The Hart County Board of Commissioners met December 12th, 2006 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

Chairman Joey Dorsey presided with Commissioners R C Oglesby, Daniel Reyen, Gary Mize and Ricky Carter in attendance.

Prayer was offered by Rev. Steve Williams of Hartwell First Baptist Church.

  1. Pledge of Allegiance

Everyone stood in observance of the Pledge of Allegiance.

Chairman Dorsey called the meeting to order.

Chairman Dorsey welcomed those in attendance.

  1. Approve Agenda

Commissioner Reyen entertained a motion to approve the meeting agenda. Commissioner Oglesby provided a second to the motion. The motion carried 5-0.

  1. Approve Minutes of Previous Meeting(s)

Commissioner Reyen entertained a motion to approve the minutes of the meetings held on November 28th, 2006. Commissioner Oglesby provided a second to the motion. The motion carried 5-0.

  1. Remarks by Invited Guests, Committees, Authorities

  1. Reports by Constitutional Officers & Department Heads

County Attorney Walter Gordon reported on the results of the recent delinquent tax sale. He presented a lease agreement with Reed Creek Baptist Church for the use of the family life center to hold elections at $250 per day.

Commissioner Oglesby entertained a motion to approve the lease agreement with Reed Creek Baptist Church. Commissioner Mize provided a second to the motion. The motion carried 5-0.

Attorney Gordon reviewed the issue concerning property owned by Dorothy Hall and determined that the property was not sold for delinquent taxes.

None

  1. Chairman's Report

Chairman Dorsey announced that the second meeting of the month of December is cancelled due to the Christmas holidays.

Chairman Dorsey directed Administrator Caime to contact the BOA to insure that industries received their Freeport exemption on the current tax year digest.

  1. Commissioners' Reports

Commissioner Oglesby entertained a motion to change the county policy to include 1/2 day off prior to Christmas Eve. Commissioner Carter provided a second to the motion. The motion carried 5-0.

Commissioner Reyen and Carter wished everyone a Merry Christmas & Happy New Year.

Commissioner Reyen entertained a motion to recognize employees for their years of service with a resolution and plaque. Commissioner Oglesby provided a second to the motion. The motion carried 5-0.

Administrator Caime was directed to develop a time line to recognize employees.

a)  Library Carpet Bids

The following companies submitted sealed bids for the carpet:

Bowers Flooring $47,268.31

MeMe's Floor Covering $42,871.50

Commissioner Reyen entertained a motion to defer the bids to the County Administrator and Library Director for review and recommendation. Chairman Dorsey provided a second to the motion. The motion carried 5-0.

a)  Board Appointments (2) Joint Development Authority

Commissioner Reyen entertained a motion to appoint Ronnie Weaver to serve on the Joint Development Authority. Commissioner Carter provided a second to the motion.

Chairman Dorsey entertained a motion to table the appointment. Commissioner Oglesby provided a second to the motion. The motion carried 3-2 (Commissioners Reyen and Carter opposed).

b)  Board Appointments (3) Recreation Advisory Board

Commissioner Oglesby entertained a motion to re-appoint Lenford Smith to the Recreation Advisory Board for a two year term expiring December 31, 2008. Commissioner Mize provided a second to the motion. The motion carried 5-0.

Commissioner Oglesby entertained a motion to table and advertise the remaining (2) appointments for the Recreation Advisory Board. Chairman Dorsey provided a second to the motion. The motion carried 4-1 (Commissioner Carter opposed).

c)  Board Appointment (1) RC&D

Commissioner Oglesby entertained a motion to re-appoint Kenneth Fleming to serve on the RC&D for a one year term expiring December 31, 2007. The motion carried 4-1 (Commissioner Carter opposed).

Chairman Dorsey entertained a motion to table the remaining appointment until January. Commissioner Oglesby provided a second to the motion. The motion carried 4-1 (Commissioner Carter opposed).

Chairman Dorsey noted that no one submitted their name to be considered for the Board of Tax Assessors.

Commissioner Oglesby entertained a motion to re-appoint Commissioner Reyen to serve on the Ga. Mtns. RDC. Commissioner Mize provided a second to the motion. The motion carried 4-1 (Commissioner Carter opposed).

Chairman Dorsey entertained a motion to advertise for the BOA board position and the Board of Health physician. Commissioner Carter provided a second to the motion. The motion carried 5-0.

d)  Add BOC Members to BOA Planning Committee

Commissioner Oglesby entertained a motion to appoint Commissioner Reyen and Chairman Dorsey to serve on the BOA Planning Committee. Commissioner Carter provided a second to the motion. The motion carried 5-0.

e)  Final Adjusting Budget Amendment FY06

Commissioner Oglesby entertained a motion to adopt the budget amendment as presented. Commissioner Reyen provided a second to the motion. The motion carried 5-0.

f)  Jail Food Bid

Commissioner Oglesby entertained a motion to extend the jail food contract with Tater House Grill for an additional year at the current price per meal. Commissioner Reyen provided a second to the motion. The motion carried 5-0.

g)  Beer & Wine License Renewals

Commissioner Oglesby entertained a motion to approve the beer & wine license renewals. Commissioner Reyen provided a second to the motion. The motion carried 5-0.

h)  Corries Point Subdivision (Norman Road)

Commissioner Oglesby entertained a motion to approve Corries Point Subdivision. Commissioner Mize provided a second to the motion. The motion carried 5-0.

i)  Goldmine Village Mobile Home Park

Commissioner Oglesby entertained a motion to approve Goldmine Village Mobile Home Park. Chairman Dorsey provided a second to the motion. The motion carried 5-0.

j)  Franchise Fees - Commissioner Carter

Chairman Dorsey entertained a motion to table the issue.

Commissioner Reyen entertained a motion to draft a letter to the PSC to support the petition of Cobb County and ACCG. Commissioner Carter provided a second to the motion. Chairman Dorsey withdrew his motion to table the issue. The vote carried 4-0 (Commissioner Oglesby abstained).

k)  Courthouse - Commissioner Carter

Commissioner Carter reviewed the Executive Summary from Administrator Caime pertaining to the courthouse space issues. He also noted the option of constructing a regional courthouse. Attorney Gordon responded the concept of a regional courthouse would need to be a through examination of the issue and a concurrence of the State and State Legislators.

l)  Road Department Job Descriptions - Commissioner Carter

Commissioner Oglesby entertained a motion to table the issue and schedule a work session January 23, 2007 at 5:30 p.m. Chairman Dorsey provided a second to the motion. The motion carried 4-1 (Commissioner Carter opposed).

m)  General Fund Cash Flow - Commissioner Carter

Administrator Caime presented the information in regards to the county's general fund cash flow. No action was taken.

Commissioner Oglesby presented Commissioner Carter with a plaque for his service to the county.

Commissioner Carter stated that it was an honor to serve the people of Hart County.

  1. Executive Session - Real Estate, Personnel

Commissioner Oglesby entertained a motion to exit into Executive Session to discuss real estate and personnel matters as allowed by O.C.G.A. 50-14-2, 50-14-3 and 50-14-4(b). Commissioner Reyen provided a second to the motion. The motion carried 5-0.

With no further action taken during Executive Session, Commissioner Reyen entertained a motion to exit and convene the regular meeting. Chairman Dorsey provided a second to the motion. The motion carried 5-0.

Commissioner Reyen entertained a motion to purchase a 69 acre tract of property. Commissioner Oglesby provided a second to the motion. The motion carried 5-0.

Commissioner Oglesby entertained a motion to adjourn the meeting. Commissioner Carter provided a second to the motion. The motion carried 5-0.
