WELCOME MESSAGE FROM THE MINISTER, SAWS PR CHINA

The International Conference on Partnerships in Occupational Safety and Health Inspection, which is jointly organized by the State Administration of Work Safety, P. R. China (SAWS) and the International Association of Labor Inspection Association (IALI), will be held in Beijing on April 13 and 14, 2006. In the capacity of the Minister of SAWS, I would like to invite friends of different countriesand areas to participate in this conference.

This conference will offer a platform for in-depth research and open discussion on a theme that could be interpreted as finding innovativeinspection solutions to ensure the development of OSH. It will be of significant value by helping to: define the conceptual framework and grasp the principles of OSH inspection; encourage innovations in developing OSH inspection methods; safeguard the OSH undertaking; and promote safe, harmonious and sustainable development of human society.

One of the work targets consistently pursued by the Chinese Government is to continuously improve the working environment, create safe workplaces, protect the workers’ right to a productive yet safe and healthy life, and ultimately harmonize work safety with economic and social development. This target offers essential insights into the scientific, people-oriented outlook on development. Acting on that, over recent years the Chinese Government has taken a string of major measures to encourage institutional reform, methodological innovation and improvement of legislative models and policy support, helping to stabilize the overall work safety situation and to create new momentum for its improvement.

However, as China is still in the middle of industrialization, restricted by such factors as low productivity as a whole and imbalanced development of regional economies, the OSH infrastructure stays weak, major accidents occur from time to time in certain industries and areas and occupational health concerns remain serious. We must face up to the arduous tasks in our endeavor to fill the gap that exists between China’s OSH status and what is required for all-round building of a well-off, harmonious society.

The year 2006 marks the first year to implement China’s 11th five-year plan. Sketching the roadmap for the work on OSH for a period of time to come, we have felt the heavy responsibility on our shoulders, yet are encouraged to find quite a number of advantages. The guiding principle of safe development is established to drive OSH powerfully towards further improvement; the integrated law enforcement mechanism is taking shape under the unified governmental leadership and with partnerships within the Government; both direct and deep-rooted causes of OSH problems are being addressed, with measures focusing on the latter; progress is being made, though one step at a time, on the uphill battles on gas control in coal mines and closure of unsafe coal mines, as well as on the safety rectification campaigns in other industries and areas; and through practice, new improvement has been made to the professional competence and enforcement capability of OSH supervisors and inspectors. Looking into the future, we are full of confidence about OSH in China.

To meet the needs of the new situation, we will open wider to the outside world in the field of OSH, strengthen our exchanges and cooperation with all relevant international organizations and foreign governments, social groups and non-governmental organizations, and learn the advanced OSH concepts, science and technology and management approaches from other countries and regions. It is hoped that by doing this while continuously exploring new methods to strengthen OSH supervision and inspection, we can further stabilize and improve the OSH situation in China.

On behalf of the State Administration of Work Safety (SAWS), China, and the International Association of Labour Inspection (IALI), thank you for your response to the First Announcement for the second IALI conference to be held in Asia, in co-operation with the ILO.

IALI is most grateful to the Minister, SAWS, PR China, for hosting this important Conference at a time when IALI is aiming to extend its work to all parts of the globe.

The International Conference theme for Beijing on Partnerships in Occupational Safety and Health Inspection, is of significant interest to all IALI members and the First Announcement has produced an excellent list of speakers from all across the world as well as a wide range of conference participants from every continent. A draft Conference Programme is now attached for your information.

The Conference will focus on strategies, methods and ideas for working in harmony across government and with industry, to deliver successful and effective integrated OSH inspection services - particularly in high risk industries such as coal mining, chemical and construction industries. The emphasis will be on practical examples from around the world that demonstrate successful OSH inspection in countries of different size, with different Government arrangements and different social and economic characteristics. No matter what country you represent, the conference will provide you with examples of effective ways to help you run your OSH inspection services.

I encourage all IALI members to consider registering for this important event. The Second IALI Conference in Asia promises to be extremely interesting and of significant educational value and I look forward to seeing you there.

The Conference Venue

The Conference venue will be the Hotel Kempinski in Beijing. Please note that the Conference venue has changed from the Hotel Kunlun since the First Announcement. However, if you have already reserved a room in the Hotel Kunlun, a room has now been automatically reserved for you in the Hotel Kempinski (please see the new instructions on the attached Hotel Information sheet). If you are booked in to the Hotel Huadu, no change has been made to your booking.

Conference Fee

The conference fee is US$200. This fee allows for full participation in the conference programme and covers relevant documentation, satchel, simultaneous interpretation facilities, two lunches, and refreshments. SAWS will host a Conference banquet for delegates on Thursday night 13 April (at no cost to delegates).

Accommodation

Special conference rates for accommodation have been arranged at 2 hotels (one 5-star and one 4-star) in Beijing, ranging from US$60-168 per night. Information on both hotels is attached and you are advised to reserve your room as soon as possible. Please email your hotel booking to the email address on the hotel information sheet.

Visas

Please note that every person entering China will require a visa. For this reason, the conference organisers will need to know if you intend to bring a partner or any other person to Beijing for the Conference. They will need the name, title, job (and if relevant, relationship to delegate eg wife, husband), nationality, passport number, expiry date - in order to send a formal Letter of Invitation by fax or post. You will need this letter to apply for a visa in your own country.

Partnerships between OSH inspection services and industry to improve OSH in the workplace

Delivery of effective and professional OSH services requires the building of partnerships with industry and other organisations such as research institutes, associations, scientific centres, teaching institutions and semi-government bodies. This session will focus on examples and models from around the world where Government–Industry partnerships have been successfully used to create an OSH culture at industry and workplace level – particularly for high risk work such as coal-mining, chemical handling, and construction.

Achieving results through professional and ethical OSH inspection

A key to the delivery of professional OSH inspection services involves working constructively with people in the workplace and their representatives. Topics in this session include people-oriented approaches to inspection services, how the inspector can influence both workers and employers to improve conditions, and overcoming difficulties and barriers faced by inspectors in delivering their message. Examples will be provided of innovative, practical and effective approaches for organising the modern inspectorate.

Step 2 - Payment

Payment of the US$200 Conference fee may be made by credit card when you send in your registration form, or by cash (in US $) or credit card when you arrive at the Conference.

(Note: Please note that electronic funds transfers (ie bank drafts) are not recommended as they may take several months to process)

Step 3 – Arranging your Visa

When you send in your Registration Form, SAWS will send you an email confirming receipt and advise that SAWS will be sending you a Letter of Invitation by fax or post. You will then need to take the Letter of Invitation to the Chinese Embassy in your country to apply for a visa.
