Item 1. Confirmation of Minutes of the October meeting.
The Minutes of the Area Council meeting held on the 27th October 2009 were confirmed on the proposal of Cllr. Cllr. O. Fox and seconded by Cllr. E. Cassidy.
Item 2. Reports
Housing Report
Mr J. Flanagan, Town Clerk, submitted the Housing Report to the meeting, copy previously circulated.
Roads Report
- Mr. S. Carroll, Area Engineer informed the members that there was no roads report as the Executive Engineer, Mr. D. Byrne was dealing specifically with flooding issues in the area.
The following issues were raised by the members and noted by Mr. S. Carroll.
- Level of funding left – maintenance budget.
Sanitary Report
- Mr. S. Carroll, Area Engineer, informed the members that the Sanitary Report for this meeting is with Infrastructure and was the same as the October report.
The following issues were raised by the members and noted by Mr. S. Carroll.
- Proposed new site for the sewerage site in Oldcastle is currently flooded which could have implications further down the line.
Item 3
To receive a report from Mr. Richard Donagh & Ms. Assumpta Kelly, Community & Enterprise Department on the Draft Disability Implementation Plan, including reference to submissions received and synopsis of Audits carried out.
The members thanked Mr. Richard Donagh & Ms. Assumpta Kelly for the presentation and suggested that a questionnaire could be sent to businesses to identify which have wheelchair access and same could be posted on the web site.
Backlands Contribution Scheme
Mr. B. Greene, Senior Executive Planner inform the members that the draft scheme is on display and would hopefully be adopted at the December full Council Meeting.
On the Manager’s report two submissions were received.
Minister for the Environment – generic scheme making sure the Council took guidance.
Kells Development Company – waste water treatment plan be included.
The following questions were raised by the members.
- Is the contribution scheme designed on the bases of numbers?
- Within the town centre i.e. apartment based development – would it not influence the decision (square footage of apartment)?
- Access Road – developer lead?
The members thanked Mr. Greene and agreed to back the plan.
Item 4Any Other Business
Cllr. JV Farrelly:
- Flooding problem at Reilly’s and Corby’s.
- What will happen at the new school and flooding could potentially be a problem.
- How can we deal with potholes in the main street?
- North side Kilmainhamwood – footpath at Church, not draining.
Cllr. O. Fox
- Roads closed for major road works, diversion roads being used causing damage to road surface – is there maintenance funding available for these smaller roads.
- Road flooding could be caused by gullies choked up – is there a machine that can free them.
Cllr. E. Cassidy
- Moynalty, Carnaross Mullagh Rd – restoration, drainage, flooding.
- Cortown – Armstrongs (graveyard rd) – flooding.
- Drumconrath football pitch – GAA want to put in gully pipe – Lorries crossing each other and putting grit/debris into the gully, causing the pitch to flood.
