JOB PURPOSE

The post involves working with employers and partners to recruit learners, co-ordinating and delivering the vocational learning programme and ensuring the progression of learners to work placements, sustainable employment and work-focused learning.

PRINCIPAL RESPONSIBILITIES

1.  Responsible for managing, organising and delivering an outcome focused quality learning programme, including profiling and recruitment.

2.  Actively engage with employers to create workplace opportunities and respond to referral agencies to interview, guide and select learners for work-based learning opportunities.

3.  Conduct interviews, initial assessments and produce appropriate learning plans for learners ensuring that the agreed objectives are achievable.

4.  Identify suitable work placements and undertake Health and Safety assessment. Conduct workplace reviews and assessment with the employer and learner.

5.  Monitor the delivery, effectiveness and appropriateness of learning plans through detailed and robust reviews which takes into account the views of learners, employers and delivery staff.

6.  Carry out induction training, including identification and assessment of learners’ initial competence and identify areas which will require additional support.

7.  Undertake assessment and/or internal verification duties (if applicable) ensuring that Awarding Body strategies are maintained and implemented.

8.  Ensure that appropriate records are maintained and processed in line with DfES(SHELL)/DWP and other lead body contract specifications and awarding body requirements.

9.  Maintain learner files in good order and have all paperwork, learning details and progress up-to-date and available for any audit or inspection at all times.

10.  Plan and prepare delivery sessions as required including schemes of work and lesson plans in line with national occupational standards.

11.  Provide regular, accurate reports within own area of responsibility to the management of Futureworks.

12.  Work as a flexible and supportive member of the team participating in new initiatives as and when required.

13.  Represent and market Futureworks with employers, external agencies and at presentations, seminars, recruitment events, working groups when required.

14.  Contribute to the quality assurance and self-assessment processes of the organisation to include awarding body and Estyn Framework standards.

15.  Attend meetings and be actively involved and contribute to the development of new systems and procedures as required.

16.  Maintain effective working relationship with awarding bodies/sub contractors ensuring that agreed action plans are delivered within the targets and time scales agreed with DfES(SHELL)/DWP or lead providers.

17.  Act as a mentor to the learner and employer (if applicable) to ensure progress is maintained and support their on-going commitment to the programme.

18.  Offer advice and guidance to learners and refer them to external agencies for more specialised help as required.

19.  Carry out pre-exit training and interviews for all leavers from the programme.

20.  Assess the levels of understanding, satisfaction and quality of learners’ experience through the administration of customer satisfaction questionnaires or other evaluation processes.

21.  Maintain personal continuous development by attending appropriate internal and external training sessions and keep a record of all CPD activities.

22.  Undertake other associated duties as requested by your Line Manager.

PERSON SPECIFICATION

1.  Relevant occupational qualifications to NVQ 3 or above (or equivalent).

2.  Hold or willing to work towards TAQA Assessor Award.

3.  Hold a teaching qualification or willing to work towards PTLLS or equivalent.

4.  Good written communication skills. Literacy and numeracy skills at Level 2 or above. Hold or willing to work towards a qualification to support learners with literacy and numeracy skills.

5.  3-5 years experience in an advisory/training/supervisory capacity within the working environment, education, training or voluntary sector.

6.  Competence in the use of a range of IT systems and packages. Good administrative skills and experience of using administrative processes to manage work flow.

7.  Good verbal communication skills. The ability to communicate and work effectively with employers, learners, colleagues and external agencies.

8.  Must be able to manage own and other’s time effectively.

9.  Demonstrate an awareness of the responsibilities towards learners with additional support needs/ethnic minority groups and the support required by the unemployed.

10.  Flexible approach to work, both as an individual and as an effective member of a team.

11.  A broad knowledge/understanding of government skills development initiatives.

12.  A current driving licence and own transport.

13.  Welsh is desirable.
