2. Project Title: Coyote/Carbon Creek Watershed Management Study (Feasibility Phase)
3. Project Purpose – Problem: (problem being addressed) In 2001, the U. S. Army Corps of Engineers initiated a comprehensive
study of the Coyote/Carbon Creek Watershed. The Corps completed the Reconnaissance Study in June 2001 and the Project
Management Plan was completed on 26 September 2002. The Coyote/Carbon Watershed is a very urban watershed with
flooding problems, lack of native riparian vegetation and deficient water quality.
4. Project Goals:
a. Short-term Goals: The goal of this project is to develop an integrated, highly collaborative watershed management plan
(Feasibility Phase) to create a healthier Coyote/Carbon Creek Watershed. The majority of the work for this project will be
completed by the Los Anglesles District of the U. S. Army Corps of Engineers. The first major goal will be the completion of a
Baseline Conditions Report. The Baseline Conditions Report (F-3 Milestone) will determine surface water hydrology with base
(dry season) flows and flood peaks; channel widths, depths and conditions; flood-prone areas and flood-related damages,
sediment transport conditions, areas of river aggregation and degradation, bank erosion and related damages; bank protection,
bridges, grade control structures, and detention basins; wastewater facilities with treatments plants and major conveyance lines;
surface water quality; groundwater location, depth and quality and major well locations; recreation facilities with parks,
trail linkages, golf courses, school yards, major open space; riparian vegetation and wildlife habitat; cultural resources
inventory; existing infrastructure (roads, water mains, major electricity/gas, railroads and landfills); land development,
densities, ownership and land use patterns and open space. The second goal will be to develop alternatives for constructed
improvements to improve the health of the watershed.
Other planning goals include:
1. To increase the quantity and quality of wetland and riparian habitat.
2. To reduce concentrations of ammonia and silver and address coliform, algae and abnormal fish histology in the watershed;
and restore beneficial uses designated by the Regional Water Quality Control Board.
3. To increase passive and active recreation opportunities in the Watershed.
4. Improve beach nourishment opportunities from sources in the Watershed.
5. Educate the public on watershed related issues.
6. To improve the aesthetic conditions in flood control channels.
7. To reduce the presence of invasive exotic species.
b. Long-term Goals: The long term goal is to construct physical improvements within the Watershed based on the
recommendations in the Corps Watershed Management Study.

Orange Counties. The Orange County cities include Brea, Buena Park, Fullerton, La Habra, La Palma, Los Alamitos, Cypress.
