CRITICAL INCIDENT PLAN

Agreed by the Governors’ Sites and Building Committee:

INTRODUCTION

It is the responsibility of the Academy under the Management of Health & Safety at Work Regulation Act 1999 (MH SWR), Reporting of Injuries, Diseases and Dangerous Occurrences 1995, (RIDDOR), Dangerous Substances and Explosive Atmospheres Regulations 2002, The Control of Major Accident Hazard Regulations 1999(COMAH), to have in place a plan for responding to any emergency, disaster or unforeseen circumstance. It is also the responsibility of the Academy to ensure that the relevant individuals and organisations are aware of its existence, contents and implications to themselves.

Aims of this Plan

To ensure that procedures are in place to:

§  Minimise the risk of an incident occurring.

§  Deal with any unforeseen event, emergency or disaster.

§  Safeguard the welfare of staff, students and others.

§  Maintain the Academy’s facilities and building infrastructure.

§  Deal with any threat to the Academy’s reputation.

§  Resume normal activity as soon as possible.

Definition of an Critical Incident

A critical incident is an event that occurs without warning and requires a response that may be outside the normal activities of the Academy.

A critical incident can arise out of many different events and can be influenced by a variety of factors i.e.:

§  A serious accident/incident involving/effecting pupils, staff or visitors on or off the Academy’s premises. If OFF the premises please refer to the Academy’s Off Site Emergency Procedures. See appendix 1

§  A violent intrusion on to the Academy’s premises by malicious persons, either in person or by means of arson, bomb or threat.

§  Academy building(s) deemed to be unusable or unsafe as a result of a fire, structural damage, pollution etc.

§  The release of hazardous substances (chemicals, gas, pollution etc) near or on the Academy’s sites.

§  Severe weather such as floods, high winds, extreme storms etc.

§  Outbreak of an illness or communicable disease as follows:

1. Chickenpox.

2. Cholera.

3. Diphtheria.

4. Dysentery (amoebic or bacillary).

5. Acute encephalitis.

6. Erysipelas.

7. Food poisoning.

8. Legionellosis.

9. Malaria.

10. Measles.

11. Meningitis.

12. Meningococcal septicaemia (without meningitis).

13. Mumps.

14. Paratyphoid fever.

15. Plague.

16. Acute poliomyelitis.

17. Rabies.

18. Rubella.

19. Scarlet fever.

20. Tetanus.

21. Tuberculosis.

22. Typhoid fever.

23. Typhus.

24. Viral haemorrhagic fevers.

25. Viral hepatitis.

The above is only for all known diseases/infections.

If in doubt contact Department of Health (Number below)

§  The death of a child, staff member or governor (through natural causes, accident, suicide or murder).

§  Civil emergencies.

§  Incidents that happen on College trips/visits. If OFF the premises please refer to the Academy’s Off Site Emergency Procedures. See appendix 1

§  An occurrence which may effect the reputation of the Academy.

§  Loss of data

§  Any incident which may incur a financial loss of affect the financial status of the Academy.

Other events may also be deemed to be emergencies because of the impact they have on staff or pupils, sometimes for a protracted period of time.

Such events could be:

§  An incident in the community which involves pupils or staff.

§  An incident affecting pupils’, relatives of pupils and which is known about within the Academy.

§  An incident affecting a nearby or comparable school.

Not all of these incidents will require a full scale response, however plans must not overlook the long term effects of even indirect involvement in incidents and provision should be in place for this.

Documentation

The following information held in school should be duplicated off-site, kept up-to-date and with senior staff knowing how to access it.

These should include:

§  A copy of this document

§  Names, addresses and phone numbers of emergency contacts (e.g. parents, partners, carers) of all staff and pupils.

§  Contact details for key emergency responders within the Academy. (24 hr.)

§  Contact details for contractors used by the Academy (e.g. electrical, gas etc)

§  Important records e.g. coursework marks, exam registrations, financial records etc.

§  Emergency supply/support list (familiar supply teachers, retired staff etc)

§  Pupil/staff movement data (timetables, morning and afternoon registration data).

§  A full list of data and where stored

ROLES AND RESPONSIBILITIES

Premises Manager

Pre Incident

§  Responsible for policies and risk assessments in Health &Safety, Fire, Evacuation, Bomb Threat, Security, Critical Incident, CCTV, Asbestos Register, Buildings, Grounds, Sites & Buildings contracts

§  Also responsible for all building related issues, contractors, out of hours emergencies, security, CCTV, access, provision of first aid supplies, liaison with outside agencies, liaison with Torbay’s risk management, recovery plan, site & building plans, inventory, site survey, PPE, key holders list, overseeing and coordinating College health & safety.

Post Incident

§  Evacuation, salvaging of equipment, administration associated with incident & recovery, review and revise, recovery plan, cleaning & repair, epidemic, infection control, communications, liaison with Torbay’s risk management, liaison with outside agencies, out of hour’s emergencies, all building related issues, pollution containment, access and security, relocation, inventory. Review all risk assessments associated with the incident.

§  Responsible for communication to staff, pupils, LEA and Governing Body.

§  The implementation of the curriculum, liaising with social services.

Post Incident

§  Responsible for the continued implementation of the curriculum, statements to the media, providing information to Governors, staff, pupils and parents/guardians also liaising with the LEA, social services, and safeguarding the reputation of the College

§  Responsible for approving the Critical Incident plan. Ensuring that finances are made available to reduce the possibility of a critical incident.

§  Responsible for ensuring that the Academy has adequate building insurance cover, public liability and vehicle insurance. Effective measures are in place to ensure data protection. Accounts are kept up to date and securely stored.

§  Responsible for legal claims, liaising with insurance provider/loss adjuster, liaising with LEA, sourcing extra funding, recording financial commitments, cost recovery.

Kitchen Manager

Pre Incident

§  Responsible for kitchen staff and provision of Academy meals and food hygiene procedures.

Post Incident

§  Responsible for continuity of Academy meals.

ACTION PLAN

There are numerous types of critical incidents which can occur within the Academy.

It is impossible to define each individual type of incident and actions that should be taken to deal with that incident. Each incident should be assessed and the response tailored to deal with individual circumstances.

§  If the site is declared a scene of crime it will be under the control of the Police.

§  If a fire has occurred, the area affected will be under the control of the Fire and Rescue Service.

Actions contained in this check list are not prescriptive, nor exhaustive, but serve as guidance for the initial response to an incident and recovery.

Assess the Situation

All incidents should be assessed to evaluate the appropriate response in relation to containment, prioritisation of immediate actions, deployment of resources, provision of information, maintaining services i.e. providing the curriculum, financial implications and planning a recovery.

Initial responses and decisions will have to be monitored and re-evaluated as more information becomes available or circumstances change.
