Dear Participants,

In preparation of the workshop you find here attached the Agenda (1. Agenda CYP 2016) and the Prospectus (2. Prospectus CYP 2016), where the Scope and Outcomes of the workshop are provided.

The workshop is focussed on the ‘National Strategy for Education and Training in Radiation, Transport and Waste Safety’, as a way to build competence in a sustainable and timely manner, addressing the national E&T needs. For that purpose an IAEA guidance has been developed (3. Draft Safety Report Series National Strategy - PC_6115_Final). The guidance was disseminated and applied during the regional workshops organized in the period 2012-2015. In the 2014 workshop a template was agreed for developing a Policy framework providing the umbrella for the following establishment of the National Strategy (4. Template - Policy for establishing the Nat Strat).

In line with the Prospectus, you are asked to complete some actions before attending the workshop, depending on the participation of your country in the previous workshops (from 2012 to 2015), and on the initiatives already taken towards the establishment of a National Strategy.

Material prepared for Sessions 2 and 3 (see below) shall be provided by e-mail to the facilitators of the workshop - Mr Rustem Paci () and Andrea Luciani () - by 23th September 2016. You will be contacted for any need of amendment and improvement.

·  Using the template and the instructions their provided (4. Template - Policy for establishing the Nat Strat), please draft a national policy for education and training in radiation, transport and waste safety. Further information on the policy is provided in section 2.3 of (3. Draft Safety Report Series National Strategy - PC_6115_Final) (a).

(Suggestion: Being a policy document, it should not be longer than few pages).

(a)  Note: if your country has already in place a national policy document (for example generally in radiation safety) that clearly includes provisions for E&T in radiation safety, please:

bring the policy document along with you;

fill (where appropriate) the different sections of the ‘4. Template…’ for the policy with the information as extracted from your national policy document

·  Carry out and bring along the analysis of the E&T needs based on:

‒  facilities installed and activities undertaken in the Member State;

‒  national education and training requirements for personnel working with ionizing radiations or having responsibilities in radiation protection and safety;

Please, refer to the Table in the template (5.Analysis E&T Needs Table) to analyse the E&T needs. At the end of the template there are instructions on how to use the Table. The table should be adapted to reflect the relevant categories of personnel that have to be trained, and to include the relevant practices in your country. Example of an analysis of E&T needs is given in Annex I, Table 1, of the guidance (3. Draft Safety Report Series National Strategy - PC_6115_Final).

Bring along with the filled Table with the analysis of E&T needs. It will be used in the working group sessions during the workshop.
