1. Distribution:
a. This is an Operational Safety-Of-Use-Message. Commanders/Directors of
Army Commands (AC)/Army Service Component Commands (ASCC)/Direct Reporting
Units (DRU), Army National Guard (ARNG), US Army Reserve (USAR) Command and
other Service Commanders and Responsible Offices will retransmit this
message to all subordinate Commanders/Activities within 24 hours of receipt
of this message and will, within 5 working days, acknowledge receipt of this

2. PROBLEM: REVISION OF SOUM 08-022 TO REFLECT THE CORRECT NATIONAL STOCK
NUMBER (NSN) AND PART NUMBER RELATED TO TURRET TRAVERSE MOTOR POWER RELAY
MALFUNCTION. ALL CHANGES TO SOUM 08-022 ARE IN ITALICS.
a. An incorrect National Stock Number and part number were issued in
SOUM 08-022. The correct NSN is 2920-01-395-3879 and the correct part number
is SBC-4401D with a cage code of 24975.
b. If you order part number 6288971 and NSN 5945-01-262-2018 you will
receive the wrong part.
c. Due to high Operation Tempo (OPTEMPO) in Operation Iraqi Freedom
(OIF)/Operation Enduring Freedom (OEF), power relays 2ea in the ASV turret
are reaching their intended life span earlier than originally estimated.
Relay life span is further reduced by frequent, quick, and repetitive
slewing back and forth of the turret.
d. As the power relay wears down, there is potential that the turret
traverse motor power relays will short, causing the turret to continue to
spin after the traverse switch has been released. In an uncontrolled
situation where the turret traverse switch does not stop the turret, the
turret can only be stopped by shutting down either, the Turret Power or the
Master Power switches located in the driver's compartment.
e. Gunners in the turret have had their feet crushed between the turret
basket and the hull when the turret continued to spin and the gunner did not
have all body parts within the basket.
3. User Actions:
a. Users must operate the turret IAW the instructions that are listed in
TM 9-2320-307-10, and TM 9-2320-309-10. TM 9-2320-309-10, chapter 2-5,
lists the warnings for safe operation of the turret.
(1) Failure to follow these instructions may result in damage to
equipment and injury to personnel. TM 9-2320-307-10, chapter 2-3, fig 2-2,
shows both the Turret Power and master Power switches.

Make sure all personnel are clear of the turret and basket area before
operating the turret or personnel injury may result.
b. If an incident occurs where the turret continues to spin after the
traverse switch has been released, the only way to shut the power off to the
turret is for the gunner to immediately inform the driver to turn-off the
Turret Power or the Master Power switches located in the driver's
compartment. See paragraph 3.d(2) below, which now establishes a requirement
that a qualified driver must be in the driver's compartment, prior to
traversing the turret.
c. Based on the failure analysis study conducted by the Product Director
ASV, the root cause is likely due to a power relay malfunction. Remove the
vehicle from service and replace the traverse motor power relays 2ea,
located in the POWER RELAY UNIT (PRU).
(1) Turn off all electrical accessories. Place master power switch to
the OFF position. Isolate the power by disconnecting the negative battery
power supply cable from battery.

(3) Contact the TACOM LCMC Logistics Assistance Representative (LAR)
and/or the TEXTRON FSR immediately with a detailed report of the
circumstances of the event. See paragraph 6.c. below for contact directions.
d. Additionally, as with all Army turreted systems, the following
principles for safe operation of the turret must be followed:
(1) Personnel must keep all body parts inside the turret at all times;
except when entering and exiting the turret.
(2) The turret power will not be activated unless there is a qualified
driver in the driver's compartment.
(3) Gunners should not enter or exit the turret unless the gunner has
verified with the driver, through the intercom system, that the Turret Power
or the Master Power switches are in the off position.
e. Do not attempt to change direction of travel until the turret has
come to a complete stop.
f. Units will not modify the turret's traverse switch.
g. Unit Commanders, contact your local TACOM LCMC Logistics Assistance
Representative (LAR) or your Field Service Representative (FSR) upon receipt
of this message for assistance. For assistance in locating your TACOM LCMC
LAR, see paragraph 6.c.
4. TACOM LCMC/PM actions:
a. Product Director, ASV has completed a failure analysis study on the
failed traverse motor power relays. No evidence of a latent defect in the
relays was found.
b. Product Director ASV through its Field Service Representatives, is
aiding units in determining which ASVs may need replacement of the relays.
c. TACOM issued an updated LARs-All message on 28 Jul 08 to correctly
identify the NSN for the relays.
d. TACOM will also identify the correct NSN for the relays in the new
technical manual (under development and estimated for completion in
September 2009).
e. Product Director, ASV submitted an article on this issue for
publication in the Preventive Maintenance Monthly Magazine (estimated for
fall 2008).
f. Product Director, ASV is developing a turret proportional control
switch to address this issue. A field retrofit of a completed switch is
planned for 3rd Quarter, FY 2009.
5. Supply Status:
a. The part number is SBC-4401D; cage code 24975, and the NSN is
2920-01-395-3879. The Defense Logistics Agency (DLA) has been notified of a
potential surge in orders. There are currently 158 relays on hand as of 26
August 2008.
b. DLA continues to procure requisite quantities of relays.
