Sec. 82. (a) In addition to the other purposes for which expenditures

may be made by the department of administration from the state general

fund or any special revenue fund for fiscal year 2006 as authorized by

section 88 of chapter 123 of the 2004 Session Laws of Kansas or section

98 of 2005 Senate Bill No. 225, expenditures shall be made by the department

of administration from the state general fund or any special

revenue fund for fiscal year 2006 to prepare a compliance report to be

submitted to the committee on ways and means of the senate and the

committee on appropriations of the house of representatives on or before

the first day of the 2006 regular session of the legislature, which shall

address the following:

(1) Compliance by all state agencies with the provisions of K.S.A. 75-

4616, and amendments thereto; and

(2) the policies of the department of administration and each other

state agency concerning the mileage at which state owned motor vehicles

are sold or otherwise disposed of.

(b) On and after the effective date of this act, during the fiscal year

ending June 30, 2005, and during the fiscal year ending June 30, 2006,

no expenditures shall be made from any moneys appropriated for the

department of administration or any state agency from the state general

fund or any special revenue fund for fiscal year 2005 and fiscal year 2006

by chapter 123 or 184 of the 2004 Session Laws of Kansas or by 2005

Senate Bill No. 225 or by this or other appropriation act of the 2005

regular session of the legislature for purchase of motor vehicle fuel for

state owned vehicles from fuel sellers who are exempt from payment of

motor fuel vehicle tax
