CIRCULAR
Sub : Action to be taken according to Section 24 C(1) regarding co-operation education and training to the Members, Officers and Employees of all types of Co-operative Societies.
According to Section 24-C (1) of the Maharashtra Co-operative Societies Act 1960, provision has been made that, every society, State Government shall organized co-operation education and training for its members, officers and employees through State Federal Societies or State Apex Training Institute as specified by the notification in the Gazette.
Accordingly, the Government of Maharashtra has given recognition to following State Federal Societies or Apex Training Institutes for imparting education in co-operation sector and training in the state according to the notification dt. 10th September, 2014 (Read No. 3) and sub section (1) of section 24 C of Maharashtra Co-operative Societies Act 1960 (XXIV of Mah. 1961)
State Level Institutes :-
1) Vainkunth Mehata Rashtriya Sahakar Prabodha Sansthan, Ganesh Khind Marg, Pune.
2) Yashwantrao Chavan Vikas Prashasan Prabodhini (YSHASA), Rajbhavan Complex, Baner Marg, Pune.
3) Maharashtra State Co-operative Federation, Pune.
4) Training Institute (Apex) of Maharashtra State Co-operative Bank Ltd., Mumbai, Vashi, New Mumbai.
5) Padamshri Dr. Vitthalrao Vikhe-Patil, Sahakar Prabandha Sansthan, Pune.
6) Dhanajayrao Gadgil Sahakar Prabandha Sansthan, Nagpur.
7) Agricultural Banking College, University Road, Pune.
District Level Institutes :
1) Pune District Nagari Co-operative Credit Societies Federation Ltd. Pune – This institute has been given recognition as co-operation education and Training Apex Institute only for the Co-operative Credit Societies in Pune District jurisdiction.
Therefore it is mandatory to all types of Co-operative Societies to take Co-operation Education and Training for its Members, Officers and Employees from the above mentioned Institutes only. Education and Training taken from the institutes other than institutes notified by the State Government shall not deemed to be admissible (authorised).
Similarly following provision has been made in Rule 30A of the Maharashtra Co-operative Societies Rules 1961 for the education and training of the members, officers and employees of the co-operative societies.
30-A – Co-operation Education and Training to the members, officers and employees etc.-
(1) Every Society shall organized education and training programmes for its members, officers and employees every year through State Federal Society or State Apex Training Institute notified by the State Government under section 24 C of the Act.
(2)The duration of the education and training so far as possible shall be as follow :-
(a)For members minimum one day and maximum upto three days ;
(b)Minimum one day and maximum upto three days for the members of the Committee.
(c)Minimum two days for the officers of the society.
(d)Maximum two days and maximum upto seven days for employees.
(3)So far as possible, the members should be incorporated in consecutive five years.
(4)The Committee Members and employees shall incorporated as specified in bye-laws of the society or at least once in five years.
(5)If the concerned societies make request for organizing co-operation education and training to such State Federal Societies or State Apex Training Institutes as notified by the State Government, they shall make an arrangement for providing education and training to the members, officers and employees of that societies.
(6)The Federal Societies or State Apex Training Institutes notified by the State Government shall have following matters:-
(a)Shall have Registered under provisions of the Act or under any other Act.
(b) Jurisdiction shall be Maharashtra State.
(c)Provision of imparting co-operation education to the members, officers and employees of the society shall in their Bye-Laws.
(d)Shall have sufficient infrastructural facilities for providing co-operation education and training to the societies.
(e)They shall have qualified teaching and non-teaching staff on their establishment or panel.
(f)The institutions shall have sufficient experience in the field of imparting co-operation education and training.
(7)The State Federal Societies or State Apex Training Institutes shall have independence to appoint other societies who have infrastructural facilities and experience as their representative for imparting co-operation education and training.
(8)The societies shall make provision every year for giving co-operation education and training fund to the notified State Federal Societies or State Apex Training Institutes and accordingly shall give contribution.
(9)The rate of the contribution given by the Societies every year to the State Federal Societies or State Apex Training Institutes for the Co-operation education and training fund shall be notified by the State Government from time o time. And different rates shall be notified for different societies or class of the societies.
(10)To achieved the objectives specified in the Bye-laws of State Federal Societies or as the case may be the State Apex Training Institutes the management of the education and training fund shall be made by them.
According to the above mentioned provisions, every society should make an arrangement of co-operation education and training from the institutions notified by the State Government.
The provision of annual estimate statement of the society has been made in Section 75 (2) (Viii) of the Maharashtra Co-operative Societies Act 1960. While preparing the said estimate statement financial provision should be made for co-operation education and training for members, officers and employees of the society. Expenditure should be made from the said provision for taking training of members, officers and employees of the society through above mentioned notified institutions.
The State Government may from time to time can notified the institution for the education and training in the co-operative field in the State. Therefore the number of above mentioned Societies may be increased and accordingly that institutions will be also available for imparting training.
With reference to the subject all the Divisional Jt. Registrar, Co-operative Societies are hereby informed that, by taking review in the monthly meetings that whether the co-operative societies in your jurisdiction are taking training or not as mentioned in section 24 C and monthly report in the following from should be submitted to the Commissioner’s Office.
While considering target, it is necessary to take precaution that, all the societies which are registered as per appendix but not in liquidation shall give co-operation education and training to its members, officers and employees at least once in five years.
All trainees should be divided every year. That means during the period of 1st April to 31st March the target of 1/5th Members, officers and employees of all societies should be taken. And see that the training of selected office bearers/Directors/employees/members every year will be done in that year.

Therefore proper action should be taken as mentioned above. Similarly, every Divisional office should submit their above mentioned report every month to this office.
For effective implementation of the provisions in the said law, the working should be made as follow :-
1.The Assistant Registrar / Dy. Registrar / District Dy. Registrar by preparing the list of the societies to whom they are registrar, should take information about total how much members, officers and employees are working in that society.
2. Thereafter should make equal division (1/5the every year) of members, officers and employees of the society to whom co-operation education and training to be imparted during the period of 1st April, 2015 to 31st March, 2020.
3.To chalk out subject list and curriculum of co-operation education and training according to the need and type of every society.
4.Necessary Steps should be taken in view of the participation of the trainees accordingly to the object given every month to the co-operative societies by making correspondence with every co-operative society in respect of imparting training according to their needs.
5.The said education training programme should be organized by the institutions notified by the State Government.
