As an Academic Staff, in Ankara University Beypazarı VOCATIONAL COLLOGE I’ve carried the position of Head of Banking and Insurance Departments for 7 years.
I have prepared and published Project Cycle Management (PCM) technique lecture book (www.seckin.com.tr “third eddition in 2009”). This book is focused on the PCM technique is commonly applied in EU projects and programs for monitoring and evaluation purposes. Through formal and on-the-job training it would be important to transfer knowledge about these systems and procedures to all staff and apply the same as a practical learning tool to the own project situation. Also other project management tools and instruments are to be reviewed for application in the project cycle, in my book. As my Project Coordinator experiences on the EU&WB Projects, I hope I would be helpful to your project as Project Manager.

The main responsibility of the Financial Coordinator of the PMSU within the Ministry Of Health is to monitor the management of the financial flows, related documentation, accounting and periodic reporting in the implementation of different components of Health Transition Project.
Financial Coordinator will perform the following functions:
· Supervise the project budgeting, accounting and related administrative functions, ensuring the application of sound accounting policies and procedure is as well as adequate internal controls.
· Ensure proper documentation for the sources and uses of funds by project category/activity.
· Approve and monitor cash withdrawals and payments out of the special accounts, performing periodic reconciliations with the World Bank records as well as accounting records
· Contribute to monitoring of the procurement process and project monitorable indicators.
· Ensure that all loan conditions relating to financial management and disbursement under the World Bank loan are met.
· Assist the project implementing teams with financial management issues.
· Coordinate the preparation and consolidation of quarterly and annual Financial Monitoring Reports and other required financial reports which will comply with the World Bank standards.
· Ensure the establishment of a sound control environment over accounting and financial reporting.
Maintain the contacts with, and facilitate the work of project auditors.

I have started with the preparation of an acceptable (feasible and conceivable) EU project for Gölbaşı Municipality. I’ve worked for 3 months on the Project Cycle Management. Carrying and coordinating the Vocational Education Project (Training Marketing and Sales Staff). Master trainer. In this project, the participants were chosen by the English examination. Young University graduates were accepted. In the program, the eligible participants received Professional English courses together with Marketing and Sales Techniques. At the end of the program most of the participants had an opportunity for employment.
During this project implementation, I had experiences on EU procurement and finance rules and practice.
