[2]expendituresandtomonitorongoingfinancialperformanceoftechnologyinvestments.WhiletheRCW

specificallynotesthat involvementwith thisprogramismandatoryforstateagencieswith anannualIT

[2] expenditureexceedingtenmilliondollars($10,000,000),OCIOhaselectedtoexpandthisrequirementthoughwithfewerrequirements,tostateagencieswithanannualIT[2] expenditureexceedingtwo-hundredfiftythousanddollars($250,000).

RCW43.88.092[3](2011,revised2013)requiresOFMtoinstituteamethodofaccountingforIT[2]-relatedexpenditures andtogatherfromagencies,aspartofthebiennialbudgetprocess,informationinsufficientdetailoncurrentandproposedIT[2]expendituresandbudgets.

PURPOSE

DefineagencyandOfficeoftheChiefInformationOfficer(OCIO)responsibilitiesandexpectationsrelatedtotheTechnologyBusinessManagement(TBM)[4] program.

POLICYSTATEMENT

1.AllAgenciesinscopemustreportcurrentITexpendituresinourdesignatedTBM[4]product.

1.1.AgencieswithanannualIT[2]expenditureequaltoorexceeding$10,000,000infiscalyear2011oranyfiscalyearthereafterarerequiredtomaintainanagency-specificTBMProject[5]forreportingpurposes.

1.2.AgencieswithanannualIT[2]expenditureequalorgreaterto$250,000butlessthan$10,000,000infiscalyear2011oranyfiscalyearthereafter(butthatdoesnotexceed$10,000,000inanyfiscalyearsince2011)canelecttoeithermaintainanagency-specificTBMProject[5]orparticipateinthemulti-agencyTBMProject[5].

2.AgencyIT[2]expendituresasreportedintheenterpriseaccountingsystem(AgencyFinancialReportingSystem:AFRS)willbereviewedannuallytoidentifyanyadditionalagenciesthatarenowinscopeoftheTBM[4]program.Onceanagencyhasbeendeemedwithinscopeofthispolicy,theycanonlyoptout,oroptforadifferentlevelofparticipation,viathewaiverprocess.

3.Datamustbeprovidedinaconsistentformatinordertobeeasilyaggregatedintoanenterprise-levelviewforreportingandanalysis.Toachievethis,datamustfollowtheaccompanyingstandards.

4.OCIOwillprovidestrategicdirectionandminimumrequirementsforparticipationintheTBM[4] program.Thisincludes:

4.1.CoordinationofanAdvisoryCommitteeconsistingofIT[2]andFinancialrepresentativesfromasubsetofagenciesandOFMBudgetDivision.

4.2.Creationandmaintenanceofaroadmapdefiningnearandlong-termgoalsfortheTBM[4]program,andanimplementationstrategyforachievingthesegoals.

4.3.Selection,managementandgovernanceofanappropriatetooland/orprocessforgatheringandreportingofthedata

5.OCIOwilluseagency-provideddataforanalysisinordertoprovideup-to-dateagencylevelorenterprisereportingrelatedtothedatacurrentlyinthetool.

5.1.TBMisnotareplacementforaccountingorhumanresourcesystemsofrecord;thedatashouldbedirectionallycorrectandasaccurateastheagencywishesittobewiththeunderstandingthatitwillbeusedforenterprisereportingbyOCIOtoexternalentitiessuchastheLegislature.
