HL7 Steering Division Project Facilitator

Responsibilities

Note: The Steering Division Project Facilitator role is intended to assist Steering Division Co-Chairs and, as time allows, mentor and assist Work Group Project Facilitators. The Steering Division Project Facilitator role may require coordination with other Work Group leaders (co-chairs and other facilitators)

Prior project management experience is not required; however the following characteristics are desired:

  • Strong communication skills
  • Leadership skills
  • Planning and control skills, i.e. issue/risk management, task management
  • Technical skills, for example, proficiency in:
  • Microsoft Word (for project scope statement)
  • Project Insight (HL7’s project management tool; will provide training)
  • Microsoft Office, Gforge, or other software providing ability to assign/track tasks
  • Knowledge of HL7’s Governance and Operations Manual (GOM)
  • Knowledge of HL7 publishing procedures

Steering Division Project Faclitator Responsibilities

  • Work with SD co-chairs to determine status of projects within the SD
  • Proactively identify projects in jeopardy of missing deadlines
  • Help facilitate strategies with SD co-chairs and Work Group co-chairs in proposing remedies to help get project back on track (or at the very least make them aware)
  • Help SD co-chairs prepare project status report to TSC
  • Develop and encourage Work Group Project Facilitators
  • Attend either Project Services Work Group Meeting (typically Thursday, Q4) or Project Facilitator Roundtable (typically Wednesday lunch) to present project facilitation issues and/or receive updates/training
  • Attend Project Insight training
  • Attend Project Services Work Group call as needed to present project facilitation issues; Open Mic format at beginning of call provided for facilitator’s convenience. Refer to the HL7 Conference Call schedule
  • Research unregistered projects; assist Work Group to complete PSS and formaly approve the project and register in Project Insight

Mentor/Assist Project Facilitators in fulfilling the following Work Group Project Facilitator Responsibilities

Update Current Ballot Cycle Information (CBC) form per ballot cycle / Publishing/Balloting / Per ballot cycle for applicable ballots
Update Notification of Intent to Ballot form per ballot cycle / Publishing/Balloting / Per ballot cycle for applicable ballots
Secure Project Scope Statement approval from working group (TC or SIG), Steering Division, and TSC; incorporate edits per iteration and verify edits acceptable ‘downstream’, e.g. if SD edits, verify working group accepts edit / Project Management – Project Approvals / Per project
Submit Project Scope statement approved by SD to Project Management Office (PMO); resolve issues raised by PMO / Project Management / Per project
Update Project Insight with project plan and manage completion of tasks leading to completion of milestones:
  • Create Project in Project Insight
Milestones vary depending on the project and ballot strategy and include:
  • Informative Ballot
  • DSTU Ballot
  • Normative Ballot Standard
  • Informative Ballot related Implementation Guide if applicable

Function as point person regarding project status for:
  • Project Management Office (PMO)
  • Work Group, Steering Division (SD), and Technical Steering Committee (TSC) co-chairs
  • Project participants to send their updates to regarding their responsibilities
  • Sending out notifications when project is in jeopardy of missing target deadlines
