2. MEETINGS/COACHING NIGHTS BFR meets at least once a month. Events will be advised as required.
Meetings are usually Bankstown District Sports Club, Greenfield Parade, Bankstown. Please note: BFR members under 18 years old must be supervised by an adult. If you are dropped off at the front door, please wait just inside the entrance to your left for a nominated adult to accompany you the meeting room. When leaving must be supervised by an adult to the front entrance. If you have to wait to be picked up at the front entrance, please advise a Director or Officer so you can be supervised until transport arrives. Do not wait on your own.
3. UNIFORM
Our Football NSW uniform is black shirt, shorts, socks and predominantly black footwear. For BDAFA competitions only the BFR, purple shirt may be worn as it does not clash with any current Bankstown club. All referees and assistants at a match must wear the same coloured shirt. Please ensure your shirt colour doesn’t clash with either team, including the goalkeepers.
Other equipment is available from the Gear Steward.
Black undergarments, including thermal wear, may be worn under the uniform. In cold/wet conditions tracksuits and/or BFR approved jackets may be worn with the ref’s permission. The uniform must be worn for all appointments and covered when not officiating. Jackets or other equipment/clothing that indicate a club affiliation should not be worn/used. The uniform should not be worn to and from Football NSW matches.
4. EQUIPMENT
At each match you are required to have:
· a reliable (wrist) stop watch (and preferably a spare)
· two whistles that can be blown loudly, one as a spare
· a notebook, or write-on cards, to record details of the match
· a pen and pencil plus spares
· a coin for tossing at the start of matches
· a set of Assistant Referee’s flags
· Red & Yellow Cards (to be used for Under 10 upwards)
· a copy of the current Laws of the Game
· these ‘Helpful & Handy Hints’
5. APPOINTMENTS
(a) You must not officiate in any match unless appointed by the Rostering Officer.
(b) You are obliged to officiate at all matches to which you are appointed and co-operate with the Rostering Officer. You cannot swap nor do another match without the permission of the Rostering Officer (or a Director if the Rostering Officer is unavailable).
(c) BFR generally uses the MATCHREF appointments system. It is an OPT OUT system. If you are unavailable you must update MATCHREF (or otherwise advise the Rostering Officer) before 6.00pm on the Monday preceding the match. MTCHREF will otherwise assume you ae available. If you become ill or another serious matter will prevent you keeping your appointment you must contact the Rostering Officer URGENTLY by phone.
(d) Appointments will be by email (usually generated by MATCHREF) or by phone call from the Rostering Officer.
(e) Check your appointments. If you think there’s an error or you’re aware of a ‘conflict of interest’ please contact the Rostering Officer immediately.
(f) Please note that appointments are confidential to members of BFR.
(g) Your attendance to your appointed matches is monitored by the Board
6. WET WEATHER
An email or a text message will be sent to your nominated mobile phone advising if games are off or have been moved. If you are unable to receive text messages you will be required to ring the Rostering Officer on the night before the match. Wet weather announcements may be available on the BFR website.
7. MATCH FEES
Fees for BFR referees within BDAFA are as follows. These are set by Football NSW.
Fees for each Assistant are in brackets.
· Under 10/11=$19 ($9)
· Under 12=$25 ($12),
· Under 13/14=$28 ($14),
· Under 15/16=$33 ($16).
· Under 17=$39 ($20),
· Under 18=$43 ($22)
· U19. U21, All Age Men and Women, Over 35 and Premier League Reserve Grade Res=$52 ($26)
· Platinum League 1st Grade=$60 ($30). [PL Crew is $224; this applies for PL1 and PL2]
You should ensure that both teams have paid prior to each match; each team sheet must be endorsed by the host club as ’PAID’ (usually by stamp) for each team. Please collect fees from the Clubhouse after the match. (NB: PL Fees are brought to the referees at the completion of Reserve Grade). You are only required to supply your name and BFR number. Fees must not be collected directly from the team(s).
It is BFR policy that match fees for each game are split evenly between the referee and assistant referee on that game. Where this does not occur it must be reported to the BFR Coach as it suggests that the performance of an Assistant was unsatisfactory.
If there is a forfeit or there is a shortfall in fees collected, you must lodge a claim via the BFR website (for assistance contact the Treasurer, Ron Milne 0419 488 808). BFR submits claims to BDAFA weekly and pays claims a quickly as possible.
8. BEFORE THE START OF THE MATCH
(a) You should be at the ground of your appointment at least 30 minutes prior to the scheduled kick-off time.
(b) Make yourself known to the clubhouse/canteen staff (so they know what fees to collect).
(c) Ensure the field complies with the Laws of the Game. If there is something wrong with the playing field, have the Ground Marshall or host Club official attend to it before the game commences.
(d) As soon as possible prior to kick-off, identify any players whose uniform does not comply with Law 4. Have this rectified prior to kick-off
(e) Ensure undergarments meet FIFA requirements. Undershorts and undershirts should be the same colour as the predominant colour of the shorts or sleeves respectively. Headwear (including the hijab) should (to quote FIFA) “be black or of the same main colour as he jersey (provided that the players of the same team wear the same colour).” If players do not comply the problem may to be addressed in conjunction with the ground marshall.
(f) Obtain the Team Sheets for the match and check it has been marked/stamped that fees have been ‘PAID’. The Ground Marshall should provide you with 2 team sheets (one per team). Make sure the team sheet identifies which team’s sheet it is. Teams may not alter the team sheet once you have it.
(g) Arrange for each team to provide an Assistant if none have been appointed.
(h) Ensure there is a Ground Marshall to assist you during the match.
(i) Blow the whistle to call on both teams at least 5 minutes prior to the start of the match. Both teams need only have the minimum number of 7 players at this time. Ten minutes grace is allowed (from the listed kick-off time) for a team to reach the minimum number. If the match does not proceed you should write “Match did not take place as (team) did not have enough players at (time)” on the back of the team sheet. DO NOT write ‘match forfeited’ as BDAFA will decide this.
(j) An Identity Card (ID) check takes place between the teams 15 minutes prior to the kick-off. You are not to judge a player’s eligibility. Please report any disputes using the Incident Report on the website.
(k) Football NSW has had a ‘NO JEWELLERY’ policy since 2008. BDAFA Clubs have agreed that this be enforced without exception. Referees should set an example.
(l) If a team starts a match short of players they may bring their number of players up to 11.
(m) Players may wear glasses if their ID card shows them wearing these and BDAFA have marked the card noting BDAFA's approval. If a player may need medical attention (eg is an asthma sufferer) they may wear a safe yellow sweatband/tape at the wrist to signify this. The referee should be advised prior to the match re glasses or medical alert bands.
9. PLAYERS PLAYING OUT OF OWN TEAM
If a player plays in a match in a higher age group or division to that in which they are registered, a team official is obliged to record this on the team sheet. Players are not permitted to play down in an age group or division.
10. MODIFIED RULES
Under 12 CORNER-KICKS: corner-kicks are taken 7.5metres from where the Penalty Area line meets the Goal Line, unless the corner flag is closer than 7.5metres. You should mark this on the goal-line prior to the match Goal- kicks are taken from within the goal-area.

11. DURATION OF ‘BDAFA’ MATCHES
· Under 10-12: 25 minutes each way / · Under 13-14: 30 minutes each way· Under 15-16: 35 minutes each way / · U17, Men/Ladies and older: 45 minutes each way
Half-time is 5 minutes from the time half-time is signaled. Games must be played in equal halves (unless abandoned). If the match starts late, you must reduce the match time equally in each half to allow the following match to start at the scheduled time.
In Platinum League 1 & 2, 1st Grade, and in ALL Premiership Finals Series matches, stoppage time is played. Stoppage Time is as per Law 7.
If a game is interrupted for a lengthy period for any reason (eg injured player, weather, incident) the referee should note the time and minute of play in which play was terminated/interrupted/resumed. If 75% of normal playing time cannot be played, the match may be terminated.
12. PLAYERS’ UNIFORM
Law 4 applies. Where the colours of two teams clash, the HOME team has to change. Please ensure goalkeepers (and yourselves!) are easily distinguished
13. THE BALL
Each team should provide a match ball that conforms to Law 2. Ball sizes in are:
· Under 10-13: No 4 63-66 cms (25-26 inch) circumference
· Under 14 & above: No 5 68-71 cms (27-28 inch) circumference
14. ASSISTANT REFEREES
If assistants aren’t appointed, you should politely ask each team to provide someone who will signal “ball out of play” only. Do not commence any game without two assistants. Such assistants should not be the team coach, who is required to remain in his technical area. Be courteous to any such volunteers and explain to them exactly what you require. They may be replaced if they do not comply with your instructions. They are not permitted to signal for fouls or off-side. Thank them after the match.
15. GROUND MARSHALLS
The host club must have a Ground Marshall available at all times to control the activities at the ground. Each game should have a Ground Marshall in attendance. They should be readily identified by either an arm-band or brightly coloured vest. Please introduce yourself to the Ground Marshall prior to the match. There are no longer Team Marshalls to assist with the controlling of their team's spectators.
16. RESERVES/INTERCHANGE
A maximum of 16 players per team may play in each (non-SSG) game. Each team can use unlimited interchanges of players in all age groups, including Platinum League. Players may interchange by leaving/entering the field at their technical/bench area. Players may warm up either on the sideline or ‘behind the ropes/spectator line’ provided they are identified by wearing a bib whose colour does not clash with either team or the match officials.
17. TECHNICAL AREA
Each team has a Technical Area (TA) on the same side of the field. The TAs are to be separated by a distance of 15 metres from the centre-line flag (or where it would be), The centre-line flag would be placed 1 metre from the sideline at half-way. That is, no-one in the technical area should closer than 1 metre from the sideline.
Where no TA is marked or cordoned off, an imaginary area one metre to the end of each bench and up a minimum of one metre from the sideline will be the Technical area. Only named substitutes and team officials are permitted in the Technical area. Such officials must be readily identifiable by having their ID card on display.
