Sec. 2.2 / 001 Name and Classification
NAME
The Board, which is comprised of duly elected members or their alternates of each of the nine participating consortium school districts, shall be known officially as the Joint Operating Committee (JOC) of Forbes Road Career and Technology Center, hereinafter referred to as the “Board” or “JOC”.
COMPOSITION
The Forbes Road Career and Technology Center (FRCTC) is comprised of the following nine (9) participating school districts: Allegheny Valley, East Allegheny, Gateway, Highlands, Penn Hills, Plum, Riverview, Wilkinsburg and Woodland Hills.
PURPOSE
The purpose of JOC is to establish, maintain, and operate the school, departments, as well as classes. This includes, but is not limited to, the required rigorous academic core subjects, as well as a robust career and technical education. The JOC shall provide equal access to all students, without regard to race, color, age, creed, gender, sexual orientation, ancestry, national origin, or handicap/disability.
Students will be exposed to appropriate and viable program opportunities as outlined in the Individuals with Disabilities Education Act (IDEA) legislation. Students with disabilities, or other special purpose education and training will be provided for secondary students, out-of-school youth, and constituent adults from the participating school district communities; to the extent such education and training is not provided under jointure agreement now in existence, which a member school district is a party. / 1

Sec. 2.2 / INTERMEDIATE UNIT
The Forbes Road CTC is assigned to Allegheny Intermediate Unit No. 3 as known as AIU #3.
CLASSIFICATION
A career and technology center, formerly known as an area vocational technical school, cannot be classified as a school district. The Forbes Road CTC shall follow the mandates as set forth for a third class school district.
