5.1.4Stormwatermanagementareas
1.ThecontrolsbelowapplytotheStormwaterManagementAreasshownonthePrecinctPlan1.
ClevedonPrecinct.
2.AllStormwaterManagementAreaswithintheprecinctmustassumethezoningoftheiradjoiningsubprecinct.WheretheStormwaterManagementAreahasmorethanoneadjoiningsubprecinct,themidpointofthestreamorgullymustbetakenastheboundarybetweenthesubprecincts.
3.TheStormwaterManagementAreasmaybedevelopedinaccordancewiththeunderlyingzoningprovidedthathydrologicalandotherevidencesubmittedwiththeresourceconsentapplicationdemonstratesthatthesubjectlandisnolongerrequiredforthepurposesofstormwatermanagement.
AllbuildingplatformswithinthesubdivisionmustbewhollyoutsidetheStormwaterManagementArea.
4.AllriparianyardswithintheStormwaterManagementAreamustbeplantedinaccordancewitharevegetationplan/programmeapprovedthrougharesourceconsentapplication.Theplan/programmemustcontaina:

b.Plantingplanassessment
c.Annualmonitoringprogramme.
5.Allplantingidentifiedintheapprovedrevegetationplan/programmemustbesecuredbywayofconsentnoticeonthecertificateoftitle,whichmustincludetherequirementforaprogrammeofweedandpestcontrol.
6.Thesubdivisiondevelopermustberesponsiblefortheimplementationoftherevegetationplan/programmeforaperiodof2yearsfromthetimeofplanting.
5.1.5Street trees

2.WherelotsarecreatedintheClevedonsubprecinct3,anyonsitewastewaterservicingshallbesituatedoutsideofthe1%AEPfloodplain,shownasStormwaterManagementAreainPrecinctPlan1.ClevedonPrecinct.Subprecinct3landidentifiedforeffluentdisposalshallincludeprovisionforanominatedwastewaterdisposalmethodappropriatetothesitecharacteristics.

5.2.7Furthersubdivisioncontrolsforsubprecinct3
1.Subdivisioncanbemadeinstagesbymakingreferencebacktotheexistingsite.
2.Inrespectofanysitewithinasubdivisionthatwouldbecapableoffurthersubdivisionunderthesecontrols,furthersubdivisionmustnotbeundertakenofthatsitethatwouldresultinthetotalpermitteddensitybeingexceededwithrespecttotheexistingsite.Thisrequirementmustbesecuredbyasuitablelegalinstrumentwhichmustberegisteredoncertificatesoftitletoensureongoingcompliancewiththiscontrol.
3.WhereanapplicationforsubdivisionconsentisforanexistingsitethatcontainslandbothinsideandoutsideoftheClevedonPrecinct,theareaoflandcontainedwithintheClevedonPrecinct areamustbeconsideredthe“existingsite”or“parentsite”.ThelandoutsideoftheClevedonPrecinctareamustnotbeusedinthecalculationoftheaveragesitesizeforsubdivision.
4.ApplicantsmaywishtorefertotheAucklandCouncilTechnicalPublicationNo.58(TP58)incomplyingwiththerequirementsofthiscontrol.
5.Whereanapplicationforsubdivisionconsentincorporatestwoormoreadjoiningexistingsites,thetotalareaofthelandsubjecttotheapplicationmaybetreatedasonesiteforthesolepurposeofsubdivisionalconfigurationanddesign.
6.Subdivisionthatdoesnotcomplywithclauses5.2.7.14aboveisanoncomplyingactivity.
5.3RoadingNetwork
ThefollowingrulesapplytotheRoadingNetworkshowninPrecinctPlan2:RoadNetwork:
1.RoadsshallbeprovidedinaccordancewiththeindicativealignmentsandroadtypesinPrecinctPlan1:ClevedonPrecinctandPrecinctPlan2:RoadNetworkandtheUnitaryPlanningMapsexceptthat
thealignmentofindicativeproposedroadsdepictedonthenetworkplanshallbedeterminedatthetimeofsubdivisionandaddressedwithinaComprehensiveSubdivisionPlan.
2.RoadsprovidedtotheeastoftheBusinesszonedlandshallincorporatepublicparkingasshownontheProposedLocalRoadEastofClevedonBusinesszonelocalroadcrosssectionbelow.
3.Roadsshallbedesignedandconstructedinaccordancewithcouncil'slatestengineeringstandardsandcodesofpracticeunlessotherwiseprovidedforintheassessmentcriteria andtheClevedonDesignGuidedocumentfoundin2.1ofPart6NonStatutoryDocuments.
4.Roadlevelsshallenableintegrationwithexistingorpotentialroadinglayoutsonadjoiningsites.
5.Allintersectingcarriagewaysshallmeetat90degrees.
6.Thecornerradiusonroadintersectionsshallbe7m,exceptwhereaLocalRoadoraProposedLocalRoadEastofClevedonBusinesszoneintersectswithaDistrictArterialRoad,wherethecornerradiusshallbe10morwhereCouncilrequiresthatalargerradiusisrequiredtoaddressparticularsafetyortrafficflowconsiderations.
7.AllnewroadsshowninthePrecinctPlan1.ClevedonPrecinctandPrecinctPlan2.RoadNetworkshallbebuiltinaccordancewiththecrosssectionsbeloworstandardcrosssections(forculdesacs)providedforwithinthisPlan,exceptthattheCouncilmayapprovechangestothecrosssections:
a.arisingfromthenatureoftopographyorothersignificantconstraints;or
