MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY DROVE END VILLAGE HALL ON TUESDAY 12th JULY 2016

In Attendance:

Cllr C Crane, Cllr J Reynolds, Cllr A Parks, Cllr K Parks, Cllr C Harris, County Cllr W Webb, one member of the public and Mrs J Ripley Parish Clerk.

(GDE = Gedney Drove End WMP = Walker memorial Park QMNR = Queen Mother Nature Reserve)

·  There was a public forum where the following items were raised:

·  Play area at Gedney Dyke Village Hall & the car parking facilities

·  Planning applications in Gedney Dyke & the possible benefits larger applications would bring to the Village (financially and infrastructure)

·  Criticism that parishioners/members of the public were not having their views and opinions listened to by the Parish Council.

·  Complaint that the items raised in public forum are not written in enough depth in the minutes

The Chairman announced the resignation of Cllr W Webb and Cllr L Smeaton from the Parish Council, he thanked them both for their time and work, especially Cllr Webb for his years of service.

a. Report from District Councillor :
The last full SHDC meeting was cancelled, next is due for end July.
The Queen’s Birthday Party was a good day, all costs being covered. Everyone who attended had a goodtime and enjoyed the entertainment.
b. Report from Cllr A Parks on Gedney Charities:
At the meeting held on 5th July he was informed that the charity bank balance was £107655.02. 75% of the land rents will be available for distribution as grants. Adverts for Education grants will be published shortly.
Cllr Crane left the meeting 7.25pm
c. Report from Cllr K Parks on Voluntary Car Scheme:
Over the past year the SHVCS has done 186,000miles over 8,000 trips.
If a passenger is eligible to claim travel from a hospital, the hospital will cover the entire SHVCS fee.
Radiotherapy and Chemotherapy patients can claim from the hospital for travel costs.
The past years Finances have been successfully audited,
Precepts of £20,000 have been received.
SHVCS have adopted a No Secrets policy; this is to be discussed at the November meeting.

143.16 CLERK’S REPORT
All correspondence has been dealt with from the June meeting.
Gedney Victory hall have agreed to the Council replacing the old notice board.
The clerk has contacted Gedney Dyke Village Hall for a copy invoice for the purchase of the floor cleaner that the parish Council issued a grant towards. According to the reply received the original model they wanted has been discontinued and they are awaiting a demonstration of another model prior to purchase.
All other items are dealt with under separate agenda headings.

Cllr Harris was proposed for this position, all in favor, item RESOLVED
b. Gedney & Victory Hall notice boards
County Cllr Webb has offered to continue looking after these boards for the Council

It was proposed for Cllr Wells to become a bank signatory, this was RESOLVED.
146.16 UPDATE ON GEDNEY DYKE PLAY AREA
The clerk informed Council that the colour (Grey) of the safety surface chosen has been agreed at the same price as standard options.
Gedny Dyke Village Hall has informed the Clerk that they have instructed a solicitor and Councils solicitor is awaiting a draft lease.
The Clerk has been in contact with Councils solicitor for an an update on the lease and has been told that they are awaiting the draft lease from Gedney Dyke Village Halls solicitor and will chase proceedings. The Clerk informed them of the provisional installation date of first two weeks in August.
147.16 TO RESOLVE ON MOVING GDE NOTICEBOARD
Council RESOLVED to move the board from the car park of the Wildfowlers on the Wash public house as this has now been sold. The board is to be placed next to the pedestrian entrance to the WMP facing the road. Clerk to get quotation for work.
148.16 TO DISCUSS A NEIGHBORHOOD PLAN
Council consider a Neighbourhood plan would be beneficial to the Parish.
It was proposed to wait for the final completed SELLP before embarking on a neighbourhood plan, this was seconded and RESOLVED.

150.16 Training
Unfortunately Cllr Crane was unable to attend the last councillor training he was booked for.
Cllr Crane and Cllr Harris requested the Clerk to book a place on 20th July if spaces allow.
151.16 TO DISCUSS CEMETERY MATTERS
District Cllr Reynolds informed Council that she had been approached by a parishioner wanting to know where the cemetery fees go and if there could be a payment scheme for cemetery fees?
Council replied that the fees from the cemetery go towards paying for the upkeep of the cemetery.
To discuss provision of a payment scheme for fees will be put on the next agenda.
152.16 QUEEN MOTHER NATURE RESERVE

It was proposed to let the meadow grow and to flail mower it in September as per last year, this was RESOLVED.

District Cllr Reynolds agreed the cost and the installation fee, the clerk will contact the manufacturer to arrange delivery to Cllr Reynolds property and inform Cllr Reynolds of total amount for grant from SHDC for project
157.16 TO DISCUSS PLAY/OPEN AREAS
The slide embankment steps for WMP are due to be installed week beginning 18th July.
The sign “keep off the grass” to deter vehicles from parking on the Green at Gedney Dyke has be put in place.
158.16 TO DISCUSS PARISH INSPECTION
Deferred to September meeting.
159.16 TO RESOLVE ON REPLIES TO CONSULTATIONS
a. Scheme for the establishment of a Mayoral Combined Authority for Greater Lincolnshire.
Council RESOLVED that Clerk send in a reply objecting to this due to the area will be too large to provide effective administration for local areas.
160.16 ALLOTMENTS
Cllr Webb to arrange with Cllr A Parks for allotment inspection.
161.16 HIGHWAYS & FOOTWAYS
a. Update on outstanding matters
Following a letter to Park View re the hedge overgrowing the footway a meeting with the Chairman and the property owner is to be arranged.
The hedge overhanging the footpath from main Rd GDE to Dawsmere Rd has still not been trimmed, District Cllr Reynolds is to take this matter up with SHDC Housing dept. and report to next meeting.
