Meeting Minutes

August 29, 2012

Community members present:

-David Tourtelot, Jose LaFontaine, Gary and Cindy Gillespie, Larry and Sheila Becker, Lonnie Funk, Mike Petsche, and Terri Pepe.

Gary Gillespie moved to approve the June 27, 2012 minutes. Sheila Becker seconded the motion.

There are no ARC updates to report since the last meeting.

A financial update was given. A lockbox was implemented at the Bank in order to streamline the payment deposit process. An email was sent out by the board on August 10, 2012 that describes the process. All HOA payments will be sent to the address of Watkins Farm HOA, P.O. Box 173861, Denver, CO 80217-3861. This new address will be used on all of the invoices.

Past due collection process is being reviewed by the board. There are past due homeowners that owe monies that range from $770.00 to $70.00. There were several ideas discussed by the homeowners. The board will continue to pursue collection of the past due accounts.

The reserve account has not had any monies transferred into it for the last few years. The board is reviewing options on how to continually fund this account on an ongoing basis. The reserve account is used for major repairs or items that are the HOA’s responsibility such as replacing the fencing and maintaining the cistern for the Fire Department.

Dumpster Update - We had two dumpsters delivered to the neighborhood in May. Another dumpster will be delivered around the end of September. A notice will be sent out to the community.

Prairie Dog Update – We had one treatment in the spring and another treatment in August. There were 346 holes that were active due to the adjoining property to Watkins Farm. We are planning to do another treatment in late fall. A notice will be sent out to the community so you can contact the company to have your property mitigated for Prairie Dogs at your own expense.

Mowing and Landscaping Maintenance Update – It was decided to not do a full mowing in the open spaces due to the lack of growth this summer since it has been so dry. Landscaping and edging maintenance for the entrances and bridges has been done twice over the spring and summer. Fall maintenance will be done.

Edging around the front signage – It was discussed that the edging needs to be replaced as it is very damaged and unsightly. It was also discussed that this would be a good time to also reconfigure the rocked in space around the Watkins Farm sign to a smaller area so it is easier to maintain.

Fence Maintenance - There are numerous damaged fence rails that should be fixed before the weather turns cold. An email will be sent out to see if people will volunteer to help with this effort.

Website Update – We will be doing some housecleaning on the website to organize the information into additional categories. This will make the website information easier to locate and provide more space to place board and community information.

Good Neighbor Policy – A reminder to everyone that we are all neighbors that live and enjoy the benefits of this community. The good neighbor policy was put into place as there are covenants that we all signed at closing that serve as guidance for our neighborhood. No one wants to live in a strict community but there are basicconsiderations that apply to all of us.

  • The neighborhood can be very dark as there are no street lights; however, be aware that bright lights can be annoying to your neighbor if left on overnight or are shining intoother surrounding homes.
  • Be aware that animal, human, and vehiclenoisestravel through our community and can be disruptive to your neighbor’s peace and quiet.
  • Everyone is responsible for maintaining their property, mowing their grass/weeds and respecting other people’s property boundaries even when there is no physical house present.
  • Larger trash items that are not picked up by the regular trash service should only be placed in the garbage bins provided by the HOA when available. Please refrain from using the vacant privately owned lots to dump unwanted items.
  • Cars and other motorized vehicles can create safety issues if they are driven too fast around the neighborhood. If you are using smaller motorized vehicles make sure that you are visible to larger vehicles.
  • People should be visible to motorized vehicles both day and night if walking on the neighborhood streets.

The current voting process was brought up as there are some thoughts that it needs to be changed or be more transparent. The board will review the current process and other alternatives and discuss this topic at a later board meeting.

The board reminded the residents to submit paperwork for projects to the ARC, prior to starting. A reminder was also given for water readings. HOA dues invoices would be mailed out at the end of September.
