Sealed tenders in two covers system (Separate covers for TECHNICAL BID AND FINANCIAL CUM COMMERCIAL TERMS BID) are invited on behalf of the Ministry of Earth Sciences, by Head, NCMRWF from established manufacturers/vendors/supplier dealing in the concerned items for furniture and furnishing of Library at NCMRWF, Noida.
The tender document (non transferable) containing detailed specifications, terms and conditions can be obtained from Section Officer, NCMRWF, A-50 Institutional Area, Sector -62, NOIDA Ph: 0120-2403900-07 on payment of Rs 500/- (non refundable) in the form of Demand Draft drawn on any Nationalised Bank in favour of "DDO ( Cash) , Ministry of Earth sciences", payable at New Delhi. Alternatively, the tender document can be downloaded from the web site and payment towards cost of the tender can be submitted along with the bid. Subject: Inviting tenders for Library furniture and furnishing at NCMRWF, Noida
Sir,
National Centre for Medium Range Weather Forecasting, Noida a Division of Ministry of Earth Sciences, invites Tenders for lowest possible rates in Annexure-I for the supply of Library furniture and Library furnishingspecified in Annexure I from the reputed manufacturers/vendor/ supplier dealing in concerned items.
1Bid should be valid for a minimum period of one hundred and fifty days after the due date for placing the initial order.
2The bids are to be submitted in two separate envelopes duly sealed and superscribed as:
Envelope’ A’, containing Technical/Commercial bid alongwith Earnest Money Deposit (EMD) of Rs. 50,000/- vide Demand Draft/Pay order in favour of DDO, MoES, CGO Complex along with the forwarding letter of company and the detail of the items proposed to be supplied as per Annexure I
Envelope’ B’, containing PRICE BIDS as per Annexure-I
The price bid will be opened only for the vendor’s whose EMD has been received and in order and all vendor qualifies technically/commercially.
3The Bid must reach the undersigned immediately but not later than 05.03.2009 by 1500 Hrs which shall be opened at 15.30 hrs. on the same day.
4The rates should be quoted for delivery at NCMRWF, A-50, Sector-62 Noida. NCMRWF will not be responsible for any damage during transit.
5Wherever applicable all items and the raw material used in the items are to be as per ISI/BIS standard/specifications/ requirements/ norms.
6Price should be quoted as indicated in the prescribed pro-forma in Annexure-I in figures and words inclusive of all taxes along with the make/ brand name. In case of variation of price, the lowest rates would be considered. In case, bidder quoting for more than one make/brand of an item, the rates should be given accordingly, for different make/brand of the product.
7NCMRWF reserves the right to accept or reject quotation without assigning any reason whatsoever.
8Incomplete and unsigned quotations will be summarily rejected.
9The items should be delivered within four weeks from the date of placing the purchase order. A performance security deposit of 5% of tender cost should be submitted on receipt of work order vide Demand Draft/Pay order in favour of DDO, MoES and will be returned by the NCMRWF,60 days after the delivery of goods and satisfactory services certificate issued by the competent authority.
10The delivery of the goods should be made as per strict delivery which should be clearly mentioned by bidder in price bid schedule failing which NCMRWF reserves the right to cancel the orders and place the order on any other party and the difference in cost if any in such cases will be recovered from the supplier’s bills of from the EMD/ Security deposit of the supplier. Penalty @ 1% (One percent) of cost material up to a maximum of one month will be imposed if the items/ goods are not supplied within the delivery schedule. In case bidder is not able to supply above items within specified period, the Earnest Money will be forfeited in full. No interests will be payable for such deposits.
11Please note that before placing the formal purchase order, you are required to supply an advance sample of the proposed item to be purchased for acceptance. All the goods shall be subject to inspection by purchasing department. It is duty of the vendor to facilitate the inspection.
12The Registration Number of the firm along with a the CST NO./ VAT No., allotted by the Sale Tax Authorities should invariably be given in the bid and copy of registration certificate enclosed, failing which bid will not be considered
13Copy of the PAN/TIN may be submitted along with the technical bid (a copy should be enclosed).
14Alternations, if any that should be attested by the bidder in the tender properly, failing which the tender is liable to be rejected.
15Tender (technical bid) must be accompanied by Earnest Money Deposit of Rs. 50,000/- (Rupees Twenty Thousand only) in the shape of Demand Draft/ Pay order of any commercial Bank issued in the name of DDO, Ministry if Earth Sciences, without which the tender will be summarily rejected. Vendors who are registered with NSIC for the tendered items under single point Registration as a SSI unit (without NSIC certificate) will not entail the firm for exemption from furnishing Earnest Money Deposit.
16In case of bidders whose tender are not considered for selection the Earnest Money Deposit will be returned within one Month of the final decision along with endorsement for payment to the bidders. In case of bidder whose tender is accepted for placing the order, the Earnest Money Deposit will be returned after satisfactory completion of the supply.
17The vender should quote for all items of specified standards as mentioned in Annexure I and subject to the condition the required EMD is submitted. L-1 will be selected on the basis of lowest rates of total price of all items of Annexure-I. The decision of NCMRWF arrived at as above will be final and no representation of any kind will be entertained on the above. The design should be clearly as per layout attached with the tender.
18Payment shall ordinarily be made within 30 days in receipt of the goods along with pre- receipted bill in quadruplicate, as well as on acceptance of the item.
19NCMRWF is not responsible for any delay in receipt of terms and conditions of the tender or submission of the tender due to postal / any other reason delay.
20It may be ensured that rates for goods of superior quality items are quoted and supplied accordingly. In case if it is found at a later stage that sub- standard/inferior quality items are supplied, necessary action will be taken against such supplier, including forfeiture of their Performance Security and debarring them for quoting in future tenders in NCMRWF.
- The firm should have experience of supply of furniture and furnishing work in a Govt. Department/PSU for Rs. 20 lacs in any one year during the last 3 years. Certificate from concerned Department to be enclosed by the firm along with technical bid.
- The case of any dispute, the matter will be informed to Arbitrator who will be appointed by Secretary, MoES and decision of Arbitrator will be final and binding on both parties.
