1. CALL TO ORDER AND PLEDGE:

At 3:00pm Chair Bruce Wiseman called the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance.

2. APPROVAL OF THE MINUTES AND ADDITIONS TO THE AGENDA:

July 12, 2017 Minutes: Commissioner Joe Melroy madea motion to approve themeeting minutes as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.

3.CALENDAR:

APEX:The Port’s Annual Planning and Policy Meeting is Thursday, August 17 at 8:00am in the conference room at the Washington State Fish and Wildlife facility.

Broadband Industry Roundtable Meeting: The meeting is Friday, August 18 from 9:00 – 11:00am at the Ridgefield Community Center. Commissioners Wiseman and Hughes will attend.

4. PUBLIC COMMENT

David Morgan mentioned he was invited to attend a broadband meeting by Representative Mary Dye.

Mayor Ron Onslow stated that the proposed Ridgefield Wildlife Refuge Center Project was not listed on the state legislative budget for the top 50 sites to be funded.

Mayor Onslow also mentioned topics on the agenda that will be discussed at tomorrow’s Ridgefield City Council meeting.

5.FINANCE:

Payment of the Bills:Commissioner Joe Melroy made a motion to pay the bills for the month of August. Commissioner Scott Hughes seconded the motion. The motion was carried. The bills totaled $406,499.02.

6. REPORTS AND BUSINESS:

Executive

Corwin Trail Update:Brent Grening stated the trail is on hold for further discussion. He proposed several options for the Commission to consider for him to proceed with the next meeting with Corwin. Brent stated the Port is not in a position at this timeto own and maintain this piece of property. Brent proposed doing a land donation to the City of Ridgefield to assist Corwin in buildingthe trail. He mentioned Corwin has invested $20,000 into theproposed trail.

Oktoberfest – This annual event is Saturday, September 9, 2017 from 11:00am – 10:00pm.

Clark County Food System Council Event: This event is Friday, September 8 from 11:30am – 1:30pm and will be held at the Mill Creek Pub in Battle Ground.

WDFW Project Review: Brent provided a handout with the cos and revenue breakdown of the project. The Port’s cash to fund the construction is equal to approximately 8 years of current tax levy; the Port earned revenue is approximately $200,000 per year. The capital used to fund the WDFW building originated from the sale of Discovery Point in 2006.

Brent stated he was pleased with the overall project. The project was underbudget and complewaterted on schedule.

Innovation

Federal Strategy Update: Nelson Holmberg stated that the Leschi group has been lobbying in Washington DC on behalf of the Port’s Broadband Project. Several Legislators are interested in wanting to know more about the project, particularly Congresswoman Jaime Herrera Beutler’s office. Nelson stated a Broadband roundtable meeting scheduledat the Ridgefield Community Center for Friday, August 18 with her staff and industry constituents to discuss broadband and funding opportunities.

Commission

The Annual National Night Out event last Tuesdaywas well-attended. Commissioner Hughes stated there were many new families attending the event that also visited the Ridgefield Hardware Store. Everyone had a great time at the event at Abrahm’s Park.

7. PUBLIC AGENCY COMMENT:

Councilman Lee Wells mentioned two businesses have submitted pre-applications to build in Ridgefield.

None.

9.ADJOURNMENT:

The meeting adjourned at 3:55pm with no further comments or business. The next regular Commission meeting is scheduled forWednesday,August 23, 2017at 3:00pm. The meeting will be held at the Port of Ridgefield offices in the downstairs conference room located at 111 West Division Street in Ridgefield.
