III. ABSTRACT
In order to implement the Wisconsin Educator Effectiveness System, LEAs receive, up to $80 per educator (i.e., superintendents, principals, teachers, and other licensed educator roles) to cover the costs associated with system development, training, software, support, resources, and ongoing refinement. The 2015-17 Biennial Budget continues to provide all districts with $80 per educator.
The Grant Process
The Department of Administration (DOA) appropriated Educator Effectiveness funds to DPI in the form of a grant.
1.  In summer 2015, DPI will distribute to districts a simple grant application requiring all district superintendents to confirm the pre-populated information, including the number of licensed educators (i.e., principals, teachers, and other licensed educator roles). DPI must receive signed grant applications by August 28, 2015. Upon receipt, DPI will ensure the application was signed by the district administrator.
2.  If a district previously approved for equivalency, following confirmation of satisfactory grant completion, DPI will send districts a Grant Award Notification (GAN) and a claim form. Districts should receive these resources within several weeks of grant submission—due to the large volume of expected grants, this process could take up to a month.
a.  The district can then begin submitting claims for registration fees associated with an approved equivalent model up to $80 per educator—districts should contact the provider of the equivalent model to determine how to pay registration fees.
3.  If a state model district, following confirmation of satisfactory grant completion, DPI will send districts a Grant Award Notification (GAN) and an invoice. Districts should receive these resources within several weeks of grant submission—due to the large volume of expected grants, this process could take up to a month. Districts will pay DPI to participate in the Wisconsin Educator Effectiveness Model in response to the invoice.
a. The district can then begin submitting claims to DPI for the educator fee and any other expenditures (if applicable).

4.  DPI will then reimburse districts’ claims. While DPI generally reimburses district claims within 30 days, given the large volume of submissions, reimbursement may take up to six weeks.
This annual process will restart in the summer of 2016.
What if a non-instrumentality charter school in our district intends to apply for equivalency to use an equivalent model in the spring or join a consortium of districts in an already approved equivalent model?
1.  Districts who have one or more non-instrumentality charter schools which intend to apply for equivalency in the spring of 2016 or to join a consortium of school districts already in an already approved equivalent model should contact Jacob Hollnagel () to acquire a modified grant application.
2.  DPI will send the modified grant application, and upon receipt, will hold approval of the district’s application until the non-instrumentality charter’s application for equivalency is approved or denied or the non-instrumentality charter confirms it has been accepted into a consortium of districts in an already approved equivalent model.
3.  If a non-instrumentality charter school’s equivalency application is approved and the district’s grant application has been completed satisfactorily, DPI will send the district a Grant Award Notification (GAN) and claim form.
4.  The district can then begin submitting claims for approved funds used to support the development and implementation of the equivalent model.
5.  DPI will then reimburse districts’ claims.
6.  This annual process will restart in the summer of 2016.
Grant Restrictions
Districts will only receive funds for appropriate, approved expenditures associated with participation in the Wisconsin Educator Effectiveness System within the period of the grant award (upon DPI’s receipt of an application through June 30, 2016). Districts cannot carry over funds.
III. ASSURANCES

Assurance is hereby provided that:

1. The programs and services provided under this grant will be used to address the needs set forth in the application and fiscal related information will be provided within the fiscal year timelines established for new, reapplying, and/or continuing programs.

2. The programs and services provided with federal funds under this grant will be operated so as not to discriminate on the basis of age, gender, race, national origin, ancestry, religion, creed, pregnancy, marital or parental status, sexual orientation, or physical, mental, emotional, or learning disabilities.

3. Administration of the program, activities, and services covered by this application will be in accordance with all applicable state and federal statutes, regulations, and the approved application.

4. The activities and programs that will be performed under this grant will be used to supplement services and not supplant funds from non-federal sources.

5. The district will require the entity and its principals involved in any subtier covered transaction paid through federal funds, that requires such certification, to ensure it/they are not debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation by a federal department or agency. {EDGAR-Part 85}

6. The LEA will evaluate its program periodically to assess its progress toward achieving its goals and objectives and use its evaluation results to refine, improve, and strengthen its program and to refine its goals and objectives as appropriate.

7. The LEA will submit to the department such information, and at such intervals, that the department requires to complete state and/or federal reports.

8. This program will be administered in accordance with all applicable statutes, regulations, program plans, and applications.

9. The school district will cooperate in carrying out any evaluation of this program conducted by or for the state educational agency, the secretary, or other federal officials.

10. The school district will comply with civil rights and nondiscrimination requirement provisions and equal opportunities to participate for all eligible students, teachers, and other program beneficiaries.

11. The school district will use fiscal control and fund accounting procedures as will ensure proper disbursement of, and accounting for, federal funds received and distributed under this program.

12. The school district will (a) make reports to the Department of Public Instruction and the U.S. Secretary of Education as may be necessary to enable the state and federal departments to perform their duties under this program; and (b) maintain records, provide information, and afford access to the records, as the department or the U.S. Secretary of Education may find necessary to carry out their duties.

13. Each agency receiving funds under this grant shall use these funds only to supplement, and not to supplant state and local funds that, in the absence of such funds would otherwise be spent for activities under this section.

14. The applicant will file financial reports and claims for reimbursement in accordance with procedures prescribed by the Department of Public Instruction.

15. No board or staff member of a Local Education Agency (LEA) will participate in, or make recommendations with respect to, an administrative decision regarding a program or project if such decision can be expected to result in any benefit or remuneration, such as a royalty, commission, contingent fee, brokerage fee, consultant fee, or other benefit to him or her or any member of his/her immediate family.

16. Any printed (or other media) description of programs will state the total amount being spent on the project or activity and will indicate the percentage of funds from the federally funded programs.

17. The school district will adopt and use proper methods of administering such program, including (a) the enforcement of any obligations imposed by law on agencies, institutions, organizations, and other recipients responsible for carrying out each program; or (b) the correction of deficiencies in program operations that are identified through audits, monitoring, or evaluation.

18. The school district will administer such funds and property to the extent required by the authorizing statutes.

19. The school district will use data from the Wisconsin Educator Effectiveness System to inform local conversations and personnel decisions (e.g., professional learning, leadership, etc.).

/ V. GOALS/OBJECTIVES /
The purpose of the Wisconsin Educator Effectiveness System (EE System) is to improve professional practice in order to improve student outcomes. In order to do so, educators must have access to quality data identifying individual areas of strength, as well as needed growth in order to inform targeted, job-embedded professional growth opportunities. The EE System incorporates a holistic view of performance using varied sources of evidence at several points in time. This new system represents a vast improvement over typical educator evaluation practices.
In order to implement the Wisconsin Educator Effectiveness System, LEAs receive up to $80 per educator (i.e., superintendents, principals, teachers, and other licensed educator roles) to cover the costs associated with system development, training, software, support, resources, and ongoing refinement.
/ VI. EVALUATION PLAN /
The SEA has contracted with an external evaluator to obtain feedback from statewide system users to make revisions, as necessary. As such, LEAs may be requested to participate in evaluation activities, including interviews, surveys, focus groups, and case studies in order to inform the development of a Wisconsin Educator Effectiveness System created by and for Wisconsin educators.
Additionally, DPI will monitor districts’ implementation of the system, per state law. DPI will monitor implementation based on the submission of LEA data. Should an LEA fail to submit data to DPI (to demonstrate implementation), DPI will send a monitoring letter with required corrective action (i.e., submit data). Should an LEA continue to fail to submit data, the LEA could jeopardize its access to state and federal funds.
