Semi-Annual Meeting Minutes

April 3, 2017

The semi-annual meeting for The Viningsat Germantown HOA was held on 04/03/2017 at The Orchard Church at 6:30 PM. Minutes were recorded by Kristen Barlow, secretary.

The president, Jaime Picunko, called the meeting to order at 6:59PM, welcomed the homeowners, and introduced the board.

The minutes from the previous HOA board meeting (dated 03/09/2017) were read aloud by the secretary. The minutes were approved.

A slide show was presented to the homeowners present at the meeting.

The following are notes from discussion during presentation:

Finance Committee – Jaime Picunko

  • Copies of 2017 budget provided and reviewed
  • Stayed within 2016 budget with mild excess to apply to pool maintenance and furniture replacement for 2017 season

Grounds Committee – Dan Lohrman

  • Discussed potential playground flooring options
  • Discussed potential issue/outage with front gate lights
  • Reinforced how to report grounds issues via website or Keith Collins

Architectural Review Committee (ARC) – Dan Lohrman

  • Shared most common ARC violation is lawn weeds
  • Homeowners asked questions about how to reinforce landscaping rules
  • Violations are identified during routine monthly ARC violation canvas
  • Offending homeowners are sent letter and escalating fine policy is in effect
  • Reinforced neighbor-to-neighbor contact is best method to address any issues; otherwise report to board via website or Keith Collins

Pool and Playground Committee – Kristen Barlow

  • No additional discussion

Communication Committee – Sam Shaw

  • Homeowner asked if we can do flyer with “good and bad” news such as a reminder about not leaving grass clippings on curb with announcement about upcoming events

Unfinished Business –Jaime Picunko

  • Homeowner asked about electronic ballot for 2nd amendment
  • Suggestion to use ballot box at all neighborhood events

New Business –Jaime Picunko

  • Various questions raised by homeowners:
  • Can CCR violations be made public such as posting on website?
  • How can we better manage dogs breaking loose in neighborhood?
  • Potential to add signage to “curb your dog” or private property
  • Lock walking gates and rekey to common pool gate key to prevent outsiders from using our neighborhood to walk dogs
  • Can the HOA be registered with the City of Germantown for no solicitation?

Election of New Board – Keith Collins

  • Quorum reached via proxy at 6:59PM
  • Homeowners elected 7 directors to serve on HOA board
  • The following incumbent homeowners were voted to the board:
  • Jaime Picunko
  • Dan Lohrman
  • Kristen Barlow
  • Millie Cohen
  • Ken Fagans
  • Sam Shaw
  • Carmie Spillers added as new board member

The informational meeting ended at 7:54PM.
