1. / SUBJECT: / SUPPORTING NORTH COUNTY’S FIRE SAFE COUNCILS (DISTRICT: 5)
OVERVIEW:
Community Projects Funding assists non-profit organizations in providing essential services to citizens of San Diego County. Reinvesting taxpayer money in these worthwhile organizations is a benefit to all the communities of North County.
During last October’s Poomacha Fire, Barricade Fire Gel proved highly effective at creating firebreaks and defending structures. Had the Board of Supervisors not approved two District Five Community Projects grants to the Palomar Mountain Volunteer Fire Departments to purchase this fire resistant gel for our firefighters, Palomar Mountain would have seen much more devastation than what was witnessed.
Today’s recommendation requests that the Board of Supervisors approve a District Five Community Projects grant that would equally distribute this fire gel to eight Fire Safe Councils operating in North County.

RECOMMENDATION:
SUPERVISOR HORN
1.  Allocate $80,000.00 from Community Projects Budget (15670) to the Palomar Mountain Volunteer Fire Department to purchase 290 home kits of fire resistant gel to be distributed equally among the eight Fire Safe Councils of North County.
2.  Authorize the Chief Financial Officer to execute a grant agreement with the Palomar Mountain Volunteer Fire Department, establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant.
3.  Find that these grant awards have a public purpose

2. / SUBJECT: / FISCAL YEAR 2007-2008 COUNTY FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES GRANT AWARDS (DISTRICTS: 2 & 5)
OVERVIEW:
On September 28, 1999 (19), your Board first directed the allocation of $200,000 to establish a trust fund for the capital improvement needs of fire agencies that rely heavily on volunteer firefighters. Each year since Fiscal Year 2000-2001, $200,000 per year has been allocated to fire agencies. Today’s action asks your Board to approve the Fiscal Year 2007-2008 allocations of the $200,000.
The San Diego Task Force on Fire Protection and Emergency Medical Services developed the process for grant awards. The Task Force reviewed the grant applications and unanimously recommended seven projects to be funded.
FISCAL IMPACT:
Funds for this request are included in the Fiscal Year 2007-08 Adopted Operational Plan. The funding source is Public Safety Group Fund Balance. If approved, this request will result in $200,000 of current year costs and will require the addition of no staff years.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
1.  Approve and authorize the award of $3,129 to the Campo Fire and Rescue for self-contained breathing apparatus (SCBA) seat upgrade.
2.  Approve and authorize the award of $15,556 to the Elfin Forest/Harmony Grove Volunteer Fire Department for radios.
3.  Approve and authorize the award of $19,966 to the Julian/Cuyamaca Fire Protection District for turnouts
4.  Approve and authorize the award of $6,349 to the Mount Laguna Volunteer Fire Department for an air-conditioning unit.
5.  Approve and authorize the award of $75,000 to the Ocotillo Wells Volunteer Fire Department to repower an ambulance.
6.  Approve and authorize the award of $20,000 to the Pine Valley Fire Protection District for Station improvements.
7.  Approve and authorize the award of $60,000 to the San Diego Rural Fire Protection District for fire hose, nozzles, and turnouts.
8.  Authorize the Director of the Office of Emergency Services to prepare and execute agreements between the County and each of the agencies listed in Recommendations 1-7 for receipt and use of the grant funds for the purposes specified above and to approve agreement amendments.

3. / SUBJECT: / DISTRICT ATTORNEY REQUEST FOR APPROVAL OF OUT OF COUNTY TRAVEL (DISTRICTS: ALL)
OVERVIEW:
In accordance with Board of Supervisors Policy D-7, Out-of-County Business and Related Guidelines and Processes, this is a request for one (1) Deputy District Attorney to travel to Honolulu, Hawaii from March 25, 2008 through March 30, 2008. The Deputy District Attorney will serve as a faculty member for the National District Attorneys Association (NDAA) to provide trial advocacy training.
FISCAL IMPACT:
Funds for this request are included in the Fiscal Year 2007-09 Adopted Operational Plan. The funding source is general purpose revenue. If approved, this request will result in approximately $2,225 current year costs, no annual costs, and will require the addition of zero staff years. No overtime costs will be incurred as a result of this travel.
RECOMMENDATION:
DISTRICT ATTORNEY
1.  Approve travel and per diem to Honolulu, Hawaii for one (1) Deputy District Attorney IV to serve as a faculty member for the National District Attorneys Association from March 25, 2008 through March 30, 2008.
2.  Authorize the Chief Administrative Officer, in consultation with the District Attorney, to select one (1) Deputy District Attorney to travel to Honolulu, Hawaii to participate in the trial advocacy training program through the National District Attorneys Association.

4. / SUBJECT: / PROBATION - WORK FURLOUGH SERVICES AND PROBATION FEES ORDINANCE (DISTRICTS: ALL)
OVERVIEW:
On April 4, 1995 (1), your Board found, pursuant to Penal Code section 1208(a), that the County work furlough program could be more efficiently and economically operated through a contract with Correctional Alternatives Inc. (CAI) and authorized the negotiation and execution of such contract. This is a request to adopt an ordinance pursuant to Penal Code section 1208 regarding the feasibility of a work furlough program in the County of San Diego, the designation of the Chief Probation Officer as the work furlough administrator, the administration of work furlough services through contract, and to ratify the previous fee increases. This is also a request to amend Section 363 of the County Code of Administrative Ordinances to set the work furlough fee at $42.00.
FISCAL IMPACT:
The work furlough fees charged to inmates will be paid directly to Correctional Alternatives Inc. to support program operation costs and are therefore not revenue to the County. There will be a minor fiscal impact to the Public Safety Group in that CAI pays to the County 10% (approximately $150,000) of the gross revenue received as a result of housing non-County inmates at the work furlough facility. This revenue supports facility maintenance and major maintenance costs at that site.
RECOMMENDATION:

1.  Approve the adoption of the Ordinance, (first reading) read title and waive further reading of the ordinance entitled:
AN ORDINANCE RELATING TO WORK FURLOUGH AND AMENDING SECTION 363 OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE

2.  Submit the Ordinance for further Board consideration and adoption (second reading) on March 25, 2008.

5. / SUBJECT: / REQUEST TO SUBMIT A PROPOSAL FOR PUBLIC SAFETY AND OFFENDER REHABILITATION SERVICES ACT OF 2007 (AB 900) FUNDING (DISTRICTS: ALL)
OVERVIEW:
This is a request to approve the County’s submission of an application to the State of California for funding, under the provisions of the Public Safety and Offender Rehabilitation Services Act of 2007 (AB 900). If awarded, the funds will be used toward the construction of a detention facility for women.
FISCAL IMPACT:
The maximum award for which the County would be eligible is $100 million. As a condition, the County would be required to commit to at least a 25% match if the County chooses to accept the State funding. If the proposal is approved by your Board, and if the application for State funding is conditionally awarded, a request will be brought to your Board to consider the implementation and funding agreements required by the State as part of award acceptance.
RECOMMENDATION:
CHIEF ADMINSTRATIVE OFFICER
1.  Authorize the submission of a proposal to the State of California for Public Safety and Offender Rehabilitation Services Act of 2007 (AB 900) funding.
2.  Adopt a resolution entitled “A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO FUNDING UNDER THE PUBLIC SAFETY AND OFFENDER REHABILITATION SERVICES ACT OF 2007,” which declares the County’s intent to submit a proposal for funding; addresses proposal preference points; and assures that the County will comply with the guidelines of the proposal.

ON MOTION of Supervisor Slater-Price, seconded by Supervisor Horn, the Board took action as recommended, on Consent, adopting Resolution No. 08-047: entitled: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO FUNDING UNDER THE PUBLIC SAFETY AND OFFENDER REHABILITATION SERVICES ACT OF 2007.

6. / SUBJECT: / OFFICE OF EMERGENCY SERVICES – LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM GRANT ACCEPTANCE (DISTRICTS: ALL)
OVERVIEW:
This is a request to authorize the Sheriff’s Department and the Office of Emergency Services (OES) to accept $250,000 in Law Enforcement Terrorism Prevention Program (LETPP) grant funds passed through the California Office of Homeland Security (OHS) for the period January 4, 2008 through March 31, 2010. The Federal Department of Homeland Security (DHS) has provided funding to OHS through the LETPP. The funds will be used for the maintenance and support of the San Diego Regional Terrorism Threat Assessment Center (RTTAC).
FISCAL IMPACT:
Funds for this request are not included in the Fiscal Year 2007-08 Adopted Operational Plan for the Sheriff’s Department and Office of Emergency Services. If approved, this request will result in current year costs and revenues of $242,500 in the Sheriff’s Department and $7,500 in the Office of Emergency Services and will not require the addition of staff years. The funding source is the Federal Law Enforcement Terrorism Prevention Program passed through the California Office of Homeland Security.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
1.  Authorize the Sheriff’s Department to accept LETPP grant funds on behalf of the San Diego Regional Terrorism Threat Assessment Center (RTTAC).
2.  Establish appropriations of $242,500 in the Sheriff’s Department on behalf of the San Diego Law Enforcement Coordination Center (SD-LECC) for services & supplies based on unanticipated revenue from the California Office of Homeland Security. (4 VOTES)
3.  Establish appropriations of $7,500 in the Office of Emergency Services, salaries & benefits, for the management and administration of the San Diego Regional Terrorism Threat Assessment Center based on unanticipated revenue from the California Office of Homeland Security. (4 VOTES)
