Re: Policy on the use of seals for securing imported Full Container Load (FCL) and Full Truck Load (FTL) shipments into the United States
Background:
Meritor is a member of the Customs-Trade Partnership Against Terrorism (C-TPAT). As a member of this program, we have made a commitment to assisting in the securing of the international supply chain. The benefits of membership in this program include reduced inspections at the border, usage of the Free and Secure Trade (FAST) lane at the border for crossings, and expedited processing of Customs clearances.
With the benefits of membership in the program, there are also certain commitments that we have made to US Customs and Border Protection. One of these is the implementation of a container seal program for our imported FCL and FTL shipments. This policy has been established in order to outline the requirements for seal usage as they relate to Meritor imports.
Policy
(FCL)
Shipper Responsibilities
· All FCL shipments to Meritor in the United States or Canada must be secured using a high security seal. The seal must be compliant with the ISO/PAS 17712 standards and must be affixed to the container at the time of loading for export to the United States or Canada. (Examples of high security seals, as detailed in the ISO standards, are high security bolt seals, high security cable seals, and high security padlock/handcuff seals.)
· The seal number must be noted on all shipping documentation (i.e. Bill of Lading/Invoice/Packing List) at the time of shipment.
· Unused seals should be stored in a safe and secure location where they cannot be accessed by other than by authorized personnel.
· Vendors not using high security seals will be contacted through the procurement department and action will be taken against those vendors refusing to comply with this program.
Receiver Responsibilities:
· Upon arrival at a U.S. or Canada Meritor location or at a location which deconsolidates containers on behalf of Meritor, receiving personnel must verify that the integrity of the seal has been maintained from application at point of shipment to arrival in the United States or Canada. Receiving personnel should match seal on container with seal number indicated on shipping documentation.
· Receiving records must indicate seal number on the receiving report.
· Any violation of the integrity of the container seal should be reported immediately to Marco Delicato, Import Compliance manager (248-435-1460, ). In addition, receiving locations should document any evidence of tampering with seals through digital photographs of the seal. These photographs should be maintained with the receiving records and also sent to Marco Delicato.
· Containers arriving at Meritor facilities without a high security seal applied should also be reported to Marco Delicato.
· With usage of these seals, receiving locations will need to have bolt cutters available to them to open the trailers and containers arriving at their locations.

· All FTL shipments from Canada and Mexico into the United States must be secured using a high security seal. The seal must be compliant with the ISO/PAS 17712 standards and must be affixed to the trailer at the time of loading for export to the United States. (Examples of high security seals, as detailed in the ISO standards, are high security bolt seals, high security cable seals, and high security padlock/handcuff seals.)
· The seal number must be noted on all shipping documentation (i.e. Bill of Lading/Invoice/Packing List) at the time of shipment.
· For LTL shipments, the consolidator in Canada or Mexico is responsible for affixing the seal to the trailer prior to crossing the border. This seal will be removed at the carriers deconsolidation facility within the Untied States and verification of seals for LTL moves is not the responsibility of Meritor plant personnel.
· Responsibility for affixing the high security seal on multiple stop (milk-run) shipments from Canada and Mexico to the United States lies with the location which is the last to load materials prior to crossing the border. This seal may be provided either by the carrier or the shipper, however, it must be affixed prior to import into the United States.
· Vendors not using high security seals will be contacted through Meritor’s procurement department and action will be taken against those vendors refusing to comply with this program.
