Minutes for September 12, 2013

Chair Mark Crowellcalled the meeting to order at 9:10am. The meeting took place at13640 NW Main Street, Banks, Oregon.

All members presentintroduced themselves.

HOST PRESENTATIONS

Allison George, Stakeholder Development Manager of Washington County Visitors Association,began by educating the group about the Washington County Visitors Association (established 1983) stating it is a not-for-profit organization funded by a portion of the lodging taxes collected by hotels in Washington County. Their mission is to increase economic viability of Washington County and the communities therein via tourism.

Several state agencies partnered to create the Oregon Scenic Bikeway Program. The program is the only one of its kind in the country and was created to attract tourism and bicycle tourists. Ms. George explained the process by which the Tualatin Valley Scenic Bikeway was created adding that recreational bicycle travel had $400 million dollars in Oregon’s budget in 2012.

The scenic bikeway development committee is headed by Alex Phillips, Bicycle and Pedestrian Coordinator for the Oregon Parks and Recreation Department. When considering route development, the committee requires routes be scenic andnatural, roads must be existing and in good condition, and traffic speed and volume are also considered.

The Tualatin Valley Scenic Bikeway, one of eleven in Oregon, was just approved by the Oregon Parks and Recreation Department in May of 2013 and is the closest scenic route to Portland. Ms. George provided the history of the development of the Tualatin Valley Bikeway, which begins at Rood Bridge Park in Hillsboro and ends near Vernonia at the end of the Banks-Vernonia State Trail.

Ms. George concluded by informing the members of the September 16, 2013 inaugural ride/ribbon cutting ceremony at Rood Bridge Park and presented each attendee with an inaugural ride bandana.

FINANCIAL REPORT

Mark Crowellpresented the current budget and asked for a consensus to adopt the budget as the 2013-14 Budget. He mentioned most agencies have paid their dues. Keith Lewis made a motion to adopt the current budget for the 2013-2014 fiscal year; motion was seconded by Dave Willer. Motion carried unanimously.

COMMITTEE REPORTS

RDPO Update

Keith Lewis reported he had attended the RDPO meeting. Through the RDPO, Hillsboro public works had secured an emergency response vehicle, 1-2 Variable Message Reader Boards, as well as an emergency water purification system for the water department. He stated the funds for the program are waning, but some opportunities still exist.

Storm/Sanitary

Mark Crowell reported a meeting had taken place on September 11, 2013. He stated Jay Holtz and Tony Gilbertson of Clean Water Services gave a presentation on a study on storm water filter vaults and their effectiveness.

Training

Mark Crowell reported the consensus of the CPAWC was a preference to pay workshop fees with a credit card or by on-line checks. He added if this created a problem for any agency, the co-op would send out an invoice for payment.

Mr. Crowell reminded the members that the CPAWC Workshop is scheduled for November 13, 2013. The format will be different this year with two keynote speakers (Robin Rose and John Reid) and just one break-out session.

Keith Lewis advised Washington County has a defensive driving training coming up soon and that there may be opportunities for others to attend.

NEW BUSINESS

Mark Crowell reported he had received an inquiry on where to buy volleyball sand. Lynn Johnson of Sherwood stated he had researched sand in the past and recommended Fazio Brothers in Vancouver as a source for the sand.

Keith Lewis reported on the cooperative efforts from multiple agencies to resolve a flooding issue on the Fanno Creek Trail. Tualatin Hills Parks and Recreation, City of Beaverton, Clean Water Services, Tigard Park and Recreation all met on site and developed a solution to the flooding problem.

Mr. Lewis also reported on the cooperative efforts of Washington County, ODOT, the railroad and City of Forest Grove to repave a section of Highway 47 at Fern Hill Road. Dave Willer and Mr. Lewis agreed it was a successful cooperative effort.

Mr. Lewis suggestedChris Walsh, who replaced Mary Davis at Washington County, be given an invitation to attend CPAWC meetings. Mr. Walsh has organized the winter planning meeting which will take place on Thursday, October 31, 2013.

Dale Fishback reported beginning October 14, 2013 the Washington County (water) supply line will be down for approximately two weeks due to light rail construction. There should be little risk for supply issues from this closure.

He also stated Tualatin Valley Water District has a 30” trench roller available to borrow when needed.
