JOB SUMMARY

The job duties of thePublic Works Administrator include but are not limited toadminister, plan, direct, supervise and implement the activities of the Public Works Department; to develop the specifications and cost estimates for all road, bridge, transfer station, wastewater, water and noxious weed projects and programs; and to provide responsive, courteous and efficient service to County residents and the general public.

Work and actions are subject to general policy determination, review and final authority of the Board of Commissioners.

DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Public Works Administrator might be asked to perform. This job description is to incorporate any County resolutions for the position of Public Works Administrator. Administrative Functions:

  • Ensure that all safety procedures are met and carried out.
  • Evaluate the conditions of county roads, bridges, transfer stations and noxious weed programs.
  • Administer and manage the budget and personnel for all divisions.
  • Develop, plan, design, and write specifications for public works projects.
  • Develop department goals and objectives.
  • Maintain proper records and documents relating to county engineering and public works projects.
  • Prepare paperwork for federal and state funding of road projects.
  • Maintain cost accounting records for all expenses.
  • Attend meetings and prepare reports when required.
  • Answer citizen concerns and complaints.
  • Ensure that all bridges and county roads are maintained.
  • Supervise contract construction and major maintenance work.
  • Inspect road and bridge projects while under construction.
  • Meet with landowners on various aspects of work.
  • Prepare maintenance scheduling on a priority basis.
  • Serve as member of the Metropolitan Planning Organization – Technical Advisory Committee.

Supervisory Functions:

  • Direct the work of and manage the staff of the Public Works Department.
  • Interview and select new employees.
  • Plan, direct, coordinate work activities of subordinates and review work.
  • Assist with employee training and safety programs.
  • Assign tasks, review work and prepare performance evaluations.
  • Recommend employee transfers, promotions, disciplinary action, discharge and salary increases.

Types of Equipment:

  • Ability to operate various types of equipment – standard office equipment, computer and intermediate knowledge of Microsoft Office software, etc.
  • Ability to use GPS and GIS data relating to county landmarks, roads, etc.
  • Other equipment could be required.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE:

Minimum

  • Six (6)yearsof experience of planning, designing, road and bridge building and maintenance/repair experience is required.
  • High School Diploma or GED.
  • Three (3) years of prior supervisory experience.
  • A currentClass C Kansas license required.
  • Must reside within a 30 mile radius of worksite within 90 days of employment.

Preferred

  • Bachelor’s degree in civil engineering.
  • Certification by the State of Kansas as Registered Professional Engineer.

SKILLS AND ABILITIES

  • Extensive knowledge of management practices as necessary for the completion of daily responsibilities.
  • Ability to develop and implement long-term goals for the department to promote effectiveness and efficiency.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to take control of situations in a responsible manner.
  • Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence, Federal, State, and local regulations, safety manuals, operating and repair manuals, warning labels, etc.

LANGUAGE SKILLS

  • Ability to maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management.
  • Ability to communicate in both written and verbal form.
  • Ability to communicate information and teach and train others regarding policies and processes in both written and verbal form.

MATHEMATICAL SKILLS

  • Ability to performcomplex mathematical calculations.
  • Ability to prepare and monitor complex budget.
  • Ability to read, understand and interpret financial reports and related materials.

REASONING ABILITY

  • Ability to respond to complaints and grievances posed by the public.
  • Ability to define problems and deal with a variety of situations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Ability to use good judgment and effectively solve problems.

Work Environment:

  • Works in both an indoor setting as well as outdoors.
  • Must be able to work outdoors in all types of weatherwhen required.
  • Due to the volume, scope, size of staff and nature of public service this office provides, full-time regular attendance is essential.
