Role and functions

The purpose of Mine Rehabilitation Advisory Council (MRAC) is to foster best practice mine rehabilitation and to provide advice to the Minister on strategic rehabilitation issues in the mining industry.The Mine Rehabilitation Advisory Council will have no determinative functions and will be established primarily to provide advice to the Minister.

The Terms of Reference are:

  • To provide advice to the Minister on strategic Rehabilitation issues in the mining industry
  • To recommend practical options for improvement
  • To identify and promote rehabilitation successes in NSW
  • To oversight the Derelict Mine Committee (which will act as a sub committee) to assist in prioritising and informing the work of both the Council and Committee

Council Composition

  • Chair – appointed by Minister
  • DRE representative
  • Mining industry representative
  • Agriculture industry representative
  • Independent Technical Expert – water
  • Independent Technical Expert – agriculture / soil
  • Independent Technical Expert – flora / fauna
  • Association of Mining Related Councils
  • DPI representation appointed by Minister for Primary Industry
  • OEH representation appointed by Minister for Environment

Selection Criteria

  • Extensive professional expertise in one or more of the following: farming, water, agriculture/soils, flora/fauna, and mining relating to mining related environmental issues and a clear understanding of conflicting land use issues such as mining development or agriculture.
  • Demonstrated objectivity and the ability to conduct research, analyse information, and provide recommendations
  • Extensive experience in preparing clear, impartial advice to stakeholders
  • High degree of personal integrity
  • Exceptional negotiation, conflict resolution and interpersonal skills to liaise effectively with stakeholders
  • Ability to recognise and manage conflict of interest

Time and contribution requirements

The Mine Rehabilitation Advisory Council will meet up to twelve times per year.

It is also expected that each member will need to contribute additional time individually preparing for meetings and on specific projects according to their areas of expertise.

Terms of Appointment

Appointments to the Mine Rehabilitation Advisory Council are for up to three years.

Remuneration is up to $5,000 per annum for members appointed as Independent Technical Experts.

Additionally, travel to Mine Rehabilitation Advisory Council meetings and related expenses will be paid based on actual expenses incurred, in accordance with NSW Public Service Commission maximum daily allowances for part-time members of boards and committees.

The Mine Rehabilitation Advisory Council will be supported by the secretariat within the NSW Trade & Investment that will service the Council.
