Assistant Finance Officer

Purpose: To direct the Accounting and Payroll functions, and assist the Chief Officer for School Finance in all aspects of overseeing the financial operations of the school system.

Essential Functions:

  • Follow all rules, policies and procedures of Duplin County Schools, along with state and federal regulations pertaining to school finance issues.
  • Assume all responsibilities and duties related to Finance Department leadership in the absence of the Chief Officer for School Finance. Assume responsibility for system financial reporting and analysis.
  • Conduct periodic review of general ledger accounts for accuracy.
  • Serve as accounting software administratorfor district.
  • Oversee cash management including but not limited to certifications, reconciliations and investments.
  • Assist with budget preparation and monitoring.
  • Monitor accounting for capital outlay projects and submit monthly reimbursement requests to the County.
  • Monitor State audit exceptions and prepare payroll adjustment entries for payroll corrections.
  • Prepare monthly and annual payroll schedules and calendars.
  • Prepare annual, quarterly and monthly reportingfor Federal and State
  • Prepare journal entries and budget transfers as needed.
  • Prepare and submit 1099 and W-2 reporting.
  • Perform oversight of vendor statement reconciliations, payment approvals and customer service.
  • Conduct random audits of schools/departments as directed by Chief Officer for School Finance
  • Assist in oversight of purchasing and payroll functions for the district.
  • Facilitate the development of systems, policies, and procedures to streamlineoperational functions within the school/department offices.
  • Monitor and evaluate finance procedures to ensure compliance and recommend changes as needed to the Chief Officer for School Finance to improve effectiveness and efficiency.
  • Serve as primary liaison with auditors during external audits; responsible for coordination and preparation of audit work papers and narratives.
  • Oversee internal controls in accounting system and ensure system controls are properly followed.
  • Build positive relationships with Central Office Cabinet.
  • Additional duties as assigned by the Chief Officer for School Finance or the Superintendent.

Minimum Job Requirements

  • Associates degree in accounting or related field. Bachelor’s or Master’s degree in accounting preferred.
  • Five or more years of work experience in accounting and involving finance operations in a business or school system.
  • Knowledge and understanding of rules and regulations.
  • Ability to communicate clearly and concisely, both orally and in writing; ability tocommunicate well with school personnel and central office staff.
  • Demonstrate functional knowledge of computers and all aspects of the Microsoft OfficeProfessional software programs.
  • Ability to establish and maintain effective working relationships.
  • Comply with confidentiality requirements in local, state and federal policies and statutes.
  • Ability to coordinate, plan, and meet deadlines, accomplish specific tasks, or meetspecific standards.
