Role Purpose
To organise, process and deliver payroll services accurately and in accordance with agreed timelines for both Internal and External customers.

Main Duties and Responsibilities
  • Undertake end to end processing of designated payrolls including undertaking contractual/auto enrolment pension duties
  • Process payroll to required standard and deadlines including all BACS and Real Time Information (FBI, FPS, EPS, to HMRC and P45’s for leavers.
  • Complete all necessary payroll reporting and support customers to validate payrolls prior to BACs
  • Undertake all due governance checks including responding to payroll rule infringements working with senior staff where appropriate.
  • Process 3rd Party Payments these include HMRC, Pensions, Attachment of Earning Orders any others where appropriate.
  • Undertake BACS procedures and process the AWAC’s reports received from BACS in accordance with the banking procedure’s
  • Organisation of own workload whilst ensuring co-ordination with others members of the team.
  • Ensure that any adjustments due to overpayments are processed following the overpayment procedure’s
  • Assist with the Envoy administration when required
  • Ensure payroll processes remain up to date and support the Payroll Manager to achieve continuous improvement.
  • Provide excellent customer service through prompt and courteous responses to customer queries.
  • Respond promptly to queries from external bodies such as CSA, DWP, HMRC and mortgage companies
  • Work collaboratively with the HR systems and recruitment team to ensure a seamless service provision.

5 GCSA’s (or equivalent) to include Maths and English
IPP/CIPP Foundation or equivalent qualification / E

Considerable working knowledge of a computerised payroll software packages including Microsoft Office.
Considerable experience working in a payroll environment processing multiple payrolls
Ability to work under pressure to tight deadlines
Considerableknowledge and understanding of payroll legislation.
Ability to accurately process SMP, SPP, SSP, EPS, FPS, FBI and RTI
Knowledge and understanding of the Data Protection Act
Demonstrating a strong attention to detail
Excellent customer care skills
Clear communications skills are essential as explanations have to be given to employees and external clients / E

Blackpool Council staff and employees of external clients – receive queries and provide information in response.
Will be required to explain standard HRMC legislation in an easy to understand manner.
Work with all external organisations by providing the required information to (HRMC, Courts, CSA, National Statistics, BACSand Contributions Agency etc.)

  • To analyse and check Vision input and incoming paperwork, which has been dealt with by other staff for accuracy.
  • Advise other HR colleagues on all statutory payments for SSM, SMP, SPP etc.
  • Must be able to advise other colleagues the best method of processing changes and other information onto the payroll system

  • Will plantheir own day to day workload whilst co-ordinating with other members of the team.
  • Monthly and weekly deadlines must be met
  • Will deal with day to day payroll problems and issues in an efficient manner, reporting anything out of the ordinary to a manager.
  • Will work within the recognized procedures and use initiative when unexpected issues arise including if a member of the team is unexpectedly absent the workload would be shared without guidance from a manager.
  • The post requires high levels of concentration for multitude of tasks while expected to answer the telephone, email queries and deal with interruption from other colleagues within the business.

Payroll is a chargeable service with the Payroll SLA for external clients, schools and Academies.
The Payroll Officer contributes to an overall income generation of circa £150K per annum per payroll SLA’s for external clients, schools and customers.
The Payroll Officer generates & authorisation of payroll bacs files of £9m per month.
