CLASS TITLE:REGULATORY CONSULTANT

This is independent work providing and promoting consumer services research in a regulatory program.

EXAMPLES OF WORK PERFORMED:

  • Plans workloads, work flows, deadlines, and work objectives.
  • Explains consumer services available to the public through personal contacts, speaking engagements and public service announcements.
  • Plans, initiates, coordinates and evaluates consumer service programs.
  • Confers with personnel from federal, state and local government agencies and other persons and organizations regarding consumer services and serves as liaison with these groups and individuals.
  • Assists management in conducting research on consumer services.
  • Maintains statistical records of individual and office production.
  • Counsels professional Regulatory Specialists and other individuals regarding licensure and regulation criteria and procedures.
  • Coordinates examination scheduling, grading and examination review challenges.
  • Analyses consumer complaints, determining agency or company jurisdiction, routing complaints to the proper agency, and/or resolving complaints.
  • Coordinates monitoring, tracking, and reporting of licensees and/or the Complaint Tracking System monthly reports.
  • Coordinates preparation of materials of board meetings and committee meetings.
  • Assists in formulating and modifying rules, policies and procedures regarding licensure and regulation of professionals and facilities.
  • Develops, implements and directs a consumer response program which provides immediate response to consumers' inquiries.
  • Researches utility rules and tariffs, agency policies and procedures, proposed legislation, and other information services to remain current with and knowledgeable of all rules administered by the Department.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Florida Statutes, board and department rules governing licensure and regulation, and consumer protection.
  • Knowledge of educational programs.
  • Knowledge of the techniques for handling complaints and dealing with the public.
  • Ability to prepare reports relating to examination development.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to train others.
  • Ability to understand and apply applicable rules, policies and procedures regarding licensure and regulation of professionals, and consumer protection.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and two years of professional or nonprofessional experience in consumer complaint program work, business administration, customer or public relations, investigations, utilities engineering, utilities rate analysis or involving all lines of insurance; or administrative work and/or professional regulation or a field related to the area of responsibility.
  • Professional or nonprofessional experience in administrative work and/or professional regulation, or consumer complaint program work, interviewing, business administration, customer or public relations, investigations, insurance, utilities engineering or utilities rate analysis may be substituted on a year-for-year basis for the required college education.
