Topics addressed were:

Review/Discuss Ordinance 2004-1 & Ordinance 2004-2. Trustees Horn and Vigil both have Resource Lists to share with citizens. A lengthy discussion continued in reviewing the ordinances.

Review/Discuss CLG ProcessKate Vasha was available for comments on this process to create a Historical Commission and its accompanying ordinance.

Call to Order of Special Session: by Mayor Jones at 8:18 p.m.

Moment of Silence and Pledge of Allegiance:No Moment of Silence and Pledge of Allegiance was observed.

Trustees went to Item #7 first about the land purchases.

Review/Discuss/Approve Appraisals for possible land purchases: Initially Mayor Pro-tem Sanchez had asked for the Town to delay a selection of an Appraiser in order to maximize the VISTA volunteer process. However, the process has now been delayed till mid-June. Mayor Pro-tem Sanchez wishes the Trustees to move forward on the selection. Discussion was on the appraisals list created by Clerk Garcia. Trustees moved to select Walters & Mullins as appraisers and share the appraisers list and their selection with.

Mayor Pro-Tem Sanchez moved to select Walters & Mullins as appraisers and share the appraisers list and choice with the Hammels.

Review/Discuss/Approve Street Maintenance Projects: Ditch improvementswere done on 12thGunnison intersection. County equipment and materials were used at $78 an hour. Mayor Jones donated his time. Several streets need attention: One is 9th Street work from Christy to the Public Housing area needs attention for 2 ½ blocks; Gunnison Avenue & 12th intersection to be completed. Town has about 12 blocks that are not paved but need maintenance.

Trustee Horn moved to accept the street maintenance projects as discussed.

Review/Discuss/Approve Ordinance 2004-1 & 2004-2 Payments, Late Fees, and Deposits:

MOTION by Trustee Horn; Second by Trustee Vigil

Trustee Horn moved to accept the changes as discussed in the workshop: Payment deadline date to be end of business day on the 16th; late fees changed to $5 for water and $5 for sewerfor the month the account is delinquent.

Review/Discuss/Approve Ordinance 2009-3: An Ordinance Creating a Historic Preservation Commission for the Town of Saguache: This will betabled until May 18th Town meeting.

Review/Discuss/Approve Seasonal Worker/Contract Labor:

MOTION by Trustee Vigil; Second by Trustee Serna

Trustee Vigil moved that the Contract Labor regarding water and sewer account work be capped at $500; is a one-time shotunless accounts come back to the Board.

Review/Discuss Public Meeting Notice for CDPHE – Saguache Sewer Improvement Project: This meeting is for the stimulus CDPHE grant for Sewer Improvement work that was applied for. This was information for the Trustees as public notice needs to go into the paper.

General Information: Trustee Horn asked that Board of Trustees considermeeting twice a month such as 1st and 3rd Mondays. Meetings could begin at 6:30 p.m. of 7:00 p.m. with actions to be placed first and information items to follow. Meetings could be divided between the various projects. By consensus Trusteeswill begin in June to meet on two Mondays with further discussion at May 18th about how to separate agenda items. Trustees will use the summer months to see how the two Monday meetings work.
