CASWELL COUNTY BOARD OF EDUCATION MINUTES
February 11th, 2013
The Caswell County Board of Education met in regular session on Monday, February 11th, 2013, at 6:30 p.m. in the Whitley Administration Building. Members present: Chairman June Dailey, Vice Chairman Gladys Garland, Sylvia Johnson, Betty Sartin, Ross Gwynn, Mel Battle, and David Byrd. Others present include: Dr. Sammy Shields, Assistant Superintendent, Scott Powell, Finance Director, Ron Bradsher, Evangelina Balmori, and Gerri Hunt representing the Caswell Messenger. Connie Kimrey recorded the minutes.
I. A. CALL TO ORDER
The meeting was called to order and a moment of silence was observed.
I. B. APPROVAL OF MINUTES
David Byrd moved, seconded by Gladys Garland to approve the minutes of the January 28th, 2013 meeting as presented. The motion carried unanimously.
I. C. APPROVAL OF AGENDA
Sylvia Johnson moved, seconded by Betty Sartin to approve the agenda with addition of New Business, Item No. 4: Contract (Workshop) and two additional communications. The motion carried unanimously.
I. D. ANNOUNCEMENTS
Dr. Barker recognized the wrestling team noting that they recently participated in the 2A conference this past weekend and came in 2nd place; Denny Chilton received the most outstanding wrestler in the conference. Wil Pressley, Josh Davis and Denny Chilton placed first in their respective weight classes and Ryan Chilton and Stacy Blackman placed second. Michael Klinger placed third in the conference. Congratulations to the wrestling team for their achievements.

Betty Sartin moved, seconded by Sylvia Johnson to approve the Consent Agenda as presented. The motion carried unanimously.

2. Approval of Locks (Quote) @ Stoney Creek Elementary
Dr. Barker reviewed information on quote received to update/change out locks at Stoney Creek Elementary to provide a safer environment for classrooms. Quote received from O.F. Newman & Son, Inc. in the amount of $3,307.50. This is the same company used to redo the locks at the high school. Upon review and discussion, Mel Battle moved, seconded by David Byrd to approve the quote with O.F. Newman & Son, Inc. The motion carried unanimously.
Sylvia Johnson suggested holding off on placing the order until after the scheduled work session on safety.
Mel Battle amended his motion to approve the quote from O.F. Newman & Son, Inc. for Stoney Creek in the amount of $3,307.50 and to place the order after the scheduled work session on February 18th, 2013. David Byrd seconded the amended motion and it carried unanimously.
3. Proclamation for CTE Month
Chairman Dailey read aloud the proclamation for CTE Month. Gladys Garland moved, seconded by Sylvia Johnson. The motion carried unanimously.

Proclamation
WHEREAS, February 1-28, 2013, has been designated Career and Technical Education Month by the Association for Career and Technical Education; and
WHEREAS, profound economic and technological changes in our society are rapidly reflected in the structure and nature of work, thereby placing new and additional responsibilities on our educational system; and
WHEREAS, career and technical education provides students with a career pathway for postsecondary education and workplace readiness and is the foundation of a strong, well-educated workforce which fosters productivity in business and industry and contributes to North Carolina’s leadership in the international marketplace; and
WHEREAS, career and technical education gives students experience in practical, meaningful applications of basic skills such as reading, writing, and mathematics, thus improving the quality of their education, motivating high achievement for all students, and giving all students leadership opportunities in their chosen careers in their communities; and
WHEREAS, career and technical education offers individuals lifelong opportunities to learn new skills that provide them with career choices, expanded earning potential, and job satisfaction; and
WHEREAS, the ever-increasing cooperative efforts between career and technical educators, career and technical education administrators, and business and industry representatives stimulate the growth and vitality of our local economy and by preparing students for careers in high demand, high wage, and highly technological skilled areas in a global economy;
NOW, THEREFORE, BE IT RESOLVED by the Caswell County Board of Education that:
February 1-28, 2013, is proclaimed as Career and Technical Education Month and urges all students, staff, and community members to become familiar with the services and benefits offered by the career and technical programs in Caswell County Schools and to support and participate in these programs to enhance their individual work skills and productivity.

4. Contract – Educational Facilitator
Dr. Barker reviewed information he received regarding an educational facilitator for teachers and students at N.L. Dillard Middle School to provide a poetry workshop for teachers and students in connection with Black History Month. Dr. Barker noted that funds would be used from staff development for workshops for teachers. Several questions were asked that were not answered as the information was not provided.
Mel Battle moved, seconded by Sylvia Johnson for the Superintendent to find out the answers to the questions from the Board and call the board to update and at that time poll for approval of the contract. The motion carried unanimously.
Questions included:
How long is the workshop (amount of days and times), what grade levels will be involved, number of students and teachers that will be participating.
IV. REPORTS
None at this time.
V. CLOSED SESSION
David Byrd made a motion to go into closed session for the purpose of considering a personnel action that involves an officer or employee of this Board (NC General Statute 143-318.11(a)(6); and for the purpose of discussing information that is privileged, confidential or not a public record (NC General Statute 143-318.11(a)(1). Gladys Garland seconded the motion. The motion carried unanimously.
VI. OPEN SESSION
Ross Gwynn made a motion to return to open session. Sylvia Johnson seconded the motion and the motion carried unanimously.
VII. PERSONNEL LISTING
Dr. Barker recommended approval of personnel listing as presented. Mel Battle moved, seconded by David Byrd to approve the personnel listing. The motion carried unanimously.

XII. ADJOURNMENT
Mel Battle made a motion to adjourn the meeting at 9:50 p.m., Ross Gwynn seconded the motion and it carried unanimously. The next regular meeting of the Board of Education will be held on Monday, February 25th, 2013, at 6:30 p.m. in the Whitley Administration Building.
