ISSUE BEFORE THE BOARD: Voting for a representative to the Oregon School Boards Association board of directors.

BACKGROUND: The State Board of Education is a dues-paying member of the Oregon School Boards Association. The OSBA board consists of 19 directors, each elected on a regional basis for a two-calendar-year term. The board also includes these non-voting ex-officio members:

·  Any director of the National School Boards Association elected from Oregon

·  The immediate past president of the Oregon Association of School Executives

·  The immediate past president of the Confederation of Oregon School Administrators

·  The board section president of the Oregon Association of Education Service Districts

·  The president of the Oregon Community College Association

·  The chair of the State Board of Education

The OSBA Constitution delegates to the board of directors the authority to create the program of the association and to carry out association business between special and annual meetings. As a group, the board of directors is subject to direction by a majority of association members at a regular or special meeting. As individual OSBA board members, each member reports and is responsive to the needs of the region electing the member. OSBA board members serve two calendar years. Terms on the board are staggered. There is no limit to the number of terms you may serve.

As a Marion County-based board, the state board votes for representatives in District 11 and 12. One person is nominated for Position 11: Krista Lemons. No one is running for Position 12; that position will be appointed.

1. Describe in your own words the mission and goals of OSBA.

The Oregon School Boards Association serves as the statewide advocate and leader for locally elected school board members. OSBA is dedicated to developing local leaders as advocates for exceptional education opportunities; developing collaborative partnerships to develop and influence legislative actions and budget in support of public K-12 education; being a leader in providing services and programs to districts and their board members; and championing those issues and causes which promote regional and local decision-making.

2. What do you want to accomplish by serving on the OSBA board of directors?

I want to continue advocating for the valuable sharing of best practices, networking and problem-solving that happens when leaders come together. The support that OSBA offers to local school boards and their districts is invaluable and we must continue to find deeper and broader means to make this happen. I also want the OSBA leadership presence to be a mainstay at all tables where K-12 education is at stake.

3. What leadership skills do you believe you bring to the board of directors? Give an example of a situation in which you demonstrated these skills.

I have strong background and experience in bringing partners together around K-12 public education and advocating for their support. My role as the executive director of the Salem-Keizer Education Foundation and on the board of directors of the National Schools Foundation Association is tied directly to a deep knowledge of education best practices and how collaborative partners can help sustain those efforts. A key example would be growing the budget of a local schools foundation from $50,000 annually to $950,000 annually in 4 years.

4. What do you see as the two most challenging issues faced by OSBA?

As members of local school boards and legislative seats change over time, OSBA’s challenge is to keep a sustained and meaningful relationship with each of them so that our work remains seamless. This conversation is paramount as we are faced with numerous election initiatives that have deep impact on local control, education budgets, etc. Second, the transition of OEBB has impacted the traditional financial security of OSBA. It will be important to remain responsive to each of our partners and districts as we educate them about the importance of sustaining the work of our organization.

5. What do you see as the two most challenging issues faced by your region?

We are a district facing significant enrollment growth. We are also faced with a population that inaccurately believes that our growth is due to illegal immigration. We must deal with this issue in two ways: Facing the deferred maintenance and facility issues to deal with the growth; and then on a global level, educating our community about the true demographics of our students and our charge of educating all of them. This, in addition to working on the punitive issues of NCLB, regional and statewide issues on accountability, teacher merit pay, funding, are the challenges we face.

6. What is your plan for communicating with boards in your region?

I will rely heavily on technology to reach a large geographic region of local school board members. Through list serves, I will work to make myself available and provide information and connection to resources most fitting of the local board/district issues. I will also work with the other regional representative to make communications and responses as effective and timely as possible.
