Sir, Sub: Problems in implementation of RGGVY - Scheme - Solutions - early implementations requested - Reg. ---The following problems faced in the field need to be solved immediately for the effective and trouble free implementation of the RGGVY Scheme.

The field engineers are now coerced to execute the RGGVY scheme on priority over the normal day-to-day functions. The major problem is the labour and transport charges for the execution of the works.

The field engineers have to rely on the rates of the chit agreement which was approved for the year 2006 & 2007 and it is still maintained without revision. The labour and transport charges to be revised to suit the current rates immediately (within specified time frame).

For example, the charges for the bullock cart is fixed as Rs.50/- in the Board’s schedule, where as the present market charge is Rs.250/-

i.e. five times higher than the Board’s rate. Under such circumstances it is highly impossible and impracticable for the field engineers to execute the schemes unless it is revised the current rates.

•Executing the schemes involving huge amount through Chit Agreement is a difficult and tedious process. Some circles are sanctioning temporary advance to execute the schemes. This may be uniformly adopted and directions may be sent to the field to operate temporary advance to execute the RGGVY schemes.

•Some of the materials (particularly iron materials) are found to be inferior in quality resulting in breakdown and duplication of work wasting Board’s revenue and time. Ensuring supply of quality materials and replacing the defective materials immediately is very essential.

•Some of the sections in the distribution wing are maintained without sufficient and essential man power. Hardly one or two contract labour / mazdoor are available in the sections. Maintaining uninterrupted power supply and carrying out routine day-to-day works itself is a hard task. It is not possible for such sections to implement the schemes within the set target date. Hence schemes related to such under staffed sections may be handed over to the construction sections. Since the construction sections can be temporarily created to execute the schemes on the need basis as per the settlement.

The above said problems may be solved immediately to achieve the real progress in the RGGVY scheme.
