Creating Proposal PDF

Once you are done with the plans and are ready to put plans on shelf…

  1. If you are a consultant please do this step and skip the rest since the following is done internally (for the time being anyway).
  2. See this video on how to create a blank bid sheet from a MERL Estimate.
  3. Prereq. MERL Est must be created in the Bid Utlity
  1. Be sure that dlr amounts are already filled out from MERL and that “LUMP” is stated for for the Unit Price for all LS pay items. This is done by MERL now.
  2. Make sure that Mobilization as a max dollar amount in the dollar amount.
  3. If the following happens, where you have a the Bid Total line on its own sheet.
  1. You should change the bottom and top margin of the report!

  1. Understand that the estimate part of MERL and bid utility are NOT dynamic and if you make a change to the estimate it will not reflect into the bid utility until you reimport and override the exiting bid in the bid utility. Any bids already imported will be lost!

  3. This process depicts the use of Adobe Professional 9.0. You have some other version which may not be the same.
  4. There is no need to convert word docs into pdfs for merge. Adobe will do this for you.
  5. Figure 1 shows a very important step. You must add new otherwise Adobe will strip all of MDOT SP headers and its names.

Contract Documents

Once the bids have been opened the following happens…

  1. At 11:00 a.m. at the bid openings the bids will be opened and read out loud in the Board Room. At that time the lowest bidder is unofficially determined.
  2. Send extra copies of the plans and proposal book to construction.
  3. Soon after the bid tabulation for each contactor will be entered into MERL by Robin, once this is complete the lowest bidder is officially determined.
  4. A bid recommendation is to be completed to ether reject or accept the lowest bidder. If all bids are rejected are you going to re-bid. You must say why to the Board.
  5. If we are to accept the lowest bid, Robin will put together the contract from legal which is a completely different document. There is talk that we will just staple the proposal book to this contract.
