POSITION DESCRIPTION

Position Title: ACCOUNTING TECHNICIAN I & II

Department: Finance

Date: April 2016

GENERAL PURPOSE:

Under general supervision Accounting Technician I and Accounting Technician II, to perform a variety of financial and statistical record-keeping assignments; to make and coordinate entries to accounts payable and receivable; to assist in the processing of purchase orders, business licenses, building permit, petty cash and utility billings; to assist in maintaining the City payroll system and CalPers retirement reporting; to perform cashiering, customer service, and related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Accounting Technician I – This is the entry level Accounting Technician class. Positions at this level usually perform most of the duties required of the position at the Accounting Technican II level, but are not expected to function at the same skill level and exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Provides general office support, public contact and telephone duties. Employees may have only limited or no directly related work experience.

Accounting Technician II – This is the full journey level in the Accounting Technician class. Positions at this level are distinguished from the Accounting Technician I level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, are fully aware of the operating procedures and policies of the work unit. Provides general office support, public contact and telephone duties. May provide direction to lower level accounting support staff. Positions in this class are normally filled by advancement from the Accounting Technician I level. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the Accounting Technician II level.

SUPERVISION RECEIVED:

Under general supervision of the Assistant City Manager

EXAMPLES OF DUTIES AND RESPONSIBILTIES – Duties may include, but are not limited to, the following:

·  Process Accounts payables and receivables; prepare and process utility billing; maintains related records.

·  Prepare daily bank deposit.

·  Assists in process and issuance of purchase orders and other stock supplies.

·  Assists in maintain fixed assets records.

·  Process City payroll; maintains and updates employee compensation records; prepares employee time sheets, processes payroll deductions, including tax withholdings; prepares payroll tax and insurance records.

·  Process business license applications and issues licenses.

·  Processes building permit fees.

·  Makes funds transfers within legal requirements.

·  Prepares payments, checks and warrants for approval and distribution.

·  Gathers, reviews for accuracy, and enters all pertinent financial and other information into computer system.

·  Prepares and/or assists in preparing reports required by the City and other government agencies.

·  Receives and responds to inquiries, requests for assistance, and complaints in areas of responsibility.

·  Performs general office duties, including but not limited to typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.

·  Attends meetings, training, workshops, conferences, etc., as appropriate to enhance job knowledge and skills.

MINIMUM QUALIFICATIONS

Knowledge of:

Accounting Technician I

·  Basic mathematical principles.

·  Principles and techniques used in dealing with the public.

Accounting Technician II

In addition to the qualifications for Accounting Technician I:

·  Methods, practices, and procedures used in account record keeping pertinent to area of assignment including accounts payables, accounts receivables, cashiering, payroll, business licenses, or utility collection and billing services.

·  Accounting mathematics.

·  Principles and procedures of financial record-keeping, reporting, and databases.

·  Principles and practices of payroll administration, record keeping and reporting.

·  Federal and state payroll tax reporting requirements.

·  Automated financial management system used by City of Orland.

·  Journal entry and auditing principles.

·  Cash handling and banking procedures.

·  Government procurement methods.

·  Standard clerical practices and procedures.

·  Modern office technology, including the use of computers for word and data processing and records management; familiar with Word and Excel.

·  Correct English usage, spelling, grammar and punctuation.

·  Record-keeping, report preparation and filing systems and methods.

Ability to:

Accounting Technician I

·  Learn procedures and functions of assigned position.

·  Learn and apply pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.

·  Learn to accurately tabulate, record and balance assigned transactions.

·  Understand the organization and operation of the assigned department and assume assigned responsibilities.

·  Perform general clerical accounting work including maintaining appropriate files and compiling information for reports.

·  Respond to questions from the public and city personnel regarding policies and procedures for assigned area.

·  Perform mathematical computations quickly and accurately.

·  Plan and organize work to meet schedules and timelines.

·  Understand and follow oral and written instructions.

·  Communicate clearly and concisely, both orally and in writing.

·  Establish, maintain and foster positive and harmonious working relationships with those in the course of work

Accounting Technician II

In addition to the qualifications for Accounting Technician I:

·  Interpret and apply all bookkeeping principles and procedures, pertinent laws, codes, regulations, and standards.

·  Prepare and maintain a variety of routine financial statements, reports, records and files. Prepare accurate and complete financial reports from accounting data; reconcile discrepancies in financial records.

·  Understand, interpret and communicate the payroll procedures, rules and regulations.

·  Exercise good judgment, flexibility, and sensitivity in response to changing situations and needs.

·  Perform work effectively despite frequent interruptions and the pressure of deadlines.

EDUCATION AND EXPERIENCE:

Any combination of education and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

A high school diploma or GED equivalent. Completion of college-level coursework in accounting, business or a closely related field is highly desirable.

Experience:

Accounting Technician I - one year of general clerical experience involving public contact and preferably including some financial record keeping.

Accounting Technician II – Three years of increasingly responsible clerical accounting experience.

Other Requirements:

Must possess a California driver's license and have a satisfactory driving record. Bi-lingual English/Spanish is desirable.
