Transition Arrangements

This qualification has been reviewed and replaced bythe New Zealand Certificate in Civil Works (Level 4) with strands in Earthworks, Road Construction, Concrete (non-structural), and Road Maintenance [Ref: 2688].

The last date for entry into training programmes for the replaced qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018.

People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Purpose

This national certificate recognises the knowledge and skills required by people working in the civil construction and maintenance industry. People awarded this qualification will be able to demonstrate knowledge of civil construction works, a fundamental knowledge of earthworks, and a range of mathematical skills. They will be able toread and interpret civil construction plans; locate and identify services; carry out manual excavation; hand-spread materials; assist with mechanical compaction; maintain small plant and equipment; maintain, transport, and store roadwork signs; maintain records; and communicate on civil construction sites.

This qualification contains four core elective sections ensuring individuals include standards covering the areas of health, safety and environment; measurement; number; and civil plant, civil works and maintenance. Companies and individuals are encouraged to choose the most appropriate set of skills and knowledge to suit the work undertaken and meet their requirements under Health and Safety in Employment legislation.

This qualification includes ten strands specialising in Concrete Kerb and Channel; Concrete Work; Culverts and Drainage Systems; Interlocking Paving; Retaining Structures; Road Construction; Road Maintenance; Road Safety Barrier; Roadside Amenities; and Traffic Signage. These specialisations allow people to choose the area, or areas that meet their work requirements.

Individuals completing this qualification may also wish to continue on to achieve the National Certificate in Civil Construction Supervision (Level 4) [Ref: 1324], or complement this qualification through achievement of the National Certificate in Civil Plant Operation with strands in Culverts and Drainage, Earthworks, Road Construction, and Road Maintenance [Ref: 1325] and/or the National Certificate in First Line Management (Communications and Quality) (Level 3) [Ref: 0743], or its replacement.

This qualification is an alternative to the expiring National Certificate in Road Construction [Ref: 0772], National Certificate in Civil Construction Works (Introductory Skills) [Ref:0770], National Certificate in Civil Works and Services [Ref: 0771], and National Certificate in Roading Maintenance [Ref: 0773].

Version 2 was issued in order to update content.

Changes to structure and content

  • Expiring standards 6400-6402 were removed from Core Elective 1.
  • Expiring standards 5228, 5241, 8492 and 20662 in Core Elective 2 were replaced with standards 26567 and 26627.
  • Expiring standards 5225, 5235, 8491 and 20663 in Core Elective 3 were replaced with standards 26623 and 26626.
  • Expiring standards 6457 and 6467 in Core Elective 4 were replaced with standards 26717, 26718, and 27500.
  • Expiring standards 12025, 12033 and 12034 in the Concrete Work Strand were replaced with standards 26048, 26051 and 26052.
  • Total credits for the qualification with the Concrete Work Strand increased from 89 to 107.
  • Standard 12569 was removed from the Road Construction Strand and replaced with standard 17501.
  • Total credits for the qualification with theRoad Construction Strandreduced from 88 to 80.
  • Expiring Civil Infrastructure Health, Safety, and Environment domain in Core Elective 1 was replaced with Infrastructure Works Health, Safety, and Environment domain.
  • Title of the qualification was updated to National Certificate in Infrastructure Works with strands.

Previous versions of the qualification

Version 1 was developed as part of a review of Civil Plant Operations and Management, and Civil Works and Services unit standards and associated qualifications. As a result of the review the following qualifications were designated as expiring, as they no longer met industry requirements:

National Certificate in Civil Construction Works (Introductory Skills) [Ref: 0770];

National Certificate in Civil Works and Services [Ref: 0771];

National Certificate in Road Construction [Ref: 0772];

National Certificate in Roading Maintenance [Ref: 0773].

There was no formal replacement relationship between this qualification and the expiring qualifications above, and this qualification was offered as an alternative rather than as a replacement to them. However, common elements exist between the expiring qualifications and this one. The National Certificate in Civil Construction Works (Introductory Skills) [Ref: 0770] has many standards common to the core compulsory and core elective sections of this qualification, while the National Certificates in Civil Works and Services [Ref: 0771], Road Construction [Ref: 0772], and Roading Maintenance [Ref:0773] each have many standards common to the core compulsory and core elective sections, and the strands of this qualification.

As barriers to completion may be present in the expiring qualifications, the new qualification was designed to provide a wide range of flexible choices and to consider recent and possible future industry requirements and trends. Accordingly, individuals currently enrolled in any of the expiring qualifications should check the degree to which the standards they have achieved will satisfy the requirements of the new qualification, including the strand(s) best suited to their work requirements, and consider transferring to it. If transferring, candidates will need to gain credit for the additional standards required.
