Prequalification for General Training ServicesPart 1: Conditions of Prequalification

1.Introduction

The Department of Planning, Transport and Infrastructure (DPTI) has established this prequalification scheme to ensure that only suitably qualified and experienced companies,who have experience working with government, are eligible to enter into contracts with DPTI for general training services.

The department is seeking applications for prequalification for the delivery of a broad range of training and development services, including:

  • coaching/mentoring;
  • program development and customisation of both accredited and non-accredited training;
  • development and customisation of assessment activities;
  • delivery of both accredited and non-accredited training; and
  • assessment services.

DPTI comprises of12 divisions with specific functions and different cultural and professional contexts.DPTIhas a Learning and Development Framework which provides a range of learning opportunities that can be accessed by employees of the department. In addition, each division coordinates specialist training and development in response to specific divisional needs.

This prequalification scheme covers a range of learning approaches, which may include e-learning, formal instruction, work based projects, theory and activity based learning, behavioural profiling, learning circles, coaching and other engaging learning approaches. Training services required may include accredited units from the Public Sector Training Package (PSTP) or other relevant training packages as well as non-accredited programs in a variety of areas.

The prequalification categories available include business skills development, equity and diversity, occupational health and safety, leadership and management, self development for individuals, and coaching and/or mentoring for a range of employees and situations. However, the list of examples is not exhaustive and providers with unique areas of specialist expertise are also encouraged to respond. Please specify areas of particular expertise as the list of prequalified companies will be used to identify providers with particular topics/skills/areas of expertise when seeking quotes.

Applicants for prequalification who meet the Prequalification Assessment Criteria, will become prequalified in applicable prequalificationcategories. As the need arises for a particular type of service, quotes / tenders will be sought from prequalified training providers.

The purpose of the prequalification scheme is to reduce the time and cost to companies when preparing tenders, while also minimising risks to DPTI. The scheme aims to facilitate, but not replace, tender assessment for individual projects.

Once prequalified, companies are subject to ongoing review by DPTI to ensure that the information submitted in their application remains valid and that they have performed satisfactorily when awarded contracts.

3.Engagement of Prequalified Providers

DPTI will seek quote(s) from prequalified companies taking into account the value of the services required and the skills and expertise of prequalified providers.

4.Application for Prequalification

Companies are invited to apply for prequalification at any time by completing and submitting an application form with supporting information attached, as detailed in Part 2 “Application for Prequalification” and Part 3 “Information to be Submitted with Application”.

The information should be clearly labelled and be of sufficient detail to enable an assessment to be undertaken against the requirements list in Part 4 “Assessment Criteria”. Companies should be aware that additional supporting information may be required by DPTI as part of the tender assessment process.

A read only electronic application must be submitted as follows:

5.Assessment and Notification

Applications for prequalification will be assessed by a Prequalification Panel consisting of DPTI personnel. DPTI and its agents, contractors or consultants may undertake investigations as necessary in order to assess performance (such as Audit Reports and Performance Reports) and interview the Company to clarify details of the application.

For each of the criteria under consideration in the assessment, the minimum requirements are indicated in Part 4 “Assessment Criteria” of this document. In addition, DPTI may request company financial information and consider this in the assessment. Companies should allow at least five weeks from the date of submission for written notification of the outcome. The prequalification of a Company does not extend to related or subsidiary companies owned or controlled by the Company.

Conditions may be attached to the prequalification: for example, the Company may be required to demonstrate that they have taken on additional resources before being awarded a particular type of contract.

6.Change to Prequalification Category

DPTI will undertake a review of the prequalification scheme every 12 months. At DPTI’s discretion, a prequalified company may be requested to either provide sufficient information to verify that their original prequalification submission is still valid or resubmit a complete application.The Assessment Panel may, in its absolute discretion, review any Company’s prequalification or request further information from them at any time.

DPTI will monitor the performance of Companies when awarded DPTI contracts and may take this into account in any review of a Company’s prequalification. Matters taken into account in the assessment of Company performance may include:

  • Standard of work and performance;
  • Quality System and quality assurance in contract performance;
  • Compliance with Occupational Health, Safety and Rehabilitation provisions;
  • Managerial performance;
  • Adherence to contract provisions (particularly timeliness);
  • Approach to cooperation and partnering with DPTI.

DPTI may review a Company’s prequalification if it becomes aware of:

  • Unsatisfactory performance forDPTI or other SA Government agencies;
  • Substantial adverse change in a Company’s technical, financial, managerial or organisational capability; or
  • A Company being placed into voluntary administration or involved in a compromise or other arrangement with creditors.

The Assessment Panel may, in its absolute discretion, rescind the prequalification or suspend the prequalification. Before such action is taken, the Company will be given an opportunity to show cause why the prequalification should not be rescinded or reduced. The Company will also be given details of the matters prompting the request to show cause.

DPTI may make revisions to the scheme and place advertisements seeking new applications at any time. Whenever a full revision of the system is carried out, additional information or new applications from currently prequalified Companies will be sought.

7.Company to Advise

Prequalified Companies are required to immediately advise the Team Leader, HR Operations, of any significant change to its:

  • financial or technical capacity;
  • ownership or holding;
  • any convictions or prohibition notices under WHS or environmental legislation;
  • changes to the facilitators nominated in the application for prequalification;
  • changes to the company’s registration if a Registered Training Organisation under Part 3 of the Training and SkillsDevelopment Act 2003; or
  • addresses or phone/facsimile numbers.

8.Confidentiality

Except as required by law, DPTI will ensure the confidentiality of all information supplied by companies and will sign an appropriate confidentiality agreement if requested.

Personnel delivering training courses may be required by DPTI to sign a non-disclosure agreement prior to undertaking work under this prequalification scheme.

9.Publication of Prequalification Status

The level of prequalification achieved by a Company will be disclosed to others on the following web site:

While a company may communicate its DPTI prequalification status to others, it must not represent that this prequalification necessarily means that they are competent to undertake work for organisations other than DPTI. No responsibility is accepted for any consequences arising from the use of the prequalification scheme other than for DPTI contracts.

10.Disclaimer

The decision to approve or reject, with or without conditions, any application for prequalification or for upgrading of prequalification is at the absolute discretion of DPTI.

DPTI is not liable for any costs or damage incurred in the exercise of such discretion or the discretion to remove or downgrade in class any prequalification. The Prequalification Scheme was developed for DPTI’s internal purposes. DPTI does not represent or warrant that any of its prequalified companies are technically capable or financially sound or have any other characteristics. Any person or company seeking to deal with a Contractor who is prequalified with DPTI must rely on their own enquiries.
