BOARD OF TRUSTEES MEETING
ANDERSON SCHOOL DISTRICT NUMBER FIVE
Anderson, South Carolina
February 24, 2015
6:30 P.M.
The Board of Trustees of Anderson County School District Number Five met in the Offices of the Board this date with the following members present: Mr. Rick Bradshaw, Mr. John Griffith, Mrs. Ann Huitt, Mrs. Margaret Mack, and Mr. Tommy Price. Absent were Dr. Sandy Addis, Mr. Jay Blankenship, Mr. Harold Kay, II, and Mr. Paul Zugg.
NOTICE TO MEDIA
In accordance with the S. C. Code of Laws, 1976, Section 30-4-80(d), as amended, the following have been notified of the time, date, place and agenda of this meeting: The Anderson Independent-Mail, Greenville News, The Anderson Journal, WYFF, WSPA, Paul Brown, and FOX 21.
CALL TO ORDER & WELCOME
Mr. Bradshaw called the meeting to order at 6:34 p.m. and welcomed the visitors to the meeting.
PLEDGE OF ALLEGIANCE & INVOCATION
Mr. Bradshaw led the group in the Pledge of Allegiance to the Flag, and Mr. Griffith gave the invocation.
APPROVAL OF AGENDA
With no objections and by Board consensus, the Agenda was approved as presented.
RECOGNITION OF EXCELLENCE
Mr. Wilson recognized Sherry Martin to recognize five former students who have been awarded their high school diplomas due to Act 155. Act 155 states that the Exit Exam is no longer a requirement for graduation beginning with the graduating class of 2015. Students back to the first class in 1990 who was required to take the Exit Exam can now petition for their diploma if all other criteria for graduation were met.
Mr. Wilson recognized T. L. Hanna teacher Kathy Perry, Glenview teacher Celeste Griffith, and Southwood teacher Erica Wells to recognize the following students who have been named to the All-State Orchestra.

Finally, Mr. Wilson recognized Homeland Park Principal Christie Payne to recognize Homeland Park teacher Kellie Cathey who received the Golden Apple Award for Excellence in Teaching from WYFF-4. Ms. Payne read a letter written by Mrs. Cathey’s husband who nominated her for this prestigious award. A video was also shown of Mrs. Cathey as the Golden Apple Award recipient.
OPPORTUNITY FOR CITIZENS TO ADDRESS THE BOARD
No one signed up to address the Board.
CONSENT AGENDA
Mr. Wilson stated that the consent agenda items were discussed with the Board at the February 12, 2015 Committee of the Whole meeting. The Administration recommended Board approval of the following Consent Agenda items:
· Minutes of the January 20, 2015 Regular Board Meeting
· 2015-2016 Administrative Personnel Recommendations
· 2015-2016 Personnel Recommendation
· Two Requests for Extended Leave
Mr. Price made a motion the Board approve the Consent Agenda Items as listed. Mrs. Huitt seconded the motion, which carried unanimously.
ACTION ITEMS
Act 155 Diploma Petitions – As a result of Act 155, students can now petition for their high school diploma if all other criteria for graduation were met. The Administration recommended Board approval of two students who have petitioned to receive a high school diploma bringing the district total to 49.
Mrs. Huitt made a motion the Board approve the diploma petition as presented. Mr. Griffith seconded the motion, which carried unanimously.
Application for Released Time for Students for Religious Instruction – Mr. Wilson stated that this application for released time for students for religious instruction is in line with Policy JHCB and Administrative Rule JHCB-R. The application was submitted by the sponsoring organization Christian Learning Centers of the Upstate. The location of the released time program will be at Oakwood Christian School for students at Lakeside Middle School. The released time program will be offered as an elective to sixth graders during non-core instructional time. The Administration recommended Board approval of the application as presented.
Mr. Price made a motion the Board approve the Application for Released Time for Students for Religious Instruction submitted by Christian Learning Centers of the Upstate as presented. Mrs. Huitt seconded the motion, which carried unanimously.
Recommendation for Principal at T. L. Hanna High School – Mr. Wilson stated that the recommendation for principal at T. L. Hanna High School was presented to the Board for discussion in Executive Session at the Board Committee of the Whole meeting on February 12, 2015 Committee of the Whole meeting. The Superintendent recommended Board approval of Mr. Shawn Tobin as principal of T. L. Hanna High School.
Mr. Price made a motion the Board approve the Superintendent’s recommendation of Mr. Shawn Tobin as Principal of T. L. Hanna High School. Mrs. Huitt seconded the motion, which carried unanimously.
SUPERINTENDENT’S REPORT
Mr. Wilson recognized the new Director of Buildings & Grounds Dennis Kent.
Structure of Anderson 5 Education Foundations – Mr. Wilson recognized Mr. Newton to present as information the restructuring of the Anderson 5 Education Foundation. In a PowerPoint presentation, Mr. Newton listed the Foundation Members and its officers. He discussed partnerships and the Foundation’s main focus being on teacher grants. He reported that the Foundation has received $13,000 from BOSCH for teacher grants in the field of STEM. Mr. Newton also reported that the grant application process will be placed on the website. A copy the Foundation Bylaws was distributed to the Board.
ADJOURNMENT
There being no further business, Mr. Price made a motion the Board adjourn. Mrs. Huitt seconded the motion, which carried unanimously.
