  1. Can I submit for more than one service?

Yes, please submit as many Statement of Qualifications (SOQs) as you have experience in providing construction services, and are capable of performing high quality work.

  1. What is the difference between this RFQ for On CallServices shortlist for Contractors and the 2013 SEMSWA Drainageway Contractor RFQ?

RFQ 2014-2 for On-Callconstruction servicesshortlist is to obtaina select group of pre-qualified contractorsto perform tasks less than $30,000. The 2013 RFQ process was to obtain a pre-qualified invite list specifically for draingeway contractorsto construct projects with an estimated cost range of $200,000 to $500,000. This RFQ provides an opportunity for SEMSWA to contract with a pre-qualified Contractor for those minor projects under $30,000.

  1. Does being on the SEMSWA Drainageway Contractor invite list exclude a firm from being on the On CallConstruction Services shortlist?

No. Firms that qualify and meet the requirements of this RFQ can be onboth theOn Call Construction Services shortlist and on SEMSWA’s Drainageway Contractor invite list.

  1. Do you have to be on the SEMSWA Drainageway Contractor invite listin order to be pre-qualified for construction projects larger than $30,000?Will there ever be a Task greater than $30,000 for On Call Construction Services?

The On Call shortlist will always be for construction Tasks under $30,000.Certainly, pre-qualified SEMSWA Drainageway Contractors are encouraged to also be pre-qualified for the under $30,000 construction tasks. However, those Contractors pre-qualified as part of this RFQ for the On Call shortlist are not pre-qualified for the SEMSWA Drainageway Contractor invite list.

  1. Can Contractors overlap and be on more than one On Call Construction Services shortlist?

Yes

  1. How does SEMSWA’s On Call Construction Services shortlist relate to other jurisdiction, agency or UDFCD’s construction contractor lists?

The firm does not need to be on any SEMSWA pre-qualified list to be selected by UDFCD for a UDFCD-lead project, or for any other partner agency-lead project. The On Call Construction Services shortlist provides a group of pre-qualified Contractorsto conduct discrete construction Tasks for SEMSWA.

  1. Can a firm pre-qualified for Section F-1 also be used for tasks under Section F-2 even if they have not been shortlisted for that Section?

No, the firm needs to be pre-qualified for each section in order to perform tasks under that construction services section.

  1. Will every construction services Section have tasks to be performed in 2015? Can you tell us which ones have the most tasks available?

No and No. Work tasks under each construction services section are dependent on budget availability, and SEMSWA makes no guarantee about the number of tasks.The type and number of tasks are unknown at this time.

  1. Will there be a Pre-submittal meeting?

No. This FAQ will provide many answers for the expected questions, and questions may be emailed to SEMSWA per the Instructions.

  1. Minor Construction Services is very wide-ranging. Can you explain a bit more about what you are expecting as an ‘experienced Contractor’?

This section in intended to narrow specialists and general constructionstormwater services specifically with respect to water quality, innovative treatment technologies for natural systems, retrofits, and pilot projects, and State stormwater permit compliance. While the focus of this section will be field tasks associated with environmentalconstruction aspects and permit compliance, this section also pre-qualifies those firms with specialized ancillary services that may be required to meet additional small construction project needs.

  1. Is there a cap on the number of Tasks that can be performed by a pre-qualified Contractor?

No

  1. Do you have to compete for tasks if selected as an On Call Construction Services shortlist for a section?

No. Contractors on the on-call list will be selected based on expertise and experience on a task-by-task basis. SEMSWA Managers may discuss the scope of tasks with multiple on-call consultants in a section.

  1. How should total billing be identified in the Relevant Experience section for projects that are not publicly funded, and the contract maybe confidential?

Confidential billings associated with projects highlighted in the Relevant Experience section can be noted as “private improvements with billing information unavailable due to confidentiality”. However, if available, the project cost and applicable contact may still be included.

  1. Are minor edits to the SEMSWA standard contract allowed?

SEMSWA’s contract is standard, and acceptance of the contract is 5-points towards the total 100. If minor non-substantive changes are desired, these changes should be noted in the SOQ package. SEMSWA reserves the right to reject SOQs based on substantive exceptions to its terms and conditions. Non-substantive changes may be considered, but selection criteria points may be adjusted.

  1. If selected as an On-Call Contractor for a Section, will the contract automatically be renewed after a year?

The On-Call term for each selected Contractoris through December 31, 2016, or a two year term, subject to satisfactory performance. Contractors can be removed at SEMSWA’s discretion for unsatisfactory performance. At the completion of 2015, contractors maybe asked to submit an updated Questionnaire. SEMSWA, at its discretion, may renew contracts for an additional year (2017).

  1. Does submitting for more than one Section require submitting multiple Contractor Questionnaires?

No. Only one Contractor Questionnaire needs to be submitted for each company.

  1. Why are the projects highlighted in Relevant Experience section limited to project less than $100,000?

Because the On-Call projects are limited to $30,000 for each Task, highlighting projects less than $100,000 will allow for a better comparison.

  1. Can you explain the electronic submittal process through the SEMSWA website?

There will be a RFQ Submittal Form available on the SEMSWA website, on the Customer Service page, that can be completed by the firm, and an option to upload the SOQ(s) and Questionnaire in the form. This form can also be accessed from the “Latest News” link for the RFQ Submittal process.
