The Ndwedwe Local Municipality, with its seat in Ndwedwe Village + 50km North West Durban seeks to appoint a dynamic, strategic, innovative and committed person to the post:
DIRECTOR INFRASTRUCTURE AND TECHNICAL SERVICES

Minimum R700,116.00 Midpoint R777,908.00 Maximum R855,698.00 (all inclusive)
KEY REQUIREMENTS
Basic qualifications and experience: Bachelor’s Degree in Civil Engineering or relevant qualification obtained from a recognized tertiary institution. Registration with Engineering Council of South Africa (proof to be attached). Possess Minimum Competency Certificate as in terms of Circular 60 of National Treasury Municipal Finance Management Programme. Competency Certificate or proof of studying towards the certificate must be attached. A minimum of five years’ middle management experience in public or local government sector. Fluency in IsiZulu and English is essential. Valid unendorsed driver’s license (proof to be attached).
KNOWLEDGE, SKILLS AND COMPETENCY
- Understanding of the Local Government environment.
- Knowledge and expertise in Civil Engineering disciplines.
- Sound knowledge of Project Management, Contract Management, Engineering systems, Planning and Design.
- Strong strategic planning and leadership skills.
- Understanding of the NDP priorities.
- Policy development and implementation.
- Be Computer Literate.
KEY RESPONSIBILITIES
- Providing leadership and direction to the directorate through managing all the subdivisions effectively to the fulfillment of the vision of the municipality.
- Satisfying all the legislative requirements of the directorate as prescribed in the relevant prescripts.
- Implement the strategic plan of the municipality through the effective development and monitoring of Service Delivery and Budget Implementation Plan.
- Develop and monitor the budget of the Technical Services Department
- To formulate and provide strategic direction in various engineering matters and report to the Municipal Manager for the enhancement of service delivery.
- Motivate for the funding of engineering related projects, project costing and management.
- Liase with National and Provincial Governments departments.
- Align the departmental plans and objectives with the Municipal Integrated Development Plan and strategic objectives.
- Assist the Accounting Officer to achieve corporate targets with regards to the provision of rendering service delivery to the local community.
- Participate in preparing the Integrated Development Plan of the Municipality.
- Preparation of reports to Portfolio Committees, Executive Committee and Council.
- Attending to Human Resources and Administrative matters from the Directorate.
- Responsible for performance management of the directorate.
- Planning and Implementation of Infrastructure funding from different sources.
- Responsible for the implementation of MIG programme, Sport and Recreation programme and other funds of infrastructure in nature.
- Coordinate and taking part on external programmes like Water and Sanitation, Electricity and Roads which are being implemented within the Municipality and as part of Integrated Development Plan.
- Advising the Council of new developments on Infrastructure and service delivery.
