bill will basically prohibit TSPC from issuing new SLP licenses following its passage. Per our agreement with the Board of Examiners. All current TSPC fully licensed SLP’s will be allowed to continue their licensure with the Commission until the holder no longer renews their license.

Attached is an updated chart of current SLP licenses. There has been little change since the July 2014 Commission meeting. Approximately 78 of these folks qualify for the Board of Examiner’s license because to obtain the Continuing or Professional Teaching Licenses, one must have their American Speech and Hearing Association Certificate of Competencies, otherwise known as the ASHA C’s. (It is also likely an unknown number of Standard Teaching License folks also have their ASHA C’s; especially those with Standard Speech Impaired or Standard Communications Disorders.)

Prior to introduction of the legislation, the Commission had considered moving the SLP “teacher” licenses to the Personnel Service category of licenses which currently consists of the School Counseling, School Psychology and School Social Worker Licenses. Now, with the likely prospect of ending TSPC licensure of SLP’s in the near future, it is foreseeable that changing the license, and redefining the scope of the license would only create confusion.

This agenda item is to officially close the discussion to move the designation (endorsement) from teaching to Personnel Service.

Finally, after Licensure Redesign has been implemented, and the Board of Examiner’s bill is adopted, and the “dust settles”; the Commission may want to have a discussion about moving the remaining SLP licensees to the newly created “Legacy License.”
