The General Secretariat of the EU, through DGE VI Directorate for the Western Balkans, Eastern Europe and Central Asia requests EU Member States and European Institutions to second experts or support the advertisement for contract regime to the following expected position with the ICO/EUSR for Kosovo, according to the described requirements and profile:
A. Essential Requirements
Citizenship – Candidates must be citizens of a Member State of the European Union (EU), enjoying full rights as citizens.
Integrity - The selected candidates must maintain the highest standards of personal integrity, impartiality and self-discipline within the ICO/EUSR Preparation Team. Participants are not permitted to provide or discuss any information or document as a result of access to classified and/or sensitive information related to the ICO/EUSR Preparation Team or respective tasks and activities. The participants shall carry out their duties and act in the interest of the ICO/EUSR Preparation Team.
Knowledge of the EU Institutions – Candidates should have a good knowledge of EU Institutions, particularly those related to the Common Foreign and Security Policy, including the European Security and Defence Policy.
Knowledge of the Western Balkans – Candidates should have a good knowledge of the history, culture, social and political situation of the Western Balkans, and should be familiar with the work of the ICO/EUSR Preparation Team and the proposals of UN Special Envoy Martti Ahtisaari for a comprehensive settlement of Kosovo’s status.
Negotiation Skills - Candidates must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment.
Flexibility and adaptability – Candidates must be able to work in arduous conditions with a limited network of support. They must be able to cope with possible extended separation from family and their usual environment. Ability to work as a team player, excellent interpersonal and communication skills. Field experience in a multilateral working environment would be an asset, but is not essential.
Physical and mental health – Candidates must be physically fit and in good health without any physical or mental problems or substance dependency which could impair their operational performance in the ICO/EUSR Preparation Team.
Ability to communicate effectively in English and other languages – Staff members must be fully fluent in written and oral English language. Knowledge of Albanian or Serbian languages would be an asset.
Computer Skills - Skills in word processing and spreadsheets are essential. Knowledge of other IT tools would be an asset.
B. Essential Documents and Requirements for the Selected Candidates
Passport - Seconded personnel should ideally obtain a diplomatic or service passport from their respective national authorities.
Visas - Contributing countries and ICO/EUSR Preparation Team members must ensure that visas are obtained for entry into the ICO/EUSR Preparation Team area prior to departure from their home country. It is also essential to obtain any transit visas, which may be required for passage through countries en route to the Balkans/Kosovo area.
Security Clearance: Selected personnel must have or obtain a national security clearance "EU SECRET" level or equivalent.
Certificate/Booklet of vaccination – Selected personnel must be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunisations received and should be vaccinated according to the required immunisations for the geographical area.
Medical Certificate: Selected candidates must be in possession of a valid certificate declaring fit to participate in the context of ICO/EUSR Preparation Team activities.
Driver Licence – Selected personnel must be in possession of a valid civilian driver licence for motor vehicles (Category B or equivalent) and should be able to drive 4 wheel drive vehicles.
D. JOB DESCRIPTIONS
Community Affairs Unit (CAU) Preparation TeamPolicy Officer –Cultural and Religious Heritage
(1 position, reference PT37)
Main tasks
The Policy Officer assigned in the Religious and Cultural Heritage (RCH) section of the Community Affairs Unit (CAU) PT will focus on a variety of political and technical issues relating to the implementation of Annex V of the Athisaari Settlement Proposal ‘Religious and Cultural Heritage’. In this capacity, he/she will also contribute to the establishment of the International Civilian Office, in particular the RCH section of the CAU.
· Work on the preparation of implementation of Annex V within the Sub-Working on Religious and Cultural Heritage as well as thematic Technical Groups (TGs). This entails:
- Working to prepare implementation of Annex V provisions with relevant PISG bodies and departments, international offices (UNMIK, OSCE, COE, EC, EU PT, UN-HABITAT, USOP and relevant international and local civil society and NGOs;
- Attending meetings of the SWG and TGs;
- Assisting in planning and carrying out, in cooperation with the PISG and international partners, training and outreach activities for various target groups at central and local level;
· Conduct field visits collecting information and reporting on issues and events relating to the field of RCH and advising on action to take;
· Contribute to regular and hoc reporting, as required;
· Advise on and assist in preparing for the establishment of a future International Civilian Office, in particular the RCH section of the Community Affairs Unit (CAU);
· During the phase of implementation, monitor, inform and advise in accordance with provisions of the Settlement the Head of the CAU on the indicated above issues;
· Perform other duties as required.
Qualifications and Experience
· Advanced university degree in Political Science, International Relations, Law or a similar field, or equivalent work experience;
· A minimum of 5 years of proven experience in an analytical and/or policy implementation position in a national or international context; direct experience in the field of protection of Religious and Cultural Heritage in conflict areas and/or Spatial Planning would be considered an important advantage;
· Proven ability to produce imaginative and workable solutions to complex problems;
· Good understanding of the political situation in Kosovo and of the status process;
· Negotiating and diplomatic skills, as well as a high degree of flexibility;
· Good communication and public relations skills, analytical skills and initiative;
· Excellent knowledge of English;
The following attributes would be a distinct advantage:
· Familiarity with legislative drafting processes;
· Experience in working in EU Member States and Candidate Countries for Accession to the EU.
Legal Unit (LU) Preparation TeamLegal Advisor – Legal Drafting
(1 position, reference PT38)
Main tasks
· To advise the Head of the ICO/EUSR Preparation Team on the compatibility of draft laws being developed by the Kosovo authorities with the terms of the current draft proposal on a status settlement and, if passed, a finalised settlement.
· To liaise with international and local partners, particularly with UNMIK, on questions relating to the legal transition associated with the eventual end of the UNMIK mandate.
· To liaise and co-ordinate with other international partners on legal questions relating to transition at the end of the UNMIK mandate and to the assumption of responsibilities by local authorities and new international actors following a status settlement.
· To prepare strategy papers and analyses for the ICO/EUSR Preparation Team on legal matters, in particular by assisting with forward planning.
· To assist in the development of internal guidelines and possible Standard Operating Procedures for the ICO/EUSR.
· To assist in the developments of all necessary legal aspects of the future ICO.
· To draft written legal guidelines and provide legal opinions for the ICO/EUSR Preparation Team.
· To prepare precise legal summaries and reports concerning legal issues
Qualifications and Experience
· Advanced University Degree in Law or equivalent professional experience.
· A minimum of 7 years of professional experience related to legal drafting.
· Proven managerial experience.
· International experience preferable, particularly in crisis area with multi-national and international organisations, ideally in a legal advisory position.
· Sound knowledge of the EU institutions and European policies, in particular in relation to European Law
· Knowledge of basic international Human Rights Conventions and Principles.
· Knowledge of the constitutional foundations to legal systems, including the role of the parliament
· Experience in liaison with police, the judiciary, prosecution and defence authorities and courts of justice (desirable).
Legal Advisor – Contract and Administration
(1 position, reference PT39)
Main tasks
· In coordination with the Administration Unit (Preparation Team), to advise the Head of ICO/EUSR Preparation Team in all legal matters related to administration of the ICO/EUSR Preparation Team.
· To negotiate with relevant actors in legal matters related to contracts and administration.
· To assist in the identification of required goods and/or services specifically required for the ICO/EUSR Preparation Team and in the technical definition of the appropriate requirements of the means required to cover these needs. To participate, as appropriate, in the correspondent processes to procure these goods and services.
· To oversee any internal disciplinary procedures as may be required within the ICO/EUSR Preparation Team and to provide advice on the procedures to be followed in a future ICO.
· To advise on the compatibility of ICO/EUSR procedures with local legislation, particularly with regard to employment law, and to advice on future rules and procedures on these issues within the ICO.
· To represent the ICO/EUSR Preparation Team in court, if necessary.
· To prepare precise legal summaries and reports concerning legal issues.
· To assist in questions relating to the immunities, privileges and status of the ICO/EUSR Preparation Team.
Qualifications and Experience
· Advanced University Degree in Law, or equivalent professional experience.
· A minimum of 5 years of professional experience at middle management levels.
· International experience preferable, particularly in crisis area with multi-national and international organisations, ideally in a legal advisory position.
· Familiarity with EU rules and procedures governing missions deployed under the Common Foreign and Security Policy, including the European Security and Defence Policy (desirable).
Economic and Fiscal Affairs Unit (EFAU) Preparation TeamEconomic Advisor – Microeconomist
(1 position, reference PT40)
Main tasks
· To monitor, inform and advise the Head of the ICO/EUSR Preparation Team and his staff on issues regarding preparations for the implementation of a future Kosovo status settlement in the following areas:
o Completion of the processes of privatization and liquidation of Social Owned Enterprises carried out by Kosovo Trust Agency (KTA) and/or a successor institution, including related claims adjudication process.
o Functioning and good governance of Publicly Owned Enterprises as transferred to the Kosovo authorities and municipalities.
o Completion of the process of resolution of claims relating to private immovable property carried out by Kosovo Property Agency (KPA) including property restitution.
· To advise on co-operation with UNMIK regarding the appointment of the Auditor General, members of the Board of Directors of the Kosovo Pension Saving Trust, and the other economic-related posts
· To advise on co-operation with relevant international actors, including UNMIK and the European Union Planning Team for Kosovo regarding the appointment of judges for the KTA successor and KPA.
· In close co-ordination with the European Commission, the World Bank, the IMF and other international actors, to advise the Head of the ICO/EUSR Preparation Team with regard to:
o Corporate governance issues, including institution and legal frameworks.
o Competition and sector policies.
o SMEs development policies.
· To liaise with appropriate international and local actors.
· To provide reporting on microeconomic issues for transmission to Brussels and, by COREU, to member states of the European Union.
Qualifications and Experience
· Advanced University Degree in Economics or related field, or equivalent professional experience.
· Minimum of 3-5 years professional experience in privatization issues, corporate governance and competition issues.
· Previous experience of property dispute resolution and claim adjudication processes.
· Knowledge of EU integration process.
· Capacity to work and deliver in a challenging environment; ability to conceptualise problems and to identify and implement solutions.
· Good communication, negotiation and diplomatic skills.
· Knowledge of transition countries/economies as well as of post- conflict regions (advantage).
