Trinity Engineering Associates is an engineering technology consulting company headquartered in Cincinnati, Ohio, with expertise in all aspects of radiological sciences and risk assessment, including nuclear and radiological engineering, statistics, hydrology, analytical chemistry, computer modeling, health physics, quality assurance, and information technology. Founded in 1993, TEA offers a spectrum of professionals including engineers, scientists, quality assurance specialists, and research analysts, most of whom have advanced degrees.

TEA’s corporate experience includes provision of radiation/regulatory support services to a variety of clients. For USEPA, we have performed projects ranging from regulatory and technical support for the WIPP Site and Yucca Mountain, to modeling/risk analysis supporting mixed waste rule-making, to preparation and performance of large-scale emergency response exercises. TEA has provided regulatory and technical support to the New Mexico Environment Department under its WIPP support program, particularly in the areas of technical document development, response to comment analysis, RCRA permit support, and RCRA site investigations/audits. Further, we offer expertise in the “nuts and bolts” of the radiation industry, including nuclear plant operations and maintenance, reactor physics, nuclear instrumentation design, and criticality analysis, all of which have been used to support EPA and other clients such as the DOE, DOJ, FEMA, and NIOSH. TEA’s other experience includes risk assessments at the Nevada Test Site and the Fernald site, expert witness testimony for the US DOJ with regard to contaminated site assessment and analysis, development of atomic worker site contamination reports for NIOSH, and evaluation of nuclear power plant emergency response exercises and plans for FEMA.

Quality assurance experience at TEA includes audits and inspections of DOE sites for compliance with ASME Nuclear Quality Assurance (NQA) standards, with particular experience in software quality assurance. TEA has many experienced NQA auditors, including certified NQA lead auditors. Our QA staff also has experience in the ISO 9000 series, and ISO 14000, having developed ISO certified QA programs for commercial organizations.

TEA also provides IT consulting services in database development, custom software development, and connectivity. TEA is a member of the partner programs for Microsoft, Symantec, Hewlett Packard, and Cisco. The company has expertise in databases using SQL Server, ORACLE, and ACCESS, among others; has active development projects in Visual Studio (including .NET technologies), FORTRAN, HTML, XML, and other web technologies. TEA also has recently implemented Virtual Private Network technologies to provide local area network access to remote workers.

Corporate Organization:

TEA staff personnel are located throughout the United States, all of whom are tied together via our information infrastructure. In addition to the Cincinnati area, TEA has employees in New Mexico, Colorado, Virginia, the District of Columbia, and Texas. This geographic diversity gives TEA the ability to easily support programs at sites and locations across the USA. TEA’s management structure follows basic principles that have evolved from our experience conducting work for Federal and State Agencies under large mission support contracts. These principles include a commitment to placing client expectations above internal corporate mechanisms, building quality and up-front planning into all our processes, selection of capable staff, sound project tracking and progress communication, and open communication with clients.

One of TEA's most important organizational positions is the Program Manager. We assign a Program Manager who reports directly to the company President for every contract, and this Program Manager is responsible for ensuring successful completion of all work performed under the contract. The Program Manager is selected based on technical ability in the contract scope of work as well as their proven management capabilities. The Program Manager has direct authority to staff projects and commit TEA resources to ensure work is completed on schedule. If a contract has multiple work orders, the Program Manager may assign Work Assignment Managers who are responsible for day-to-day management of that specific work order, and who report directly to the Program Manager. TEA also employs an independent corporate Quality Assurance manager who reports to the company President, and is responsible for TEA's internal Quality Assurance program, including development of Quality Assurance Plans and procedures, internal assessments, and corrective actions.

TEA maintains a project and work order tracking system to ensure deliverable schedules are met within the prescribed budget. Upon receipt of a work order and throughout the period of performance, information will be entered into TEA's Project Performance system which tracks all project milestones and product delivery dates. This master database is used to allow the Program Manager to monitor upcoming project deliverables to ensure that schedules are met and to ensure that adequate resources are available. Cost tracking and schedule tracking allows the Program Manager and TEA's corporate Contract Specialist to assess project activity and expenditure rates. Significant deviations in either schedule or budget are likely signs that there may be issues that require Program Manager intervention. TEA's management staff holds regular status meetings to monitor the progress and performance of all ongoing work.

TEA has a corporate philosophy of ‘working managers’ and is committed to a matrix approach to staffing that allows maximum staffing flexibility for projects. TEA's managers are expected to be capable of acting as lead technical personnel for the tasks they are leading, rather than acting in a solely management role. This approach has led to TEA having very low management overhead costs and maximizing the return on the client’s dollar. Our organizational structure has proven to provide our clients with a highly responsive team approach that is tailored to the clients needs as opposed to the constraints of a burdensome internal corporate bureaucracy. TEA's structure is simple, streamlined, clear, and flexible. It is designed to place qualified and capable technical managers in active project technical and management roles that best suit the needs of our clients, and to supply those managers with the mix of support personnel that will most efficiently complete the work.

Trinity Engineering will accept Government purchase cards for services over $2,500. Time of delivery for services should be specified on the task order. When expedited delivery, overnight or urgent requirements are specified, please contact Ms. Wood directly.

For orders under the micro-purchase threshold ($2,500), agencies can place an order directly with the contractor of choice. For orders more than $2,500, the following procedures should be used:

Pricing and Labor Categories:

TEA employs professionals in a wide variety of technical disciplines. In order to simplify TEA's rate structure, personnel are categorized according to educational attainment, experience, and professional recognition in their respective fields rather than by specific technical discipline. The qualification requirements for each of the listed labor categories are provided after the Pricing Table.

The pricing below is for the Contract Period of Performance 5/10/2014 – 5/09/2019:

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Environmental Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. The contractor is responsible for paying, at a minimum, the prevailing wage rate and fringe benefit rate requirements in the SCA Wage Determination (WD) Revision Number currently incorporated into this contract. Contractor certified that all awarded labor categories are exempt from SCA, if a future revisions of the WD should result in a higher prevailing wage rate and fringe benefit rate then the contractor is currently paying for a service employee, and the Department of Labor should later determine that his / her position is SCA eligible, the contractor will be responsible for paying the higher of the two wages without adding further burden to the government contract pricing. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the CO and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
