Issue Prioritization
The Texas Department of Transportation seeks your opinion about the relative importance of the constraints to public and human service transportation coordination recently identified through the department’s on-going regional service planning process. Your response by September 26, 2006 will help us to select projects to address specific coordination issues. Feel free to add written comments or suggest priorities which you feel are not being addressed in the space on Page 2.
A. To prioritize constraints: You have a total of 20 points to assign to the issues below. You may give all 20 points to one issue or spread the 20 points across the issues as you choose. If you do not feel an issue is a priority, you do not have to assign points to that issue. You must assign all 20 points making sure you give the greatest amount of points to the issue(s) of highest priority. If you do not feel an issue is a priority, you do not have to assign points to that issue.
----- Customer access and eligibility barriers
----- Drivers - for example, qualifications, training, etc.
----- Drug and alcohol compliance issues
----- Financial and data - for example, cost allocation and cost sharing between programs, reporting to multiple funding entities, etc.
----- Insurance and indemnification

----- Public for-profit transportation agencies not ADA equipped - for example, taxis, etc.
----- Service area boundaries - Some programs confine operations to specific geographic areas - for example, the Federal Transit Administration's rural and urban programs
----- Serving the mobility impaired who are not ADA certifiable
----- Trip chaining - Taking the rider to more than one destination between the time (s)he boards and is returned home
----- Vehicle appropriateness - for example, the terrain in which it operates the type of rider/distance transported, ADA accessibility etc.
----- Vehicle sharing - for example, procurement, insurance implications, trip purposes, etc.
