ANNUAL REPORT FOR THE YEAR 2013 – 2014

Respected President and Honourable Members,

On behalf of the Managing Committee I place before you a brief report of our activities during the year 2013 – 2014. The report covers financial aspects up to 31/03/2014 and administrative aspects up to 31/05/2014.

Obituary

The Managing Committee places on record its condolence over the demise of Advocate P.N. Krishnankutty Achan, who was a life member of the Library. He was a senior advocate in the High Court of Kerala and a veteran in civil laws.

The Committee also places on record its grief over the demise of Advocate A.K. Seshadri, who was also a life member of the Library. He was a prominent figure in the public activities in Cochin city. He had held the office of Chairman of the erstwhile Ernakulam Municipality. He has served as Councilor of Cochin Corporation for long. He had also served as Mayor of Cochin Corporation. He was an Active Member of the Library, who used to attend General Body Meetings of the Library without fail and make creative suggestions for the benefits of the members at large.

The Library also condoles the demise of Justice T.L. Viswanatha Iyer who was a life member. He was a prominent and brilliant lawyer in the High Court of Kerala who later was elevated as a Judge of the High Court. After his tenure as a Judge, he started practicing as a lawyer in Supreme Court of India where also he had lucrative practice till he stopped practice to lead a retired life at Cochin. He was President of Bharathiya Vidya Bhavan. He was in love with Carnatic Music, and was active in organizing concerts.

Facilities:

In the last annual report reference was made to the proposal to renovate “Reference Section” and “Members’ Room” using development fund of the MLA from Ernakulam Constituency. The proposal, however did not materialize as later it was objected to by the Collector pointing out stipulations in using the MLA Fund which did not allow taking up projects as proposed. We have therefore approached certain establishments like Cochin Shipyard for financial assistance for the proposed renovations. We hope that the next Managing Committee in office will be able to carry out the renovations as proposed.

The new facility added to the Library for the benefit of its members during the current Report Year is the Mini Air Conditioned Theatre with Dolby Sound System and curved screen. The theatre has a seating capacity of 80 persons. Monthly screening of world classic cinemas are being conducted in the newly installed Mini Theatre under the auspices of ‘Ernakulam Public Library Film Club’ the activities of which has been revived recently with the help of some young enthusiasts.

During the financial year 2013–14 ,1504 persons have enrolled themselves as members. Details of members enrolled are given below:

543 persons resigned from the membership during the year and the committee decided to remove 979 members from the rolls due to heavy subscription arrears they had caused. Total number of members we have as on 31-3-2014 is as follows.

Book Purchase

During the financial year which covers this report, we have purchased 2737 Volumes of books worth about Rs. 8,95,558/- for Rs.6,73,523/- and we have received 2484 Volumes of books having face value of Rs.6,39,110/- by way of Gift.

Purchase of books were made as per the decision and under the supervision of the “Book Purchasing Sub Committee” headed by Adv. T.P. Ramesh as its Convener. While making the purchase of books, the sub committee has considered suggestions made by the members. The Sub-Committee has met periodically and reviewed its activities.

Cochin Corporation(Development project 2013/2014)

Books worth Rs.41,735/- for Rs.30,000/- was received from Cochin Corporation under the head of Development Project 2013-2014.

Staff Matters

Mr. Bhagath Singh retired on superannuation in this Report Year (on 31-12-2013) after serving the Library for 35 years. He retired from service of the Library while he was in the Grade of Joint Librarian. Smt. Mary V.S. who served the Library for 13 years as Sweeper resigned from service due to ill-health. The Managing Committee hereby record our appreciation and gratitude for the long service both of them rendered to the Library.

The security of the Library is now entrusted with M/s.Vanguard Force Pvt. Ltd.

The strength of the staff is not sufficient to carry out the multifarious activities of the Library. It is therefore necessary to have a work study immediately and decide the number of staff to be recruited at various levels. As we face insufficiency of work force especially to man technical wing, we have engaged Mr. Bhagath Singh on contract basis for six months.

Financial Highlights

This year (2013-2014) has been a year where financial prudence has been at its best. The decision to print the calendar for the financial year 2013-2014 turned out to be a financial loss. In order to ensure that this would not harm our resources too much, the committee went in for a souvenir and thanks to the sincere efforts of all the committee members, we have been able to raise sufficient resources to offset the loss and make a good margin of profit. Our policy of cumulating the interest on to our Fixed Deposit amount found the best return this year. Consequently our quantum of fixed deposit has increased from Rs. 43 lakhs in the last financial year to Rs. 48 lakhs this year. We have a surplus this year also and this increase to Rs. 2.21 lakhs speaks how carefully we have managed our finances this year. Again with great pride we can say that the staff of the Ernakulam Public Library are the best paid library employees in the State of Kerala.

TENANTS

As on date, the Ernakulam Public Library has four tenants. They are 1) Post Office 2) U B S Publication Company 3) K. Krishnakumar and 4) A.P. Peter.The Library filed RCP. No. 1/12 against Mr. K. Krishnakumar, to evict him from the building for the bonafide need of the Library, to house the General reading room and also to accommodate senior citizens’ reading room, which will be named after Advocate A.D. Krishnan Asan , Former President of Ernakulam Public Library. As per order dated 12.9.2013, the Hon’ble Rent Control Court allowed the petition filed by the Library, and directed Sri. K.rishnakumar to vacate the building and surrender the vacant possesion of the building to the Library. Against the eviction order passed by the Rent Control Court , the tenant Mr. K.Krishnakumar prefered Rent Controal Appeal No. 66/13 before the Rent Control Appellate Authirity, Ernakulam. The said appeal is pending. The Library has also initiated Rent Countrol Petitiion No. 21/14 against Mr. K. Krishnakumar, claiming fair rent @ 40/- per Sq. Ft, for the building in his occupation. Similarly, the Library prefered RCP. No. 20/14 against Mr. A.P. Peter, claiming fair rent @ Rs. 30 per Sq. Ft. The said petitions are pending before Hon’ble Rent Control Court, Ernakulam.

The period of lease stipulated as per the last agreement for lease executed between the Post Office and the Library, expired on 31.12.2011. Since then the Managing Committee has taken earnest efforts, to persuade the Post Office authorities, to pay rent at par with the fair rent, prevailing in the locality. Even though negotiations and deliberations were held between the officers of the Post Office and the Secretary of the Library, due to the rigid and adamant stand taken by the postal authorities, no positive results emerged out. As couple of years passed by after the expiry of agreed period stipulated in agreement for lease, the Managing Committee had no option but to cause to issue a legal notice dated 19.6.2014, claiming fair rent for the building @ Rs. 90/- per Sq. ft, from the Post Office. Future course of action, will be decided after getting the response from the postal authorities.
